A RESOLUTION DETERMINING THAT
HYDRAULIC/ANALOG LOW PROFILE WHEEL LOAD
WEIGHERS CANNOT BE REASONABLY OBTAINED
THROUGH THE USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFORE AND
PURCHASE EIGHT (8) HAENNI WL101 MOBILE
SCALES FROM LOADOMETER CORPORATION,
NOT TO EXCEED $45,000.00.
WHEREAS, the Bakersfield Police Department (BPD( employs Commercial
Enforcement Officers, who focus primarily on enforcement of California Vehicle Code
and Bakersfield Municipal Code statutes governing the lawful and appropriate use of
commercial vehicles; and
WHEREAS, the enforcement of California Vehicle Code and Bakersfield Municipal
Code statutes contribute to safer roadways, prevention of traffic hazards and reduction
of roadway surface and infrastructure; and
WHEREAS, the majority of commercial vehicles subject to enforcement are semi -
trucks and trailers, on roadways within the City of Bakersfield and its sphere of influence;
and
WHEREAS, the enforcement of commercial vehicle laws require the use of low
profile mobile scales, able to be transported by City vehicles to field locations; and
WHEREAS, Loodometer is the sole manufacturer of the Hoenni WL101
hydraulic/analog low profile wheel load weigher (patent #4,673,049.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows:
1. The above recitals are true and correct and Incorporated herein by reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies,
equipment or materials.
3. The Finance Director is authorized to dispense with bidding in accordance with
Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials shall
not exceed Forty -Five Thousand Dollars ($45,000.00).
