1. ALL GRADING SHALL CONFORM WITH CITY OF BAKERSFIELD GRADING
REQUIREMENTS AND THE CALIFORNIA BUILDING CODE, THE STANDARDS
AND REQUIREMENTS OF THE SOILS ENGINEER, AND APPENDIX J OF THE
CALIFORNIA BUILDING CODE.
2. ALL GRADING SHALL CONFORM TO THE RECOMMENDATIONS AND
REQUIREMENTS OF THE UPDATE TO GEOTECHNICAL ENGINEERING
INVESTIGATION REPORT BY KRAZAN AND ASSOCIATES, DATED MARCH 5,
2020 PROJECT NO. 022-20013. THIS REPORT SHALL BE INCORPORATED
INTO THIS PLAN AND AND MADE A PART HEREOF AS IF SPELLED OUT IN ITS
ENTIRETY HEREON.
3. AREAS TO BE GRADED SHALL BE CLEARED OF ALL VEGETATION;
INCLUDING ROOTS AND OTHER MATERIAL UNSUITABLE FOR STRUCTURAL
FILL, AND SCARIFIED AS RECOMMENDED ON PRELIMINARY SOILS REPORT,
4. IN AREAS TO RECEIVE FILL, THE EXISTING SOILS SHALL BE SCARIFIED AND
COMPACTED TO A MINIMUM OF 90% MAXIMUM DENSITY. THE FILL
MATERIAL OBTAINED FROM OTHER AREAS ON THE SITE MAY BE PLACED IN
THIN LAYERS AND COMPACTED TO A MINIMUM OF 90% MAXIMUM DENSITY.
WHERE FILLS ARE PLACED ON SLOPES, A KEY SHALL BE CUT AT THE TOE
OF THE SLOPE AT LEAST 10' WIDE AND INTO FIRM NATURAL SOILS. AS THE
FILL MATERIAL IS PLACED UP IN THE SLOPE, BENCHES SHALL BE CUT AT
REGULAR INTERVALS IN TO FIRM NATURAL SOILS.
5. PRIOR TO PLACEMENT OF FILL MATERIAL, THE PREPARED AREA SHALL BE
INSPECTED AND APPROVED BY A CITY GRADING INSPECTOR AND THE
SUPERVISING SOILS ENGINEER.
6. CUT AND FILL SLOPES SHALL NOT EXCEED A GRADE OF 2 HORIZONTAL TO
1 VERTICAL UNLESS CERTIFIED STABLE BY THE SOILS ENGINEER, AND
APPROVED BY THE CITY ENGINEER.
7. FILL MATERIAL, APPROVED BY THE SUPERVISING SOILS ENGINEER, SHALL
BE PLACED IN LIFTS NOT EXCEEDING 6" IN COMPACTED THICKNESS,
MOISTENED OR DRIED AS NECESSARY TO NEAR OPTIMUM MOISTURE
CONTENT, AND COMPACTED BY AND APPROVED METHOD.
8. FILL MATERIAL SHALL BE COMPACTED TO A MINIMUM OF 90% MAXIMUM
DENSITY AND SO CERTIFIED BY TESTS AND REPORTS BY THE
SUPERVISING SOILS ENGINEER.
9. ALL SOILS WITHIN 1.5' OF FINISHED GRADE IN THE STREET SHALL BE
COMPACTED TO 95% RELATIVE COMPACTION.
10. UTILITY TRENCH BACKFILL WITHIN THE STREET SECTIONS SHALL
CONFORM TO THE REQUIREMENTS OF THE CITY OF BAKERSFIELD.
11. THE ROADBED SUBGRADE WILL BE SCARIFIED AND COMPACTED AFTER
INSTALLATION OF ALL UNDERGROUND UTILITIES, AND BEFORE
PLACEMENT OF AGGREGATE BASE IN ORDER TO ACHIEVE UNIFORM
COMPACTION.
12. SURFACE DRAINAGE SHALL NOT BE LESS THAN 2% EXCEPT FOR PAVED
SURFACES AND POSITIVE DRAINAGE SHALL BE MAINTAINED AWAY FROM
ALL STRUCTURES AND SLOPES.
13. ALL UNSUITABLE SOILS MATERIALS AND RUBBISH AND DEBRIS RESULTING
FROM GRADING OPERATIONS SHALL BE REMOVED FROM THE JOB SITE
AND DISPOSED OF PROPERLY.
14, SLOPE CONSTRUCTION REQUIREMENTS INCLUDING TERRACING SHALL BE
SPECIFIED BY THE SUPERVISING SOILS ENGINEER PRIOR TO
CONSTRUCTION OF GRADED SLOPES.
15. THE CONTRACTOR SHALL EMPLOY ALL LABOR, EQUIPMENT AND METHODS
REQUIRED TO PREVENT HIS OPERATIONS FROM PRODUCING DUST IN
AMOUNTS DAMAGING TO PROPERTY, CULTIVATED VEGETATION AND
DOMESTIC ANIMALS, AND/OR CAUSING A NUISANCE TO PERSONS
OCCUPYING BUILDINGS IN THE VICINITY OF THE JOB SITE. THE
CONTRACTOR SHALL BE RESPONSIBLE FOR ANY DAMAGE CAUSED BY
DUST RESULTING FROM HIS OPERATIONS. DUST ABATEMENT MEASURES
SHALL BE CONTINUED UNTIL RELIEF IS GRANTED BY THE GRADING
INSPECTOR.

18. PRIOR TO ANY SUBGRADING THE CONTRACTOR SHALL BE RESPONSIBLE
FOR SCHEDULING A PRE -CONSTRUCTION MEETING WITH THE CITY AND
OTHER AFFECTED AGENCIES. THE CONTRACTOR SHALL NOTIFY THE CITY
AT LEAST 24 HOURS PRIOR TO ANY WORK BEING PERFORMED, AND
ARRANGE FOR INSPECTION. CALL 661-326-3720
19. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF ALL
EXISTING SURVEY MARKERS DURING CONSTRUCTION. ALL SUCH
MONUMENTS OR MARKERS DISTURBED SHALL BE RESET AT
CONTRACTORS EXPENSE.
20. ALL TOP SOIL SHALL BE STOCKPILED FOR LATER DISTRIBUTION OVER THE
LOTS AND SLOPES. ALL CUT AND FILL SLOPES SHALL BE HYDROSEEDED
UPON COMPLETION OF GRADING. IRRIGATION MAY BE NECESSARY TO
ACHIEVE DENSE AND GROWING VEGETATION PRIOR TO FINAL INSPECTION.
A BOND MAY BE REQUIRED IF THE WEATHER IS INAPPROPRIATE FOR
HYDROSEEDING.
21. ALL ROUGH GRADING AND FINAL SOILS REPORT SHALL BE COMPLETED
AND APPROVED BY THE CITY ENGINEER PRIOR TO ISSUANCE OF ANY
BUILDING PERMITS.
22. ANY TEMPORARY STOCKPILES OF EARTH SHALL BE APPROVED BY THE
CITY, AND SHALL NOT OBSTRUCT DRAINAGE OR CREATE BLOWING DUST.
23. THE CONTRACTOR SHALL SUBMIT AN EROSION CONTROL PLAN AND
INSTALL THE IMPROVED DRAINAGE DEVICES FOR WORK DURING THE
RAINY SEASON OF OCTOBER THROUGH MARCH.
24. THE CONTRACTOR SHALL SUBMIT FILE A NOTICE OF INTENT (NOI) AND A
STORM WATER POLLUTION PREVENTION PLAN (SWPPP) WITH THE
REGIONAL WATER QUALITY CONTROL BOARD (RWQCB) PRIOR TO THE
COMMENCEMENT OF CONSTRUCTION.
25. THE DESIGN ENGINEER SHALL EXERCISE SUFFICIENT SUPERVISOR
CONTROL DURING GRADING AND CONSTRUCTION TO ENSURE
COMPLIANCE WITH THE PLANS, SOILS REPORT, SPECIFICATIONS, AND
CODE WITHIN HIS PURVIEW.
26. GRADING WORK WILL BE SUPERVISED AS ENGINEERED GRADING IN
ACCORDANCE WITH APPENDIX J OF THE CALIFORNIA BUILDING CODE.
27. TOTAL AREA DISTURBED 0.32 ACRES
28. ANY AND ALL EASEMENTS MUST BE RECORDED BEFORE PLANS CAN BE
APPROVED
29. AN OPEN STREET PERMIT SHALL BE OBTAINED BY THE CITY OF
BAKERSFIELD PUBLIC WORKS DEPARTMENT FOR ANY WORK PERFORMED
WITHIN EXISTING ACCEPTED STREET RIGHT-OF-WAY. UNLESS SECURED
BY AN IMPROVEMENT AGREEMENT, APPROVED INSURANCE AND SECURITY

35. MAXIMUM SLOPE RATIO FROM BACK OF SIDEWALKS TO FACE OF WALL OR
STRUCTURE SHALL BE 4:1, EXCEPT FOR TWO FEET BEHIND THE SIDEWALK
WHERE THE MAXIMUM SLOPE SHALL BE 2%. ALTERNATIVELY, THE CITY

36. IF THE PROJECT IS SUBJECT TO THE PROVISIONS OF THE NATIONAL
POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES), A "NOTICE OF
INTENT" (NOI) TO COMPLY WITH THE TERMS OF THE GENERAL PERMIT TO
DISCHARGE STORM WATER ASSOCIATED WITH CONTRUCTION ACTIVITY
(SWRCB ORDER NO. 2009-009-DWQ AS AMENDED BY ORDER
2010-0014-DWQ AND ORDER 2012-006-DWQ) MUST BE FILED WITH STATE
WATER RESOURCES CONTROL BOARD SACRAMENTO BEFORE THE
