WORKSHOPS
Item 3a. Update of South Mill Creek Master Plan and Letter of Intent for Purchase of Master Plan
property. (Ward 2) The City's vision for South Mill Creek has remained steady since inception in the
early 2000s: to create a unique area in Bakersfield that builds upon the nearby convention and
entertainment uses for the enjoyment of both Bakersfield residents and convention -goers, alike. This
year, the City hired the Ginsler group to update the 2014 Master Plan to reflect the market conditions
of 2020 and beyond. The City has also been approached by ME Development company LLC to
purchase the site and develop entertainment uses that are consistent with the newly updated Plan.
Item 3b. Update on the Recreation and Parks Department. (AH Wards) Update from the Recreation
and Parks Department on ongoing projects, future projects, and daily operations and maintenance.
Item 3c. Update on construction progress at the new Brundage Lane Navigation Center. (Ward 1)
On January 22, 2020, the Bakersfield City Council authorized the purchase of the 7.24 -acre former
Calcot, Inc. office and warehouse complex located at 1900 East Brundage Lane for the establishment
of a 150 -bed Homeless Navigation Center. The emergency shelter was to be constructed by the City
and operated by professional shelter operator, with an anticipated opening date of Fall of 2020.
Council will receive an update on the progress of the purchase, design and construction of the City's
new 150 -bed homeless navigation center.
WORKSHOPS
Item 6a. Issuance of Reassessment District No. 20-1 (City in the Hills) refunding bond series. (Ward
3) The City of Bakersfield Assessment District No. 05-01 (City in the Hills) ("District") was formed in
December 2005 to assist a local developer by financing various public improvements including
streets, sewer and storm drains. The City desires to refund the 2005 bonds to advance the prospects
of the ongoing and future developments in the district.
CONSENT CALENDAR — ORDINANCES
Item 8d. Improvements to the Conditional Use Permit process. (AH Wards) In response to a referral
from Councilmember Freeman, this item proposes to amend the City's ordinance to improve the
conditional use permit (CUP) process. The proposed ordinance amendments clarify when a CUP can
be requested and the process for land uses that are unlisted but similar to those that are listed.
Item 8e. Amendments to City's Landscaping Ordinance. (AH Wards) In response to a referral from
Councilmember Freeman, this item proposes to amend the City's landscape ordinance. The proposed
amendments would require that approved commercial landscape plans be revised if the
landscape/irrigation is substantially modified.
CONSENT CALENDAR — RESOLUTIONS
Item 8m. Transition to Taser 7 conducted energy weapon (CEW) system. (AIVI Wards) The Bakersfield
Police Department has been using CEW's supplied by Axon Enterprise, Inc. (formerly Taser
International) since 1998. The existing models provide a less -lethal alternative during encounters
with combative, resistant, and violent individuals. The Taser 7 is a redesign and the latest generation
of the CEW system that offers enhancements and new features unavailable on previous models.
CONSENT CALENDAR — AGREEMENTS
Item 8s. Lease to locate the Bakersfield Kern Regional Homeless Collaborative (BKRHC) at the City's
Brundage Lane Navigation Center. (Ward 1) The BKRHC serves as the "continuum of care" for the
Bakersfield -Kern County region, and manages a regional effort to reduce homelessness including
getting homeless individuals off the street, connect them to resources, and create a path to
permanent housing. The City's new Brundage Lane Navigation Center has the capacity to house the
BKRHC making the facility a regional one -stop -shop for homeless service providers. Staff recommends
approving a lease agreement for office space in the facility free of charge for an initial five-year term.
Item 8ac. Transformative Climate Communities (TCC) Planning Grant. (AIVI Wards) The California
Strategic Growth Council awarded the City TCC funds to develop a plan that prioritizes alternative
transportation, affordable housing and workforce development projects. The City's TCC project builds
on the "Making Downtown Vision" plan which established the framework for future development in
the Downtown area over the next 30 years. This agreement extends time to complete grant activities.
HEARINGS
Item 10a. General Plan Amendment/Zone Change for northeast corner of the Taft Highway and
South H Street. (Ward 7) Applicant Elmer Karpe, Inc. proposes to develop a "Love's Travel Stop and
Country Store" consisting of multiple uses including eight passenger fueling islands, nine truck fueling
islands, a fast food restaurant, a convenience store, a truck maintenance building, 88 passenger
vehicle parking spaces, and 111 truck parking spaces. The project has been found to be consistent
with General Plan policies and City Zoning Ordinance requirements; therefore, City staff and the
Planning Commission recommend approval of the project.
Item 10b. Appeal for General Plan Amendment/Zone Change for the northeast corner of the
Hoskins Avenue & Wible Road. (Ward 7) Porter & Associates, Inc., representing Cindy Henson
(property owner) proposes 73,196 total square feet (sf) of neighborhood commercial, including a gas
station, five one-story retail buildings, a restaurant, and a fast food pad. The Planning Commission
voted to deny the project and staff is recommending the Council uphold the decision.
Item 10c. Appeal for General Plan Amendment/Zone Change for property on Old River Road
between Panama Lane and Empire State Drive. (Ward 5) McIntosh & Associates representing
Nicholson Combs, LLC (property owner) proposes development of limited multi -family residential
housing. The Planning Commission voted to deny the project and staff is recommending the Council
uphold the decision.
