AMENDMENT NO. 04 TO RESOLUTION NO. 160-19
SETTING SALARIES AND RELATED BENEFITS FOR
OFFICERS AND EMPLOYEES OF THE GENERAL
SUPERVISORY, POLICE SUPERVISORY, AND
MANAGEMENT UNITS
WHEREAS, Resolution No. 160-19 sets salaries and related benefits for
employees of the General Supervisory, Police Supervisory, and Management Units,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 160-19 is hereby amended as follows:
1. Resolution No. 160-19 is hereby amended by revising the salaries of
the following class titles in the General Supervisory, Police Supervisory, and
Management Units:

CLASS TITLE: RISK MANAGEMENT SAFETY OFFICER
CLASS SUMMARY:
Under general supervision, assists in coordinating and performing functions of the City's
risk management and safety program including occupational safety and health
programs, liability claims, insurance programs, risk transfer and loss control; and
performs other related work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of this class. They are
descriptive, not limiting.
Essential Duties:
• Develops, implements, and administers effective safety standards and programs for
City employees.
• Assists agency in establishing loss prevention programs, procedures and in
completing safety investigations and audits; works with employees in the field to
identify unsafe working conditions or practices and recommends solutions to
continuously improve safety of city facilities.
• Reviews and evaluates injury reports; analyzes loss and accident reports to identify
potential hazards; coordinates with departments to identify employee safety
exposure and implement necessary loss prevention measures.
• Monitors and assists in the development of modified work assignments to facilitate
the return to work of injured employees and conducts Interactive Process Meetings.
• Performs ergonomic assessments and provides recommendations for correction and
improvement.
• Assists the Risk Manager in identifying general liability exposures and necessary loss
prevention measures; makes recommendations to correct or control liability
exposures.
• Assists in the defense of small claims actions filed against the City; monitors litigation
of small claims and represents the City at small claims court as necessary.
• Assists in coordinating the City's safety program; participates and/or facilitates the
City of Bakersfield Safety Committee and may prepare agendas, reports, and
maintain minutes.
• Coordinates safety training related to mitigating losses and assists
divisions/departments with maintaining annual training calendars as needed.
• Researches, prepares statistics and provides analysis and recommendations related
to risk management programs.
• Ensures safety program is in compliance with CAL -OSHA mandates, and updates
written CalOSHA Programs as needed.
• Participates in tracking safety initiatives or programs such as Injury and Illness
Prevention Program, Target Solutions Safety Training Platform, Safety Data Sheets
(MSDS), and certificates of insurance.

• Reviews contracts, agreements and insurance policies to determine applicable
coverage.
• Gathers data for preparation of insurance applications and assists with annual
insurance policy renewals..
• Prepares correspondence, reports, statistical data, policies, and manuals related to
the City's risk management program.
DISTINGUISHING CHARACTERISTICS:
This class is characterized by its professional -level support to the Risk Manager in the
administration for the City's risk management programs, and provides general
supervision over staff. It is assigned complex projects requiring independent analysis,
advance judgement and makes recommendations related to matters of significance
to the agency. It is distinguished from the Risk Management Administrative Analyst by its
greater autonomy and authority performing a full range of analytical duties in the
administration of the City's risk management programs including disability
management, liability claims, insurance, and occupational safety and health
compliance programs. It is distinguished from the Risk Manager classification as the
later has full division management oversight and responsibility.
MINIMUM OUALIFICATIONS:
Knowledte of:
• Safety regulations and practices involved in municipal operations and safety
laws regarding the public sector.
• Principles and practices of supervision
• Administrative practices and procedures involved in public entity self-insurance
and risk management programs, claims investigations and processing.
• Principles and practices of claim settlement procedures and techniques
including legal proceedings.
• Principles and practices of various insurance policies.
• Basic medical terminology related to safety and risk policies and practices.
• Pertinent federal, state and local laws, codes and regulations.
• Principles and practices of records keeping.
• Principles of effective presentation and public speaking.
• Customer service and public relations methods and techniques.
• Office procedures, methods, and equipment including computers and
applicable software.
Ability to:
• Understand, interpret and explain the application of policies, procedures, and
requirements pertaining to assigned areas of responsibility.
• Interpret and explain City workers' compensation or general liability policies and
procedures.
• Implement and administer safety programs and safety-related training activities.
• Analyze problems, evaluate alternatives and make sound, appropriate
recommendations.
• Establish, foster and maintain effective working relationships with internal and
external stakeholders.
Gather, research, analyze, organize and disseminate data.

• Plan and organize work to meet changing priorities and deadlines.
• Understand and follow written and oral instructions.
• Prepare clear, concise and accurate analytical reports, correspondence and
other written materials.
• Effectively to present to large groups of individuals.
• Exercise tact and diplomacy in dealing with sensitive, complex, and confidential
personnel issues and employee situations.
• Operate a computer using relevant word processing and spreadsheet software
• Interact and communicate effectively, both orally and in writing.
Training and Experience:
• A Bachelor's Degree from an accredited college or university in Business or
Public Administration, Risk Management, Occupational Safety or related field;
and
Three (3) years of progressively responsible experience in related field, which
include one year of lead work or supervisory experience; or
An equivalent combination of training, certification and experience may be
substituted for the above requirements.
A Master's Degree in the above-mentioned areas, prior public risk management
experience and/or certifications for health and safety are highly desirable.
Licenses, Certificates, and Special Requirements:
• Valid California Class "C" driver's license
• Must be able to pass a background check
Physical Conditions or Special Working Conditions:
• Standard office environment and working conditions
• May be required to work any shift in a 24-hour period including nights, weekends,
holidays, and routinely be on standby for emergency calls.
• Incumbents will be required to make on-site inspections and investigations in the
field.
