Home My WebLink About08/21/2020CC OFFICE OF THE CITY MANAGER August 21, 2020 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  The Bakersfield Fire Department assigned a Type I OES Engine crew to assist in battling the SCU Lightning Complex Fire (right) which has burned 230,000 acres and is just 10% contained (as of Friday, August 21). The complex fire in northern California is actually about 20 separate fires broken into three zones which are burning in steep, rugged terrain and aided by extreme temperatures and low relative humidity.  The Recreation & Parks Department’s Rapid Response Team this week installed new bollard poles, replacing ones that had been missing from access points on the Kern River Parkway at Chester Avenue (below, left). The bollards help prevent unauthorized motorized vehicle access on the multi-use path. Their replacement will help keep users of the path safer. Staff also installed some boulders at San Miguel Grove (below, right) to block motor vehicle access to the parkway there as well. Staff is also currently working to identify and address other areas of concern on the path as well. General Information August 21, 2020 Page 2  The Rapid Response Team also completed a project to repaint the Central Park sign, as requested by Councilman Andrae Gonzales (Ward 2). Check out the difference the team made (before, below left; after, below right)!  City and contractor crews have mostly completed repairs to Chester Avenue caused by a large sinkhole that opened up in the road on Saturday, August 8 (left). Those crews relocated water lines, storm drain lines and sewer pipes while replacing more than 400 feet of the large 42-inch diameter sewer trunk line (below, left). Workers put in a lot of long hours and this week they had to deal with record heat, with temperatures of up to 108 degrees on some days. There is still some work to be completed, including restoring the traffic signals at the intersection, but traffic should be traveling through the intersection by the end of the day Friday, August, 21 (below, right).  The Bakersfield Animal Care Center’s annual General Information August 21, 2020 Page 3 Clear the Shelters event continues, and this year it is online only! P R E S S R E L E A S E Bakersfield Fire Department has one (1) Type 1 OES Fire Engine assigned to the “Deer Fire” BAKERSFIELD, CA – The Bakersfield Fire Department has one (1) Type 1 OES Engine assigned to the SCU Lighting Complex Fire. The SCU Lightning Complex is approximately 20 separate fires broken into three zones; the Canyon Zone, the Calaveras Zone, and the Deer Zone. The fires continue to burn in steep, rugged terrain and are influenced by extreme temperatures, and low relative humidity. Some of the terrain has little to no fire history with decadent fuels conducive to extreme fire growth. Overnight, crews saw critical rates of spread and medium range spotting. Increasing west winds tested containment lines in all zones and had crews actively engaged in structure protection. Westerly onshore winds are forecasted to increase today, and while temperatures will be a few degrees cooler with slightly higher humidity those changes will be negated by the stronger onshore flow. Today, crews will continue to scout for safe access points in order to construct direct and indirect fire line, mitigate the ongoing structure threat, and provide continued recon for any new fire starts. Wible Rd (Block wall) • RRT continued repairs on the damaged block wall located on the south east of Wible Rd. and Panama lane. Work began on 8/11/2020 and was completed on 8/12/2020. 2. Daniel St. empty lot (Illegal trash and homeless encampment clean-up) • RRT along with Code Enforcement and Homeless Center staff, cleaned-up illegal trash dumping and homeless encampment sites, located on the south east empty lot and sump area on Daniel St. • 5 Sites were addressed • Loads of trash were put inside 2 roll off bins that were provided by Solid Waste. • Work began and was completed on 8/12/2020. 3. Stockdale Hwy and Westside Park Way (Tumble weed clean-up) • RRT along with Area #6 loader operator removed all the existing tumble weeds along the block wall located on the north side of Westside Pkwy, between Heath Rd. and Stockdale Hwy. • Loads were taken to Kern County Bena Landfill (Total load weight 32,740 Lbs.) • Work began on 8/13/2020 and was completed on 8/15/2020. Ongoing Projects 1. Jastro Park (spray park restrooms) • RRT will continue working on securing the spray park restrooms due to illegal encampments after park hours. Work will continue as time permits. 2. Panama Ln. and Wible Rd. • RRT will continue replacing the damaged block wall panels during the week of 8/18/2020 Miscellaneous 1. Central Park (sewer line maintenance) • RRT assisted Area#2 along with the Sewer Department staff, un-clogged the main sewer line that was backing up and causing sewage to come out from the floor drains. Work began and was completed on 8/11/2020 2. Central Park (park signs) • RRT pressure washed both park signs located on the north and south side of Central Park.
