HomeMy WebLinkAboutRES NO 140-2020RESOLUTION NO. 141 ® 2 ® 2 A RESOLUTION WAIVING FOR COVID-19 SPECIAL EVENT PERMIT FEE WHEREAS, on March 19, 2020, the Governor of the State of California, Gavin Newsom, issued Executive Order N-33-20, ordering all individuals in the State of California to stay home except as needed to maintain continuity of operations of the federal critical infrastructure sections; and WHEREAS, on March 19, 2020, City Manager acting as the Director of Emergency Services proclaimed the existence of a local emergency as a result of the threat of COVID-19; and WHEREAS, on March 25, 2020, the City Council ratified the proclamation of the existence of a local emergency in response to the COVID-19 pandemic at its March 25, 2020 meeting; and WHEREAS, as a result of the public health emergency and the precautions recommended by health authorities, many residents and businesses in Bakersfield will experience sudden and unexpected income loss; and WHEREAS, Chapter 3.70 of the Bakersfield Municipal Code authorizes the establishment of fees under the cost recovery system; and WHEREAS, Council Resolution 038-19 was approved on March 20, 2019 establishing the current fees as part of the cost recovery system which included a fee of $86 for special event permits (Service Center Number D-61); and WHEREAS, the City of Bakersfield has delayed revising the Master Fee Schedule used to recover reasonable estimated cost for providing services for a full year; and WHEREAS, Council desires to waive permit fee for the COVID-19 Special Event Permit that was established to allow local businesses to operate under the requirement established by the State of California in response the statewide emergency due to the hardship the fee has on businesses impacted by COVID- 19. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: m F- r J � ORIGINAL 1. The above recitals and findings are true and correct. 2.
