Public Participation and Accessibility
October 5, 2020 Youth Commission Meeting
On March 18, 2020, Governor Gavin Newsom issued Executive Order
N29-20, which includes a waiver of Brown Act provisions requiring physical
presence of the Youth Commission or the public in light of the COVI D-19
pandemic. Based on guidance from the California Governor's Office and
Department of,Public Health, as well as the County Health Officer, in order
to minimize the potential spread of the COVI D-19 virus, the City of
Bakersfield hereby provides notice that as a result of the declared federal,
state, and local health emergencies, and in light of the Governor's order,
the following adjustments have been made:
1. The meeting scheduled for October 5, 2020, at 4:00 p.m. will have
limited public attendance.
2. Consistent with the Executive Order, Youth Commission members may
elect to attend the meeting telephonically and to participate in the meeting
to the same extent as if they were physically present.
3. The public may participate in the October 5, 2020 meeting and address
the Board as follows:
If you wish to comment on a specific agenda item, submit your comment
via email to the City Clerk at City, Clerk@bakersfieldcity.us no later than
3:00 p.m. on Friday, October 2, 2020. Please clearly indicate which
agenda item number your comment pertains to. Comments are limited to 3
minutes. If your comment meets the foregoing criteria, it will be read into
the record during the meeting. If you wish to make a general public
comment not related to a specific agenda item, submit your comment via
email to the City Clerk at City_Clerk@bakersfieldcity.us no later than 3:00
p.m. on Friday, October 2, 2020.

2020 with staff reevaluating the necessity to continue virtual meetings at that
time.

SUBJECT: Introduction to the Bakersfield Youth Commission
STAFF RECOMMENDATION:
BACKGROUND:
Due to the COVI D-19 pandemic, the Bakersfield Youth Commission has not been able to meet
since March 9, 2020. As of June 30, 2020, 13 of 14 Youth Commissioners' terms expired, with
the exception of the Regular Member in Ward 2, whose term expires July 2021. For the Youth
Commission to resume regular meetings, a citywide recruitment process was conducted and 8
new Youth Commissioners (5 regular members, 3 alternates) were appointed at the September
23, 2020 Council Meeting. Recruitment efforts continue to fill the remaining regular member
appointments for Wards 1 & 7 and alternate members for Wards 1, 2, 7 and Mayor's alternate
member.
City staff will introduce the purpose of the Youth Commission, provide a brief overview of the
Brown Act, discuss virtual meeting protocols during the COVI D-19 pandemic and assist Youth
Commissioners establish goals through the remainder of FY 2020-2021.

STAFF RECOMMENDATION:
BACKGROUND:
As required under the -City of Bakersfield Youth Commission bylaws, "The commission shall
elect a chair and co chair among its appointed members for a term of one year."
Commissioners may nominate any member of the Youth Commission and/or may nominate
themselves for one or both positions. The chair and co chair shall be voted by regular members
of the commission.

BACKGROUND:

waiver of Brown Act provisions requiring physical presence of the Youth Commission or the
public in light of the COVID-19 pandemic.
In order to provide public access to Youth Commission meetings, at least one staff member
must be present at the physical meeting location to greet members of the public who may wish
to attend. Typically, the Youth Commission meetings monthly in the City Council Chambers,
located at 1601 Truxtun Avenue; however, it is equally accessible for members of the public to
physically attend the meetings in City Hall North and is more readily accessible for staff. The
meeting location in City Hall North is expected to remain temporary; all Youth Commission
meetings will resume in the Council Chambers once the COVID-19 Emergency Declaration is
lifted by Governor Gavin Newsom.
