BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. User charges, surcharges and fees set forth in Exhibit "A", attached hereto and incorporated herein by this reference, are hereby established pursuant to Section 14.12.380 of the Bakersfield Municipal Code for Fiscal Year 1988-89. SECTION 2. This Ordinance shall be posted in accordance with the City Charter provisions and shall become effective thirty (30) days from and after the date of its passage. SEWER USER FEES AND CHARGES SURCHARGE SCHEDULE Schedule A - Commercial and Industrial This schedule shall apply to the commercial and light industrial users with BOD and SS concentrations less than 400 Mg/1 and flow greater than 0.16 million gallons/year. The surcharge for excess flow shall be $496 per million gallons/year. Schedule B - Commercial and Industrial This schedule shall apply to the commercial and light industrial users with BOD and SS concentrations greater than 400 Mg/1 and flow greater than 0.16 million gallon/year. excesses shall be as follows: BOD greater than 595 lb/yeara: SS greater than 534 lb/year: The surcharge for the $54.50/1000 lb. $53.20/1000 lb. Flow greater than 0.16 Million Gallons per year: $330.80 per Million Gallons/Year aBased on maximum month value. Schedule C - Monitored Users This schedule shall apply to Monitored Users (commercial and indus- trial discharges) as defined in "Revenue Program Guidelines for Wastewater Agencies," published by the State Water Resources Control Board - Division of Water Quality. The following rates or charges shall be applied to Monitored Users based upon total annual BOD and SS concentrations and flow: BOD: SS: FLOW: $48/1000 lb. $51/1000 lb. $334/Million Gallons D 4 l:SWESER10 EW:wrn IV. VI. Schedule D - Septic Discharges The rate per load, 2000 gallons or less, shall be $25/load. Loads in excess of 2000 gallons shall pay a proportionate share based upon a rate of $25/2000 gal. Schedule E - Connection Charc~ All new connections or new fixture units connected to the City sewer system will require payment of a sewer connection charge. Any indivi- dual, firm, company or corporation making such connection shall pay the following charge at the time the building permit is issued: 1) Single Family Dwellings $781.00 2) Multiple Family Dwellings: $566.00 3) Single family dwellings or units in nultiple family dwellings with 14 or less fixture units (includ- ing share fixtures in multiple unit complexes) as per Uniform Building Code and with 2 beduooma or less $496.00 4) Per fixture unit for commercial and industrial $ 35.00 aEquivalency Factor shall be 1.0 for all uses excepting markets, mor- tuaries, restaurants/coffee shops, food service shops and bakeries which uses shall have an Equivalency Factor of 2.0. The sewer connection fee is to be paid prior to issuance of a building permit, and will be based on the current adopted charges at the time of issuance of the permit.
