The meeting was called to order by Mayor Hart followed by the Pledge of Allegiance and Invocation by Reverend Herman Lippert Present: Absent: of the University Avenue Christian Church. The City Clerk called the roll as follows: Mayor Hart. Councilmen Sceales, Strong, Barton, Bleecker, Christensen, Medders, Rogers None Minutes of the regular meeting of September 20, 1976 were approved as presented. Council Statements. Councilman Christensen presented and read a resolution praising the actions of four Fresno Bee newsmen who were recently jailed for refusing to reveal a confidential source regarding a sealed grand jury transcript. Adoption of Resolution No. 74-76 of the Council of the City of Bakers- field honoring four Fresno Bee Newspapermen. Councilman Christensen made a motion to adopt the resolution honoring four Fresno Bee newspapermen. Councilman Sceales quoted from a recent Bakersfield Californian article entitled "Fresno Bee Four Poor Crusaders," and stated he could not support this resolution because these situations should be decided in court and governmental agencies should not support this type of action. Councilman Christensen's motion to adopt Resolution No. 74-76 of the Council of the City of Bakersfield honoring four Fresno Bee Newspapermen, was adopted by the following roll call Christensen Ayes Noes Absent: Abstaining: Councilmen Strong, Councilmen Sceales, None Councilman Rogers Barton, Bleecker, Medders vote: Bakersfield, California, September 27, 1976 - Page 2 Councilman Rogers stated that he abstained from voting because, although he agrees with the principles of the resolution, very strongly, he still has reservations on whether the City Council should become involved in this type of situation. Councilman Barton made a motion that the resolution honoring the four Fresno Bee newsmen be C. P. McClatchey, Chairman of the Board Bee. forwarded to their employer, of Directors of the Fresno Councilman Rogers suggested that Councilman Barton also include in his motion that the vote o£ each Councilman be shown on the resolution. Councilman Barton's motion that the resolution honoring the four Fresno Bee newsmen be forwarded to their employer, C. P. McClatchey, Chairman of the Board of Directors of the Fresno Bee, and the resolution include the vote of each Councilman, was Christensen, Rogers the Consent approved by the Ayes: Noes: Absent: following roll call vote: Councilmen Strong, Barton, Bleecker, Councilmen Sceales, Medders None Consent Calendar. Upon a motion by Councilman Christensen, Items (a), (b), (d), (e), (f), (g), (h), (i), (j), (k), (1), (m), (n), (o) (p) of the Consent Calendar, were adopted by the following call vote: Councilmen Sceales, Strong, Barton, Bleecker, Medders, Rogers None Christensen, Absent: None .o74 Bakersfield, California, September 27, 1976 - Page 4 Action on Bids. Upon a motion by Councilman Medders, low bids of Cake Davis Company for 16 Light Bars including Siren/P.A. Speakers for Police Cars and Federal Signal Corporation for 17 Electric Sirens/ P.A. System for Police Cars, were accepted and all other bids rejected. Upon a motion by Councilman Medders, low bid of Royce Photo/Graphics Supply, Inc., for Automatic Color Film and Print for Police Department, was accepted and the other bid Processor rejected. New Business. Approval of Amendment to Agreement with L.F. Rothschild & Co. and Bache, Halsey, Stuart, Inc., City's Financial Consultants regarding Water Bonds. On August 30, 1976, the Council authorized the City's Financial Consultants to proceed with the steps necessary to meet all deadlines relating to the new General Obligation Bond Measure and other financing options for the acquisition of the Kern River Water Rights and properties, even though the written amendment to the City's contract with the Financial Consultants had not been received. The written amendment has now been received and reviewed by the staff and found to be in accordance with the Council's action taken on August 30, 1976. Upon a motion by Councilman Bleecker, Amended Agreement with L.F. Rothschild & Co. and Bache, Financial Consultants regarding Water Mayor was authorized to execute same. Halsey, Stuart, Inc., City's Bonds, was approved and the Bakersfield, California, September 27, 1976 - Page 5 275 Adjournment.
