A RESOLUTION DETERMINING THAT A
COMMERCIALLY AVAILABLE GUN SHOT DETECTION
AND LOCATION SYSTEM CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING THEREFORE TO
CONTRACT WITH SHOT SPOTTER TECHNOLOGY, INC.
TO INSTALL AND SUPPORT A GUN SHOT DETECTION
AND LOCATION SYSTEM, EXPANDING THE CURRENT
AREA BY 3.19 SQ.MI., NOT TO EXCEED $699,900.00.
WHEREAS, on May 6, 2020, the City Council approved Agreement 20-063 to
renew the subscription of the ShotSpotter Gunshot Detection and Location System, for
the existing service area (Phase 1), for an additional three years; and,
WHEREAS, CITY desires to expand the existing system to cover an additional 3.19
miles (Phase 2), to further improve the ability of first responders, in routing police and
emergency medical services to the scenes of shootings with greater accuracy and
reliability; and,
WHEREAS, CITY desires to implement a three year subscription of the ShotSpotter
Gunshot Detection and Location System, for the Phase 2 covered area; and,
WHEREAS, there is currently only one gunshot detection and location system
available commercially for law enforcement and it is exclusively offered by SST, Inc. SST,
Inc. is the exclusive provider of ShotSpotter Flexsm, the cloud -based, subscription
managed service offering which includes warranty, repair, maintenance and support
services on all of its systems.; and,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows:
The above recitals are true and correct and incorporated herein by
reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies,
equipment or materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials shall
not exceed Four Hundred Thirty Thousand Dollars ($699,900.00).
