Public Participation and Accessibility
November 2, 2020 Bakersfield Youth Commission Meetings
On March 18, 2020, Governor Gavin Newsom issued Executive -Order N-
29-20, which includes a waiver of Brown Act provisions requiring physical
presence of the Council or the public in light of the COVI D-19 pandemic.
Based on guidance from the California Governor's Office and Department
of Public Health, as well as the County Health Officer, in order to minimize
the potential spread of the COVI D-19 virus, the City of Bakersfield hereby
provides notice that as a result of the declared federal, state, and local
health emergencies, and in light of the Governor's order, the following
adjustments have been made:
1. The meeting scheduled for November 2, 2020, at 4:00 p.m. will
have limited public access.
2. Consistent with the Executive Order, Councilmembers may elect to
attend the meeting telephonically and to participate in the meeting to
the same extent as if they were physically present.
3. The public may participate in each meeting and address the City
Council as follows:
• If you wish to comment on a specific agenda item, submit your
comment via email to the City Clerk
at City_Clerk@bakersfieIdcity.us no later than 1:00 p.m. prior to
the Youth Commission meeting. Please clearly indicate which
agenda item number your comment pertains to.
• If you wish to make a general public comment not related to a
specific agenda item, submit your comment via email to the City
Clerk at City_Clerk@bakersfieldcity.us no later than 1:00 p.m. prior
to the Youth Commission meeting.
• Alternatively, you may comment by calling (661) 326-3100 and
leaving a voicemail of no more than 3 minutes no later than 1:00 p.m.
prior to the Youth Commission meeting. Your message must clearly
indicate whether your comment relates to a particular agenda item, or
is a general public comment. If your comment meets the foregoing
criteria, it will be transcribed as accurately as possible.
All comments received during the meeting may not be read, but
will be included as part of the permanent public record of the
meeting.

STAFF RECOMMENDATION:
BACKGROUND:
Pursuant to City of Bakersfield Municipal Code 2.60.060, the Bakersfield Youth Commission is
to "Host an annual youth conference to identify local youth concerns and needs and "Educate
and inspire local youth involvement in relevant issues".
In June 2019, the Bakersfield Youth Commission hosted a "Sing Out, Speak Out" event at the
Spectrum Amphitheater in Riverwalk Park to educate local youth about city government and the
responsibilities of some of the departments. They deployed a survey to engage local teens in
the community to determine a number of concerns that could be discussed as potential topics to
educate local youth with the assistance of City staff.
Topics included:
• Youth Homelessness
• Litter
• Smoking/Vaping
These topics may once again be revisited and considered for a potential project; other ideas
may be presented for consideration by the Youth Commission as well.
Due to COVI D-19 restrictions, the Youth Commission shall consider the research and planning
of a project that can be conducted virtually. Technology shall be considered and utilized as part
of the the project planning and implementation. City staff are available to assist with technology
and/or the planning of the project, including making presentations to the Youth Commission by
request and with advance notice.

Seconded by Commissioner Baldovinos.
Motion Passed.
c. Discuss Youth Commission monthly meeting location change due to COVID-
19 restrictions.
Staff recommends temporarily changing meeting location from Council
Chambers to Conference Room A located in City Hall North, 1600 Truxtun
Avenue,1 st Floor.
Motion by Commissioner Dison to Approve.
Seconded by Commissioner Dewey.
Motion Passed.
5. STAFF COMMENTS
Nathan Gutierrez, CMO Staff, made comments and introduced himself and
his role in the youth commission.
Board members introduced themselves.
Christina Oleson, CAO Staff, made comments and introduced herself and
her role in the Youth Commission.
Assistant City Clerk Lena Legge made comments and introduced herself
and her role in the Youth Commission
6. COMMISSION COMMENTS
Commissioners made comments and introduced themselves.
Commissioner Dison made comments on the nomination of chair and vice -
Chair.
Commissioners Dison, Yum, Dewey, and Baldovinos made comments on
procedures for adding items to the agenda and also congratulated the
members in their appointments.
7. ADJOURNMENT 4:50 PM
If the Youth Commission comes to a consensus on a project at this month's meeting, the regular
members shall conduct a vote on the selected project and move forward with project planning
beginning at the December 7, 2020 Youth Commission meeting.
The project shall be completed no later than June 30, 2021.
