ROLL CALL Present: Mayor Goh, Councilmembers Gonzales, Weir, Smith (participated by telephone), Freeman, Sullivan Absent: Rivera, Parlier SPECIAL NOTICE Public Participation and Accessibility November 4, 2020 Bakersfield City Council Meetings On March 18, 2020, Governor Gavin Newsom issued Executive Order N-29-20, which includes a waiver of Brown Act provisions requiring physical presence of the Council or the public in light of the COVID-19 pandemic. Based on guidance. from the California Governor's Office and Department of Public Health, as well as the County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order, the following adjustments have been made: The meeting scheduled for November 4, 2020, at 5:15 p.m. will have limited public access. 2. Consistent with the Executive Order, Councilmembers may elect to attend the meeting telephonically and to participate in the meeting to the same extent as if they were physically present. 3. If you wish to make a general public comment not related to a specific agenda item, submit your comment via email to the City Clerk at City_Clerk@bakersfieldcity.us no later than 1:00 p.m. prior to the Council meeting. Alternatively, you may comment by calling (661) 326-3100 and leaving a voicemail of no more than 3 minutes no later than 4:00 p.m. the Tuesday prior to the Council meeting. Your message must clearly indicate whether your comment relates to a particular agenda item, or is a general public comment. If your comment meets the foregoing criteria, it will be transcribed as accurately as possible. If you are watching the live stream of the meeting and wish to make a comment on a specific agenda item as it is being heard, please email your written comment to the City Clerk at City_Clerk@bakersfieldcity.us. PLEDGE OF ALLEGIANCE by Park Services Coordinator Carlos Garcia. 4. PRESENTATIONS a. Proclamation to Jayme Stuart, Child and Family. Services Coordinator for the Kern County Network for Children and the Dream Center, declaring National Homeless Youth Awareness Month in Bakersfield during November 2020. Ms. Stuart accepted the proclamation and made comments. b. Presentation by the Employee Incentive Team to winners of the 2020 Excellence in Action Awards, the Extra Mile Award, and S.T.A.R. Award in recognition of outstanding service to the City of Bakersfield. Human Resources Supervisor Woods -Collins and Public Information Officer Conroy made staff comments and provided a video presentation. Bakersfield, California, November 4, 2020— Page 3 4. PRESENTATIONS continued C. Recreation and Parks Video Presentation. Recreation and Parks Director Hoover recognized Park Services Coordinator Carlos Garcia who leads the rapid response team. 5. PUBLIC STATEMENTS a. The following individuals emailed comments expressing concern with the City's efforts to protect victims of identity theft, domestic violence victims, and the confidentiality of addresses: Kern Source; Ryan, Bakersfield New Homes; Stop Tax; Judy Woo; and Sussie. 6. WORKSHOPS None. 7. APPOINTMENTS None. 8. CONSENT CALENDAR (Staff recommends adoption of Consent Calendar items.) Minutes: a. Approval of minutes of the October 21, 2020, Special and Regular City Council Meetings. Payments: b. Receive and file department payments from October 9, 2020 to October 22, 2020 in the amount of $23,149,708.10 Self Insurance payments from October 9, 2020 to October 22, 2020, in the amount of $331,161.16, totaling $23,480,869.26. Ordinances: C. Adoption of ordinance amending the Official Zoning Map in Title 17 of the Bakersfield Municipal Code by changing the zone district from an R-1 (One -Family Dwelling) to an M-1 (Light Manufacturing) on 8.06 acres located near the northeast corner of Arrow Street and North Sillect Avenue. Resolution confirming approval by the City Manager designee of the Chief Code Enforcement Officer's report regarding assessments of certain properties in the City for which structures have been secured against entry or for the abatement of certain weeds, debris and waste matter and authorizing collection of the assessments by the Kern County Tax Collector. Appropriate $89,930 Park Improvement Fund balance from Southwest Developer Reimbursement - Zone 1 for the reimbursement to Sierra Oaks, Partners LLC for their completion of Belcourt Park. Successor Agency Business: Public Safety/Vital Services Measure: t. Purchase of 1-1 /2 ton utility dump body trucks 1. Accept bid from Jim Burke Ford ($97,950.45) for two dump body trucks for the Recreation and Parks Department. 2. Appropriate and transfer $50,000 of PSVS Fund balance to the Public Works Department's Operating Budget to complete this purchase. Motion by Counciimember Smith to adopt Consent Calendar items 8.a. through 81 Motion passed with Councilmember Rivera and Vice -Mayor Parlier absent. 9. CONSENT CALENDAR PUBLIC HEARINGS (Staff recommends conducting Consent Calendar Public Hearing and approving staff recommendations.) None. 10. HEARINGS None. 11. REPORTS None. 12. DEFERRED BUSINESS None. 13. NEW BUSINESS a. Resolution setting the dates of the regular City Council meetings, budget hearings, and department budget presentations for calendar year 2021. CONTINUED City Clerk Drimakis announced a staff memorandum has been provided regarding this item, transmitting an updated calendar and resolution. Motion by Councilmember Smith to adopt the resolution. Motion passed with Councilmember Rivera and Vice -Mayor Parlier absent. 14. COUNCIL AND MAYOR STATEMENTS Councilmember Freeman asked staff to provide an update regarding the hen ordinance and possible lawsuit at the next Closed Session meeting. Councilmember Sullivan spoke in support of the election of Patty Gray for Ward 6 Councilmember. Mayor Goh congratulated Patty Gray and Eric Arias on their election to serve on the City Council. 15.
