SUBJECT; NEPOTISM RULING - CHRIS DORROH
CANDIDATE FOR TECHNOLOGY SYSTEMS SUPERVISOR #01394
Chris Dorroh has successfully competed in the examination process for the position of Technology Systems
Supervisor. He is residing under the same household as Symon Smith, who is currently employed as an
Accounting Clerk I in the Financial Services Department. Due to the possibility of Chris Dorroh being
considered for appointment to a Technology Systems Supervisor, the issue of nepotism must be addressed.
The following information has been compiled foryourreview and determination of whether, nepotism creates
an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Technology Systems Supervisor is as follows: This
is a multi -discipline classification for use in Technology Services (TS) Division. Under general direction,
supervises assigned staff, or a program discipline area, in one of more assigned disciplines in the support of
network administration, communications, programming, geographic information systems (GIS), web and
media services, broadcasting, systems administration, and personal computing support to end users. These
positions assist in coordinating, assigning, organizing and collaborate to ensure proper application of the
operations for the assigned discipline area with other Supervisors and staff within Technology Services and/or
City-wide.
A summary of the duties and responsibilities for the position of Accounting Clerk I is as follows: Under
supervision, coordinates and performs duties related to preparing, processing, maintaining and checking
financial, statistical or fiscal records; performs related work as required.
EMPLOYMENT OVERLAP
According to the Technology Services Director, Gregory Pronovost, if Chris Dorroh is appointed to a
Technology Systems Supervisor position in the Technology Systems Department, performance appraisals
would not be reviewed or conducted by either employee for the other; neither employee would be directly
supervised by the other; and they would not report to each other within the chain of command as they
would be assigned to different departments.
RECOMMENDATION
The Technology Services.Director, Gregory Pronovost, and the Human Resources Department recommend
approval of the nepotism. If this request is approved, however, nepotism considerations may adversely
affect future appointments, transfers or promotional opportunities.

Seth Bowers has successfully competed in the examination process for the position of Building Inspector 1/II
and placed on the eligibility list for same. His father, Guy Bowers, is currently employed as a Supervisor II in
the Parks Division of the Recreation and Parks Department. Due to the possibility of Seth being considered
for the Building Inspector 1/II position, the issue of nepotism must be addressed and reviewed prior to
appointment.
The following information has been compiled for your review and determination of whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Building Inspector 1/II is as follows: Building
Inspector I: Under close supervision, performs work of routine difficulty as an entry-level position to secure
compliance with zoning regulations and including, but not limited to, the Municipal Building Codes,
California -Building Codes, California Mechanical -Codes, -California Plumbing Codes, and -the California
Electrical Codes. Work involves field inspection, plan examination, and related office work necessary to
secure compliance with zoning, regulations and Municipal Building Codes. Incumbents are closely
supervised on a daily basis by the Building Inspector III. Performs other work as required. Building Inspector
II: Under general supervision, performs work of considerable difficulty as a skilled, journey -level position
requiring specialized skills to secure compliance with zoning regulations and including but not limited to
the Municipal Building Codes, California Building Codes, California Mechanical Codes, California
Plumbing Codes, and the California Electrical Codes. Work involves handling the more difficult and
complex projects to secure compliance with zoning regulations and Municipal .Building Codes within
established policy. Incumbents periodically receive direction from the Building Inspector III and are
expected to act with considerable independence. Performs other work as required
A summary of the duties and responsibilities for the position of Supervisor II are as follows: Under general
direction, performs work of average difficulty and is responsible for organizing and supervising an assigned
section of the total city-wide leisure program involving program planning, budgeting, and organizing for
assigned activities within the specific recreation program; assists in the administration of a community
center; and performs other work as required.
EMPLOYMENT OVERLAP
According to the Development Services Director, Chris Boyle, if Seth Bowers is promoted to a Building Inspector
1/11 position in the Building Division of the Develoment Services Department, performance appraisals would not
be reviewed or conducted by either employee for the other; neither employee would be directly supervised
by the other; and they would not report to each other within the chain of command as they would be
assigned to different departments.
RECOMMENDATION
The Development Services Director, Chris Boyle, and the Human Resources Department recommend approval

Worker II placed on the eligibility list for some. His brother- in -law, Darin Ramirez, is currently employed as
a Supervisor 11 in the Streets Division of the Public Works Department. Due to the possibility of Reimundo
being considered for the Fleet Service Worker II position, the issue of nepotism must be addressed and
reviewed prior to appointment.
The following information has been compiled for your review and determination of whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Fleet Service Worker II is as follows: Under
direct supervision, performs routine and minor level work. May assist journey level mechanics in the
maintenance and repair of fleet vehicles, construction and municipal service equipment; and performs
other work as required.
A summary of the duties and responsibilities for the position of Supervisor II are as follows: Under general
direction, performs supervision and technical work in the operation, maintenance or repair of municipal
facilities and equipment; participates in staff selection, training and development; organizes, assigns and
reviews the work of skilled, semi -skilled and unskilled employees; oversees assignment of equipment;
evaluates employee performance; recommends progressive discipline; prepares technical reports,
correspondence and otherwritten materials; maintains records; identifies and resolves problems; performs
administrative analyses in support of department or division activities; responds to emergencies and public
inquires; participates in budget preparation; participates .in the development and implementation of
goals, objectives, policies, procedures and work standards; performs special projects or other work as

Technician 1/II is as follows: Under direct or general supervision, performs a variety of skilled duties involved
in the installation, maintenance, repair, and operation of control instrumentation, electrical, electronic,
radio, and telemetry equipment and systems of the City's wastewater treatment facilities.
A summary of the duties and responsibilities for the position of Clerk Typist I are as follows: Under
immediate supervision, performs routine and repetitive typing and clerical duties; and performs otherwork
as required.
EMPLOYMENT OVERLAP
According to the Public Works Director, Nick Fidler, if Jared Aguilar is appointed to a Wastewater Electrical
& Instrumentation Technician 1/II position in the Wastewater Division of the Public Works Department,

This is an entry -:level, multi -divisional classification for use in Recreation & Parks, Public Works, Water
Resources or other related departments. Under direct supervision, performs routine and semiskilled manual
work of limited difficulty in the maintenance of: water canals, storm drainage basins, parks/trees, sewers,
solid waste, streets, traffic painting, or related areas. Performs a wide variety of duties related to
maintenance and equipment operation. A broad range of equipment may be operated. Employees
may be required to work on a 24-hour rotational shift basis including weekends, holidays and, declared
emergencies. Employees are on-call for emergencies after regular hours and must be willing to work
overtime. Performs related duties as required.
A summary of the duties and responsibilities for the position of Fleet Mechanic 11 are as follows: Under
minimal supervision, maintains, repairs and overhauls heavy and light trucks, construction equipment,
automobiles, fire vehicles, police vehicles, small gasoline engines and similar equipment; operates a
variety of hand, power and shop tools.

Electrical & Instrumentation Technician 1/II position in the 'Wastewater Division of the Public Works
