HomeMy WebLinkAbout12/18/2020CC OFFICE OF THE CITY MANAGER Dec. 18, 2020 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information COVID-19 Updates  City Staff provided an update on the City’s Coronavirus Aid, Relief and Economic Security (CARES) Act funding to the Council this week. The update included the latest on the B-CARES small business grant program. Since launching in September, the City received more than 1,500 applications. Staff is still reviewing received applications for eligibility, but as of Friday, December 18, the City has awarded $2.6 million to 411 local businesses impacted by the COVID-19 pandemic. The City expects to have the entire $5 million allocation to be awarded to all eligible applicants before the end of the calendar year, as required by the CARES Act. Notable Items  An installation ceremony for the City Council was held at this week’s meeting on Wednesday, December 16, with three members being sworn-in, including newly elected member Eric Arias (Ward 1) and re-elected members Andrae Gonzales (Ward 2) and Bruce Freeman (Ward 5). New Ward 6 Councilmember Patty Gray will be sworn-in at a later, yet to be determined date. Mayor Karen Goh, who won re-election in the March primary, is expected to Councilmembers Andrae Gonzales, Bruce Freeman and Eric Arias are sworn-in by City Clerk Julie Drimakis on December 16. General Information Dec. 18, 2020 Page 2 be sworn-in at a special meeting on Jan. 5, 2021.  The Council said goodbye to the longest-tenured Councilmember in City history at Wednesday’s meeting, honoring Jacquie Sullivan (Ward 6) for her 25 years of service. Sullivan was presented with numerous recognitions from the City, including a key to the City, as well as recognition from the State legislature and the U.S. Congress.  Another history-maker also left the City Council this week: Ward 1 representative Willie Rivera, who became the youngest person ever elected to the Council at age 22 back in 2013. He received a key to the City, the Mayor’s Medal and several other recognitions at Wednesday’s meeting, including recognition from the State legislature.  The City is saying goodbye to a fixture in the City’s parks industry as Recreation & Parks Director Dianne Hoover is retiring as of December 21. Overall, Dianne has spent 45 years in the parks and recreation industry, and more than a decade and a half serving the City of Bakersfield, overseeing the addition of 13 new parks over that time – including Bridle Creek Park most recently in October – and the maintenance of 61 total parks across the City. She has led the department’s efforts in adding major parks projects such as the Kaiser Permanente Sports Village, which is expected to bring youth sports tournaments and related income to the City in the future. The City of Bakersfield thanks Dianne for her service, commitment and guidance and General Information Dec. 18, 2020 Page 3 we wish her the best in all her future endeavors. Assistant Recreation & Parks Director Darin Budak will serve as the acting director effective December 22 until a successor is selected.  The Bakersfield Police Department partnered with the Kern County Sheriff’s Office and High Desert Distributing to deliver 500 Christmas food baskets to families in need throughout Bakersfield and Kern County (above). The baskets include a turkey, potatoes, stuffing, vegetables, fruits, canned goods, bread, drinks and more! Families are selected through referrals made by officers and deputies, who also donate their time in delivering the baskets. The baskets were prepared at High Desert Distributing by volunteers on Wednesday, December 16 and were delivered shortly after. In light of the pandemic, the deliveries were made in a contactless manner. This was the 36th year of the Christmas basket program. You can check out some video from the event here, as well!  The Bakersfield Fire Department is currently going through a Center for Public Safety Excellence (CPSE) performance evaluation. The accreditation program is administered by the Commission on Fire Accreditation International (CFAI). The three-part process includes the department working towards, achieving and maintaining the accreditation. Deputy Fire Chief William Ballard is leading the team through the process. They are looking forward to the peer review in March 2021.  Upgrades are currently underway for the meeting room facilities at the Mechanics Bank Convention Center. Crews are remodeling the ceilings, walls, floor coverings and General Information Dec. 18, 2020 Page 4 window treatments, as well as installing audio/video upgrades (below). These improvements will help make the facilities more marketable for events in the future, helping increase City revenues.  The City’s Animal Care Unit held its December low-cost vaccine and licensing clinic at Liberty Park on Saturday, December 12. The event – while observing special protocols due to the pandemic – was another successful event. More than 300 animals were vaccinated and the unit issued 114 regular tags, 16 temporary tags, 27 free microchips and four paid microchips. The clinic brought in nearly $7,000 in revenue as well. The City plans to continue this program in 2021, with the first clinic scheduled for The Park at Riverwalk on January 2, from 9 a.m. to noon. Traffic Advisories  Reverse traffic control on Real Road Traffic will be reversed on Real Road, south of Stockdale Highway during day time hours beginning December 15. A single lane will remain open with flagging to direct traffic. This closure is scheduled between 7 a.m. and 5 p.m. Monday through Friday. This is expected to be in place for 2-3 weeks for bridge work. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Nighttime freeway lane closures scheduled Nighttime closures have been scheduled for the northbound State Route 99. All lanes will be closed from 10 p.m. until 6 a.m. on December 20, 21 and 22. During this time the General Information Dec. 18, 2020 Page 5 northbound State Route 99 to eastbound State Route 58 connector will also be closed. During these closures, eastbound traffic will exit at White Lane and travel northbound on H Street to enter eastbound State Route 58. Northbound traffic will exit at Ming Avenue and use Wible Road to enter the northbound State Route 99 on the hook ramp. Nighttime closures have been scheduled for two southbound lanes on State Route 99 from the State Route 58 connector to Ming Avenue beginning December 20, 21 and 22. This closure is scheduled between 10 p.m. and 6 a.m. Construction schedules may be changed without notice due to unforeseen circumstances.
