'~ 4 - 9 9 RESOLUTION DETERMINING THAT CERTAIN DURO TEST LAMPS FOR TRAFFIC SIGNAL HEADS CANNOT BE REASONABLY OBTAINED THROUGH USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR, NOT TO EXCEED $30,000. WHEREAS, the City of Bakersfield is in need of traffic signal head lamps for replacement purposes; and WHEREAS., CITY has used Duro Test lamps for traffic signal heads for the past several years; and WHEREAS, CITY desires to continue using these lamps because of their track record and acceptance as an industry standard in many other cities in California; and WHEREAS, CITY desires to integrate the lamps into the existing City system; and WHEREAS, Duro Test lamps are available only through the manufacturer; and WHEREAS, the Finance Director recommends the Council find said Duro Test lamps cannot be reasonably obtained from more than one vendor because multiple bids for like lamps cannot be obtained, and recommends that the Council dispense with bidding, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above-recitals are true and correct and incorporated herein by reference. The Duro Test lamps cannot be reasonably obtained from more than one vendor because this item is only made available by the manufacturer. The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability and because of the need to successfully integrate such work, supplies, equipment or materials into an existing City project or system. OuroTestLampsSoleSourceRes wpd --Page 1 of 2 Pages-- The Finance Director is authorized to dispense with bidding in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. The expenditure of funds for said lamps involved shall not exceed $30,000.
