ROLL CALL Present: Mayor Goh, Vice -Mayor Parlier, Councilmembers Arias, Gonzales, Weir, Smith (participated by telephone), Freeman, Gray Absent: None SPECIAL NOTICE Public Participation and Accessibility January 6, 2021 Bakersfield City Council Meeting On March 18, 2020, Governor Gavin Newsom issued Executive Order N-29- 20, which includes a waiver of Brown Act provisions requiring physical presence of the Council or the public_in light of the COVID-19 pandemic. On December 6, 2020, the State of California also issued a new "Regional Stay Home Order" that went into effect in Kern County. Based on guidance from the California Governor's Office and Department of Public Health, as well as the County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's orders, the following adjustments have been made: The meeting scheduled for January 6, 2021, at 5:15 p.m. will not be physically open to the general public. 2. Consistent with the Executive Order, Councilmembers may elect to attend the meeting telephonically and to participate in the meeting to the same extent as if they were physically present. 3. Motion by Councilmember Freeman to reappoint Matthew Martin, as the Regular Member, and Crystal Pinthong, as the Alternate Member, representing Ward 5, on the Keep Bakersfield Beautiful Committee. City Clerk Drimakis announced an application for appointment was received from Ian Journey. Motion by Vice -Mayor Parlier to appoint Ian Journey to a two-year term on the Metropolitan Bakersfield Habitat Conservation Trust Group, term expiring September 30, 2022. Motion passed. g. One appointment to the Bakersfield Youth Commission due to recent vacancy for Mayor's alternate appointment (term expired on July 31, 2020). (Staff recommends City Council determination.) Motion passed. 8. CONSENT CALENDAR Staff recommends adoption of Consent Calendar items. Minutes: a. Approval of minutes of the December 16, 2020, Regular City Council Meetings. Payments: b. Receive and file department payments from December 4, 2020, to December 22, 2020, in the amount of $18,110,233.06; Self Insurance payments from December 4, 2020, to December 22, 2020, in the amount of $661,713.65; totaling $18,771,946.71. Ordinances: C. First reading of ordinance amending the Official Zoning Map in Title 17 of the Bakersfield Municipal Code by changing the zone district from a PCD (Planned Commercial Development) zone to a CC (Commercial Center) zone on 1.38 acres located at 1001 Baker Street. RES 001-2021 e. Repair of the Convention Center Orchestra Pit Stage Lift: Resolution dispensing with normal bidding procedures due to the necessity to successfully integrate work, supplies, equipment or materials previously completed by Thyssenkrupp Elevator Corporation to repair the motor, the pump and valve for the orchestra pit stage lift, not to exceed $146,184. RES 002-2021 2. Agreement with Thyssenkrupp Elevator Corporation to repair the orchestra pit stage lift, not to exceed $146,184. AGR 2021-001 3. Appropriate and transfer $146,184 from the Facility Replacement Reserve Fund to the Public Works Department Capital Improvement Budget within the Capital Outlay Fund to a new capital improvement project for major repairs to the Bakersfield Convention Center orchestra pit stage lift. Motion by Vice -Mayor Parlier to elect Councilmember Weir as Vice -Mayor for the City of Bakersfield. Motion passed. 14. COUNCIL AND MAYOR STATEMENTS Councilmember Gonzales welcomed newly elected Councilmembers Arias and Gray; thanked Councilmember Parlier for his service as Vice - Mayor; and congratulated Vice -Mayor Weir. Councilmember Gonzales requested that the Planning & Development Committee review park development fee credits for affordable housing units, citing BMC 15.82.065, which allows for such fee reductions. Councilmember Gonzales requested staff develop a plan and timeline to move into Phase 2 of the Brundage Lane Navigation Center plan and add an additional 150 beds to the site. Councilmember Gonzales requested the City Manager's Office, the Police Department, and the Fire Department develop a logistical plan of action for distributing COVID-19 vaccines as quickly as possible. Councilmember Parlier requested that the Planning & Development Committee review standards for massive apartment complexes; reviewing the potential for overlays and elevations standards, not only for infill projects, but in general. Councilmember Parlier requested staff draft a letter to local state representatives regarding the COVID-19 moratorium on Caltrans activities, which prohibits Caltrans from addressing homelessness on their properties. Mayor Goh requested staff explore alternate solutions for the severely mentally ill, and those with severe substance addictions, in the homeless population. 1 3733 Bakersfield, California, January 6, 2021- Page 13 15.
