I. INTRODUCTION
Purpme: The purpose ofthis standard is to establish a consistent regulatory guide for secordary
containment testing ofunderground storage tank (UST) systems containing hazardous substances.
Scope: This stondard applies to the t$ting ofsecondary containment for all underground tank systems
containing hazardous substances.
The testing shall be conducted using a test procedure th6t demonstrates that the system performs at least as
well as it did upon installation. These tests shall be perf(,rmed in eccordance with manulircturer's
guidelines or standards Ifthere are no manufacturer's glridelines or standards, secondary containment
systems must be tested using an applicabte method specified in an industry code or engineering standard. [f
there are no applicable manufacturer's guidelioes, industry codes, or engineering standards, a lest melhod
approved by a stare registered profe$sional engineer shall be used.
This standard is intended to consolidate different indusn-'l/ testing protocols ifio one standard. Code

II. RESPONSIBILITY
Individuals, Companies atrd Corporatiors that are inslallling underground tanks shall be rcsponsible for
compliance with this slandard.
III. GUIDELII{ES
Befor€ lhe secondary containment for an underground :itorage tank system, as defined in Califomia Health
and safety Code, Chapter 6.7 can be tested, the party rosponsible for the tank must submit a testing
prolocol to thr regulatory agency for approval. The pary must demonsrate how the regulated task and
appunenanc$ will be t€sted in compliance with thc F!e Code, Califomia Health ard Safety Code, Chaptef
6.7, Califomia Code of Staodards (CCR) T;tle 23. and this sraDdard.
IV. PROCEDI"'RES
tt is the responsibility ofthe te$ing compaDy to provicLe the lest procedure to the regulatory agency with
the test results. 'fhe regulalory agency must be notified ofrhe secondary containment testing a mioimunt of
4E hours prior to th€ test.
The following information must be provided when sut,mittiflg the secondary coftainment test procedure:
l. Proofofonc or more ofthe followilg:
a, Primary tester is manuhcturer trained and has current cenificatioo for the test equipment. and
b. Primary tester is a licensed taltk installer, or
c. Primary tester possesses a valid Calilbrnia Tank Tester Licens€. or
d. State Cortractors License (A General. C-10, C-34- C-36, C-61, or D40).
2. Copy ofCalifornia UST Service Technician Cenifieation for all Service Technicia[s that will work
on the faciliry.
3. Copies ofequipment manufactwers' secondary containment iesting protocols-
4. lnformation on the proposed testing equipment- The following information must be provided:
a. Pressuc/Vacuum gauges or measuring de vices

(a) Dial gauges must have all accuracy of0.5% ofdial span'
(tt) Diat gauges must have a minimum dial size of4 inches.
(c) Pressure dial gauSes must be glyc€rin filled and have a range ofo to a
maximum of l5 psig.
(d) Vacuum dial gauges mu$t be glycerin filled and have a range ofo to a
maximum of30 in Hg. Combination gauges are not acceptable.
(e) Digital gauges must havc an accuracy of0.5% ofscale.
(0 Digital gauges must read pressure to O.0l psig.
(g) AU gauges must be calibrated at least every six months, with a
calibration sticker anachcd to each gauge.
(3) t-ast calibrarion date.
b. Pressure/vacuum pumpsftacuums

C. lf a manufacturer's test p.otocol is not &vailable for any component of a secondary containment system, the
following testing Focedures should be used:
l. Tank
a. The tank interstitial space shall be tested through placing a vacuum. The vacuum shall be
set at l0 inches ofmercury, and hold for a minimum of60 minutes. The vacuum must
nol decrease in the hour to achieve a pass.
( I ) For tanks 20,000 gallons or more, a l2o-mirute test sh.ll be performcd.
(2) lfthe tank does not mainain the lacuum, the contractor can re-lest the
interstitial space. Ifthe tank failsthe second test, the secondary co ainment
must be consider€d not liquid tight. R.epairs shall be made by the tank
manufacturer or authorized repres€nultive,
2. Piping Syst€m
a. Secondary containment piping shall be tested in the following manner:
(l) An irtert gas shall be used (examples are commercial grade nitrogen, argon or
helium).
(2) The secondary contairment shall lbe made airtight with either the rubber test boot
or fiberglass rcst fitting installed at tirne ofinstallstiorl (ifthe test boot is missing
or damaged, arl apFoved leplacement test boot or fiberglass test frtting can be in$alled).
(3) The piping shall be pressured to 5 psig, allowed io balance for 15 minutes, then
tested for 60 minutes.
(4) To pass rhe tes1, the piping mu$ be at 5 psig after the 60 minute test interval.
The gauge dial or readout must not decrease tom the initial setting. lfthe
piping does ltot pass, the conractor citn veri$ all clamps are tight, and re-test
th€ piping. Ifthe piping Ails the second test, the secondary containment must be
considered not liquid tight. The piping must be repaired using the piping
manufaclurers repair procedures.
3. Tubin€/piping, fill, aod dispenser containment sumps
a. Th€ turbine/piping, fill, .nd dispens€r containment sumps shall be tested in thc foilorving
mannerl
(l) The sump must be free ofdin, perroleum products and debri* Rinse water must
be properly handled and disposed in accordance with State and local
requiremen$.
(2) Place test fluid in thc sump. a mirimum of2 inches above the highest piping
p€nelration. (Place test fluid in the filf sumps with a minimum of2 inches above the
sump collar.)

(a) Piping includcs all pipes that could contain the underground storage tank product.
including primary/secondary product Piping, vent piping, vapor recovery piping and
siphon piping,
(b) lt is strongly recommended to fill ihe sump to a minimum of2 inches above all
pcnetrations, including all electrical penetrations above the piping penetrations.
(3) After th€ tcst fluid has scttled for 30 minutes, measure the test fluid ler€l using
test equipment wilh an accuracy ofr. 0.002 inches
(4) The test must demonstrate no observable loss at the end of2 (two) l5 minute
test intervals. Ifih€ sump does not pass the tcst, the conracto. may rc-inspect
the sump p€netrations, tighteo clamps and repair possible minor leakr (see
Repairs), and retest. Ifafter the second seri€s oftests, the sump did not pass, the
secondary containment must bc coniidcred not liquid tight- The sump must be
repaired using the sump manufacturers repafu procedures.
4. lfnecessary, the monitoring system can be de-activated lo allow for testing. Technicians
authoriz€d to work on the monitoring equipment shall only perform the deactivatiotr. Whenever
possible, the monitoring system shouid remain in service, with seflsors placed aboye liquid levels.
Repairs
l. All repairs, including misor "rixes", must be approted by the regulatory agency. Some
repaiB will require a permir. Please be adyised that permils from orher agencies, (i,e., Fire
Depanment, APCD, etc.) may be required.
2, All repairs shall be co,rducted in accordance with the manuactuer's recommendations for long rerm
repain. Methods for all repairs should consider the expected lifetime ofth€ sy$em.
3. A qualified person(s) must perform repairs as soon as possible.
4. All male.ial used shall be cornpatible with the prodxct being stored.
5. AII repairs identified as requiring a permit shall have a permit issued before initiation ofrepair work.
Report
I. A report documenting the secondary conrainment testing must be submined (mailed or e-mriled)
to the regulatory agency within thirty (30) days uporl (ompleting the t€st.
2. The form developcd by the State t y'ater Resources Control Board, shall be used.
