I. II{TRODUCTION
A. Purpose: The purpose of this standard is to establish a consistent regulatory guide for secondary
containment testing ofunderground storage tank (UST) s:/stems containing hazardous substances.
B. Scope: This standard applies to the testing ofsecondary containment for all underground tank systems
containing hazardous substances.
The testing shall be conducted using a test procedure that demonstrates that the system performs at least as
well as it did upon in$allation. These tests shall be performed in accordance with manufacturer's
guidelines or standards. Ifthere are no manufacturer's guidelines or $andards, secondary containment
systems must be tested using an applicable method speciiied in an industry code or €ngineering standard. If
there are no applicable manufacturer's guidelines, indusry codes, or engineering standards. a test method
approved by a state registered professional engineer shall be used-

II. RESPONSIBILITY
A Individuals, Companies and Corporations that are installing underground tanks shall be responsible for
compliance with this standard.
III. GUIDELINtrS
Before the secondary containment for an underground storage tank system, as defined in Califomia Health
and SaGty Code. Chapter 6.7 can be tested, the party responsible for the tank must submit a testing
protocol to rhc regulatory agency for approval. The party must demonstrate how th€ regulated tank and
appunenances will be tested in compliance with the Fire Code, California Health and Safety Code, Chaptel
6.7, Catifomia Code ofShndards (CCR) Title 23, and this standard.
IV. PROCEDURES
A. lt is the responsibility ofthe testing company to provide rlhe test procedure to the regulatory agency with
the test results. 'l'he regulatory agency must be notitled ofthe secondary containment testing a minimum of
48 hours prior to the test.
B, The following information must be provided when submitting the secondary containment test procedure:
l. Proofofone or more ofthe following:
a. Primary tester is manufacturer trained and has current certificatioD for the test equipmenl and
b. Primary tester is a licensed taDk installer, or
c. Primary tester possesses a valid California Tank Tester License. or
d. State Contractors License (A General. C-lO, C-34. C-36, C-61. or D40).
2. Copy ofCalifornia UST Service Technician Certificarion for all Service Technicians that will work
on the facililY.
3. Copies ofequipment manufacturers' secondary containment testing protocols.
4. lnformation on the proposed testing equipment. The fullowing information must be provided:
a. Pressure/Vacuum gauges or measuring devices
(l) Manuthctuer
(2) Accuracy range
(a) Dial gauges must haYe an accuracy of0 57o ofdial sPan'
(b) Dial Sauges must have a minimum dial size of4 inches.
(c) Pressure dial gauges must be glycerin filled and have a range ofo to a
maximum of 15 psig.
(d) Vacuum dial gauges must lx glycerin filled and have a range of0 to a
maximum of30 in Hg. Combination gauges arc not acceptable.
(e) Digital gauges must have an accuracy of0.5% ofscale.
(0 Digital gauges must read pressure to 0.01 psig.
(g) All gauges must be calibrated at leasr every six months, wilh a
calibration sticker attached to each gauge.
(3) Last calibration date,
b. Pressure/vacuum pumpyvac uums

5. Method of disposal for all cleaning, rinse and testing q,ater.
6. Manufacturer's information on all repair material expe,:ted to be used at the site. The material
must be compatible with lhe underground storage tank slslem comporents, and compatible with
the bazardous substance stored in the tank system.
C, Ifa manufacturer's test protocol is not available fbr any component ofa secondaq/ containment system, the
following testing procedures sbould be used:
L Tank
a. The tank interstitial space shall be tested throrrgh placing a vacuum. The vacuum shall be
set at l0 inches of mercury, and hold for a mininum of60 minutes. The vacuum must
not decrease in the houl to achiave a pass.
(l) For tanks 20,000 gallons or more, a l2o-minute test shall be performed.
(2) lfthe tank does not maintain the vacuum, the contractor can re-test the
interstitial space. Ifthe tank fails the s€cond test, the secondary containment
must be considered not liquid tight. Repairs shall be made by the tank
manufacturer or authorized representative.
2. Piping System
a. Secondary containment piping shall be tested in the following manner:
(1) Ar inen gas shall be used (examples are commercial grade nitrogen, argon or
helium).
(2) The secondary containment shall b€ made airtight with either the rubb€r test boot
or fiberglass lest fitting ilstalled at time ofinstallation (ifrhe t€st boot is missin8
or damaged, an approved replacement test boot or fiberglass test fitting can be installed).
(3) The piping shall be pressured to 5 l,sig, allowed to balance for 15 minutes, then
tested for 60 minutes.
(4) To pass rhe test, the piping must be at 5 psig after the 60 minute test interval.
The gauge dial or readout must not decrease from the initial setting. lfthe
piping does not pass, the conractor can veriff all clamps are tight, and re-test
the piping. If the piping fails the second test, the secondary containment must be
considered not liquid tight. The piping must be repaired using the piping
manufacturers repair procedures.
3. Turbineipiping, fill, and dispenser containment sumps
a. The turbine/piping, fill, and dispenser contairunent sumps shall be tested in the following
manner;
(l) The sump musi be ftee ofdirt, petroleum produc6 and debris. Rinse water must
be properly handled and disposed in accordance with State and local
requiremenas.
(2) Place test fluid in the sump. a minimum of2 inches above the highest piping
pene8ation. (Place test fluid in the fill suDps with a minimum ofz inches above the
sump collar.)
D,
(a) Piping includes all pipes that could contain the underground storage tank product,
including primary/secondary product pipiog, venr piping, vapor recovery piping and
siphon piping.
(b) lt is strongly recommeDded to fill rhe sump to a minimum of2 inches above all
penenations, including all electrical penetrations above the piping penetrations.
(3) After the t€st fluid has settled for 30 minures, measure the test fluid level using
test equipmenl with an accuracy oft 0.002 inches
(4) The test must demonsrate no observable loss at fie end of2 (two) l5 mi8ute
test intervals. Ifthe sump does not pass the test. the contraclor may re-inspect
the sump penetrations, tighen clamps and repair possible minor leaks (see
Repairs), and retest. lfafter the second se es oftests. the sump did not pass, the
secondary containment must be considered not liquid tight. The sump must be
repaired using the sump fitirnufactureni repair procedures.
4. Ifnecessary, the monitoring system can be de-activated to allow for testing- Technicians
authorized to work otr lhe monitoring equipment shall only perfom the deactivation. Wheneyer
possible, lhe monitoring system should remain in service. with sensors placed above liquid levels.
Repairs
l. All repairs, including minor "fixes", must be approve(l by the regularory agency. Some
repai6 will require a permit. Please be advised that pernrits from other agencies, (i.e., Fire
Department, APCD. etc.) may be required.
2. All repairs shall be conducted in accordance with the manufacturer's recommendations for long term
repairs. Methods for all repairs should consider the expecred lifetime ofthe system.
.3. A qualified person(s) must perlorm repairs as soon as possible.
4. All material used shall be compatible with the product teing stored.
5. All repairs identified as requiring a permit shall have a permir issued before initiation ofrepair work.
Report
l. A repoft documeflting the secondary containment testing must bc submitted (mailed or e-mailed)
to the regulatory agency within thirty (30) days upon compleiing the test.
2- The form developed by the State Water Resources Control Board, shall be used.
