CANDIDATE FOR ADMINISTRATIVE ANALYST I - RISK - #01448
Laveen Khangura has successfully competed in the examination process for the position of
Administrative Analyst l - Risk and placed on the eligibility list for same. Her sister, Parveen Khangura, is
currently employed as an Administrative Analyst I in the Fleet Division of the Public Works Department.
Due to the possibility of Laveen being considered for appointment to the Administrative Analyst I - Risk
position, the issue of nepotism must be addressed.
The following information has been compiled for your review and determination whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the responsibilities for Administrative Analyst I is as follows: Under direction, to assist in
providing administrative and budgetary guidance to department head and departmental
administrative personnel regarding City services and business affairs; to conduct administrative studies
and analyses; to submit recommendations and prepare reports; and to do related work as required.
EMPLOYMENT OVERLAP
According to the Risk Manager, Jena Covey, if Laveen Khangura is appointed to an Administrative
Analyst I position in the Risk Division of the City Manager's Office, performance appraisals would not
be reviewed or conducted by either employee for the other, neither employee would be directly
supervised by the other, and they would not report to each other within the chain of command as
they would be assigned to different departments.
RECOMMENDATION
The Risk Manager, Jena Covey, and the Human Resources Department recommend approval of the
nepotism. If this request is approved, however, nepotism considerations may adversely affect future
appointments, transfers or promotional opportunities.

and varied clerical work of considerable difficulty, responsibility, and complexity; and performs other
work as required
A summary of the duties and responsibilities for the position of Police Service Technician is as follows:
Under general supervision as an unarmed, non -sworn employee, performs work of average difficulty
involving specific phases of police work on an assigned shift and performs other work as required.
EMPLOYMENT OVERLAP
If Martha Balandran is appointed as a Secretary 1/11 in any division/department there would be no
potential for creating an adverse impact on supervision, safety, security or morale, or involve a
significant potential for conflict of interest. Performance appraisals would not be reviewed or

a Clerk Typist I in the Administration Division of the Public Works Department.

who is currently employed as a Light Equipment Operator in the Parks Division of the Recreation and
Parks Department. Due to the possibility of Kari being considered for promotion to a Secretary 1/11, the
issue of nepotism must be addressed. Kari Pressler is currently employed as a Secretary I in the
Transportation (TRIP) Division of the Public Works Department.
The following information has been compiled for your review and determination of whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Secretary I is as follows: Under general
supervision, is responsible for performing secretarial and varied clerical work of considerable difficulty
and performs other work as required. A summary of the duties and responsibilities for the position of
Secretary II is as follows: Under general supervision, is responsible for performing advanced secretarial
and varied clerical work of considerable difficulty, responsibility, and complexity; and performs other
work as required
A summary of the duties and responsibilities for the position of Light Equipment Operator is as follows:
This is a multi -departmental classification for use in assigned divisions and/or sections. Under general
supervision, performs semiskilled work in the operation of light and heavy equipment and complex
equipment and performs other work as required.
EMPLOYMENT OVERLAP
If Kari Pressler is appointed as a Secretary 1/I1, in any department other than the Parks Division of the
Recreation and Parks Department there would be no potential for creating an adverse impact on
supervision, safety, security or morale, or involve a significant potential for conflict of interest.
Performance appraisals would not be reviewed or conducted by either employee for the other, neither
employee would be directly supervised by the other and they would not report to each other within
the chain of command as they would be assigned to different departments.

Ascencion Ochoa has successfully competed in the examination process for the position of Sewer
Maintainer 11 and placed on the eligibility list for same. His brother-in-law, Christino Torres, is currently
employed as a Maintenance Craftworker I in the General Services Division of the Public Works
Department. Due to the possibility of Ascencion being considered for promotion to the Sewer
Maintainer II position, the issue of nepotism must be addressed. Ascencion is currently employed as a
Service Maintenance Worker in the Streets Division of the Public Works Department.
The following information has been compiled for your review and determination whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the responsibilities for Sewer Maintainer II is as follows: Under general supervision, works
as a crew leader for their specific crew, on assigned sewer maintenance programs/projects such as
cleaning sewer lines, storm lines and performing construction work; and performs related duties as
required.
A summary of the responsibilities for Maintenance Craftworker I is as follows: This is a multi -divisional
classification for use in the Fire, Public Works, Recreation and Parks, and Water Resources or other
departments. Under general supervision, performs skilled journey -level work in the construction,
remodeling, maintenance and repair of City facilities, properties and equipment; prepares basic
records and reports; purchases materials and supplies; may lead others in a small crew setting; and
performs other work as required.
EMPLOYMENT OVERLAP
According to the Public Works Director, Nick Fidler, if Ascencion Acosta is promoted to a Sewer
Maintainer II position in the Streets Division of the Public Works Department, performance appraisals
would not be reviewed or conducted by either employee for the other, neither employee would be
directly supervised by the other, and they would not report to each otherwithin the chain of command
as they would be assigned to different divisions.
RECOMMENDATION
The Public Works Director, Nick Fidler, and the Human Resources Department recommend approval of
the nepotism. If this request is approved, however, nepotism considerations may adversely affect
future appointments, transfers or promotional opportunities.

employed as a Maintenance Craffworker I in the General Services Division of the Public Works
Department. Due to the possibility of Anthony being considered for appointment to the Streets
Maintenance Worker position, the issue of nepotism must be addressed.

SUMMARY OF DUTIES
A summary of the responsibilities for Streets Maintenance Worker is as follows: Under immediate
supervision, to perform construction and maintenance work on City streets, roads, sidewalks, and
perform related duties as required.
A summary of the responsibilities for Maintenance Craffworker I is as follows: This is a multi -divisional
classification for use in the Fire, Public Works, Recreation and Parks, and Water Resources or other
departments. Under general supervision, performs skilled journey -level work in the construction,
remodeling, maintenance and repair of City facilities, properties and equipment; prepares basic

CLASS SUMMARY:
This is a multi -discipline classification for use in Technology Services (TS) Division. Under
general supervision, incumbents may be assigned to perform a wide variety of duties in
the support, planning, design, implementation, and security of the specified discipline.
This class performs tasks of a more technical and analytical nature for areas in the City's
communication, geographic information systems, networking, infrastructure, server,
systems administration, programming, web, and media. The Technology
Systems Analyst I is an intermediate level position. The Technology Systems Analyst II is
an advanced level position.
REPRESENTATIVE DUTIES:

enhancements; assists with designing a secure network (e.g. firewalls, remote
access systems) which address City Security Policies, non -City networks, and
remote access for City employees and vendors.
• Develops and recommends policies and procedures to respond to network
security incidents.
• Reviews and documents installation parameters for efficiency, transition and
smooth integration.
• Develops technical standards for the transport of data, voice and video to
ensure the network remains responsive to customer business needs.

• Maintains consistency in the look and flow of the City's media systems.
• Acts as the City's photographer and videographer, attends City events.
• Plans, develops and creates content for the City, including but not limited to,
flyers, brochures, publications, posters, reports, and other visual aids in digital or
printed form.
• Develops, tests and implements front-end interfaces to new or existing
databases to make business applications web accessible.
• Plans, develops, and coordinates programming and scheduling for taped and
live television broadcast.
• Designs and creates graphical and artistic materials for TV broadcast, video, and

DISTINGUISHING CHARACTERISTICS:
This class is distinguished by the requirement for a higher level of technical competency,
education and experience than that required of a Technology Systems Technician and
a lower level of technical competency, education and experience required of a
Technology Systems Engineer. Technology Systems Analysts are primarily focused on
application implementation and support, whereas Technology Systems Engineers focus
on mission critical systems, design, and architecture, and overall projects assigned to
the group or division. Analyst I is distinguished from Analyst II as the Analyst II will have
more experience, training, and certifications and will handle more complex tasks.

Licenses, Certificates or Special Requirements:
• Valid California class "C" driver's license.
• Possession of an approved TS Analyst level certification in relevant discipline.
• Vendor or industry certifications include but are not limited to those from APCO,
Cisco, CIW, CompTIA, ESRI, FCC, Juniper, LPIC, and Microsoft. A list of approved
certifications will be maintained with the Human Resources Division.
• _Must be able to pass an extensive police background check.
Promotion to Technology Systems Analyst II:
Promotion to Technology Systems Analyst II is made on a merit basis without
examination. Subject to the recommendation of the Supervisor, with endorsement from
the Department Head, verification by the Human Resources Manager that
qualifications, as approved by the Civil Service Board have been met, and approval of
the City Manager. Under normal conditions, an employee may be considered for
promotion after completion of a minimum of two (2) years as a Technology Systems
Analyst I.
