Based on guidance from the California Governor's Office and Department of Public Health, as well as the County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order, the following adjustments have been made: 1. The meeting scheduled for March 10, 2021, at 12:00 p.m. will have limited public access. Water Board Agenda March 10, 2021 2. CALL TO ORDER Chairman Smith called the meeting to order at 12:06 p.m. 2. ROLL CALL Water Board Secretary, Kimberly Aleman: As you are aware on March 4, 2020 Governor Newsome declared a state of emergency in California due to the threat of Covid-19. The governor also passed several executive orders, including the suspension of some components of the Brown Act related to public meetings like this one. As such Chairman Smith, Member, Parlier, and Member Weir will be participating via Zoom. Present: Chairman Smith, Member Parlier, Member Weir Absent: None 3. PUBLIC STATEMENTS Dennis Fox submitted a voicemail message regarding COVID impact on Water. Voicemail was transcribed by City Clerk's Office and read by Water Board Secretary. 4. MINUTES A. KERN RIVER LEVEE DISTRICT - None 6. REPORTS A. 2020 Kern River Water Management Art Chianello, Water Resources Manager, provided an overview and presentation regarding City water management. Mr. Chianello discussed the Kern River watershed, snow surveys, forecasts provided by Department of Water Resources, the City's 2020 Water Supply and needs. Mr. Chianello reported that the City's needs were greater than its supply. Chairman Smith inquired to which areas in the city do each Water Treatment Facility service. Kristina Budak, Water Resources Director provide the Water Board a map of each treatment facility, water wells, and service area. Board information only, no action taken. TO: FROM: DATE: SUBJECT: Bob Smith, Chairman Bruce Freeman, Member Chris Parlier, Member APPROVED Art Chianello, Water Resources Manager DEPARTMENT HEAD March 4, 2021 Update on Water Usage in the City's Domestic Water Service Area cumulative 2020 RECOMMENDATION: For Board information BACKGROUND: On April 7, 2017, the Governor ended the Drought State of Emergency for California's water purveyors. Even though there is no longer a conservation target for the City's Domestic Water Service Area, the City is still recommending that conservation efforts by our residents continue due to historically low groundwater levels. The graphs on the following page show the water usage and the monthly percentage reduction for the City's Domestic Water Service Area, by gallons per capita, for the past 12 months, as compared to the same period in 2013. Over the past year, the City's Domestic Water Service Area has saved 1392.96 acre-feet compared to 2013 quantities. The cumulative water savings over this time period is about a 3.15% reduction from 2013 quantities. The water savings amounts stated are for total water deliveries in the system. It should be noted that the City's Domestic Water System has grown over the past seven years. In 2013 the population served by the City's domestic water system in January was approximately 134,578 residents and in January 2020, the population served was about 157,688 residents. This is a population increase of about 17.17% over the seven-year period. Therefore, considering the population growth in the City's system and the reduced amount of water used during the past 12 months, the average water use reduction equates to approximately 13.85% per person per day. TO: Bob Smith, Chairman Bruce Freeman, Member Chris Parlier, Member FROM: Art Chianello, Water Resources Manager DEPARTMENT HEAD DATE: March 4, 2021 SUBJECT: Report on Proposed Domestic Water Rate Increase RECOMMENDATION: For Board Information. APPROVED BACKGROUND: The City of Bakersfield's domestic water system has one of the lowest monthly water rates in urban Bakersfield. Operation and maintenance costs and the implementation of Capital Improvement Projects has resulted in increased annual costs to the domestic water budget. The report to the Water Board includes annual costs as well as a proposed rate increase for 2021. The water rate increase process will include notification to residential and commercial water users of a proposed rate increase and a Public Hearing as required by Proposition 218. A Resolution for the rate increase will be presented to City Council for adoption.
