EZ Foodmart, Inc. contracted with Complete Fueling Solutions (CFS) to upgrade the fueling facilities at
the site, which includes the removal of two 10,000 gallon, lined, single-walled steel underground gasoline
storage tanks (USTs) and one 5,000 gallon, lined, single-walled steel diesel UST.
Mark R. Magargee, PG, CHg (MRM) was contracted by CFS to conduct soil sampling, laboratory
analysis, and preparation of this Tank Closure Report. The fueling facilities are operated under
Bakersfield Fire Department Prevention Services Division (BFDPSD) Facility Identification Number
FA 15-021-10911. The tank removal was performed under the BFDPSD Permit to Abandon (PTA)
20-10000304 (see Attachment 1 for the BFDPSD PTA 20-10000304). SITE DESCRIPTION
The site is located at 2142 Taft Highway, Bakersfield, Kern County, California (see Figure 1 - Site
Location Map). The site is located within the southeast quarter of Section 36, Township 30 South (T30S),
Range 27 East (R78E), Mount Diablo Base and Meridian. The site elevation is approximately 350 feet
above mean sea level (MSL). The topography at the site slopes gently to the southwest toward the
ancient Kern Lake bed. The site is located at the northeast corner of Taft Highway (also known as State
Route 119) and Michele Street in the southern portion of the city of Bakersfield (see Figure 2 - Site
Vicinity Aerial). The site is identified as Kern County Assessor’s Parcel Number (APN) 514-060-20
(see Figure 3 – Assessor’s Parcel Map). The site is currently an operating service station with a
convenience store. The subject site is bound on the east and south by commercial properties, with
undeveloped land to the north and west. The fueling facilities at the site included two 10,000-gallon lined
steel USTs used to stored gasoline fuel, one 5,000-gallon lines steel UST used to store diesel fuel, five
multiple product dispensers (MPDs) equipped with under dispenser containment pans (UDCs) on two
islands, and associated double-walled fiberglass underground product piping (see Figure 4 - Plot Plan).
The three USTs were removed on August 15, 2020, and are being replaced with a 12,000-gallon
double-walled fiberglass UST used to store regular grade gasoline and a 12,000-gallon double-walled

split chambered fiberglass UST, with the northern 6,000-gallon chamber used to store premium grade
gasoline and the southern 6,000-gallon chamber used to store diesel fuel (see Figure 5 – Facility
Diagram).

1600 Truxtun Avenue, Suite 401, Bakersfield, California 93301, (661) 326-3979. BACKGROUND
GEOLOGY
The site is at an elevation of approximately 350 feet above sea level (ASL) with a slight slope to the
southwest toward the ancient Kern Lake bed (see Figure 1). The site is located in the southern portion of
the Great Valley geomorphic province, a north-south-trending valley approximately 400 miles long by
50 miles wide, the southern portion of which is referred to as the San Joaquin Valley. The surface of the
San Joaquin Valley is composed primarily of unconsolidated, Pleistocene (1.6 million to 11,000 years
ago) and Recent (11,000 years ago to the present) alluvial sediments. Beneath the alluvial sediments are
older, predominantly lake bed deposits. These lie unconformably on Mio-Pliocene marine sediments,
which extend to a crystalline basement at a depth of less than 30,000 feet below grade (fbg). At the
subject site, surface deposits consist of Quaternary (recent) unconsolidated alluvium overlying
Quaternary (Pleistocene) nonmarine sediments. Geologic deposits in the study area include Pleistocene
alluvial sediments that form a homocline dipping gently to the west-southwest. The deposits are alluvium
consisting of lakebed deposits interbedded with poorly indurated and dissected fan deposits.
The alluvium consists of significant development of silts and clays lakebed deposits, with intervals of silty
sands and fine-grained to coarse-grained sands.
HYDROGEOLOGY
The site is located within the Kern County Subbasin of the San Joaquin Valley Groundwater Basin.
Surface water and groundwater in the San Joaquin Valley are derived predominantly from the
Sierra Nevada to the east and are transported by five major rivers, the closest to the site being the
Kern River. The site is a ten miles to the south of the Kern River (see Figure 2). The Kern Island Canal is
located to the east of State Route 99 a quarter mile to the east of the site on the east side of
South H Street. There are no other surface water bodies within a mile of the site (see Figure 1).
Groundwater is present within alluvial sediments. The depth to first groundwater at the site is anticipated
to be in excess of 200 fbg with the direction of groundwater flow to the southwest toward the ancient Kern
Lake bed. Groundwater below and surrounding the site is designated for beneficial usage.

The groundwater has existing uses for domestic and municipal supply, industrial service and process
supply, and agricultural purposes. Municipal water is supplied to the site and all surrounding properties.
PREVIOUS WORK
In July 2011, The existing MPDs, product piping and vapor lines were removed and replaced by new
double-walled product piping and MPDs equipped with UDCs. On July 5, 2011, soil samples NWD-1-3
and NWD-1-7; NED-2-3 and NED-2-7; SWD-3-3 and SWD-3-7; and SED-4-3 and SED-4-7 were collected
from 2 and 6 feet beneath the western and eastern MPDs on the northern and southern islands,
respectively, and on July 6, 2011 soil samples P-1-3 and P-1-7 and P-2-3 and P-2-7 were collected from
2 and 6 feet beneath the northern and southern piping elbows along the single-walled steel diesel product
piping.
TPH as gasoline was detected in 2 of the 12 soil samples. TPH as gasoline was detected at
concentrations of 33 mg/kg and 1.4 mg/kg in the soil samples (P-2-3 and P-2-7) collected from 2 and 6
feet beneath the gasoline and diesel product piping elbow adjacent to the southern end of the gasoline
USTs and immediately east of the northern dispenser island. TPH as diesel was detected in 3 of the 12
soil samples. TPH as diesel was detected at concentrations of 30, mg/kg, 840 mg/kg, and 21 mg/kg in
the soil samples (SWD-3-7, P-2-3, and P-2-7) collected from 6 feet beneath the western dispenser on the
southern island, and 2 and 6 feet beneath the gasoline and diesel product piping elbow adjacent to the
southern end of the gasoline USTs and immediately east of the northern dispenser island. BTEX, MTBE,
TBA, DIPE, ETBE, TAME (oxygenates), EDB, and 1,2-DCA (lead scavangers) were not detected in the
12 soil samples, with the exception of total xylenes detected at a concentration of 0.071 mg/kg in the soil
sample (P-2-3) collected from 2 feet beneath the gasoline and diesel product piping elbow adjacent to the
southern end of the gasoline USTs and immediately east of the northern dispenser island. Total lead was
detected in 8 of the 12 soil samples varying from concentrations of ND to 8.7 mg/kg, which are less than
the CCR Title 22 Total Threshold Limit Concentration (TTLC) and consistent with the near surface
concentrations of lead in the Bakersfield area (see Attachment 2 for a Summary of Previous Work).
Based upon the results of the soil sampling, a No Further Action (NFA) determination was issued with
regards to the upgrades to the MPDs and product piping at the site. TANK REMOVAL SOIL SAMPLING
On August 20, 2020, the three single-walled lines steel USTs were removed from the site
(see Attachment 3 for a Photographic Log). Prior to tank removal, the USTs were inerted and FOUR
55 gallon drums of liquid waste was transported by Coles Environmental under hazardous waste manifest
to Bakersfield Transfer’s facility in Bakersfield, California for bulking and disposal (see Attachment 4 for
the Non-RCRA Hazardous Waste Manifest). An LEL meter was utilized to verify that the hydrocarbon
vapor concentrations were less than 5 percent of the LEL and oxygen metering was conducted to verify

that the level of oxygen within the USTs was less than 10 percent. With the approval of the BFDPSD, the
USTs were removed, placed on flatbed trucks, and transported to Western Scrap’s facility in Bakersfield,
California for destruction (see Attachment 5 for the Tank Disposal Forms).
MRM was contracted to provide a California Professional Geologist to collect soil samples at the
direction of Mr. Shane Gardner with the BFDPSD from beneath the locations of the UST. Soil samples
TK1C-2 and TK-1C-6 were collected from two and six feet beneath the center of the invert of the northern
5,000-gallon diesel UST and soil samples TK2N-2 and TK-2N-6 and TK-2S-2 and TK2S-6 and TK3N-2
and TK-3N-6 and TK-3S-2 and TK3S-6 were collected from two and six feet beneath the center of the
invert at the northern and southern ends of the western and eastern 10,000-gallon gasoline USTs,
respectively (see Figure 4 for the sample locations).
All sampling equipment was washed with a non-phosphate cleanser, pre-rinsed with tap water, and finally
rinsed with deionized water prior to sampling. The soil samples were collected using a excavator and
were stored in 1 1/2-inch-diameter stainless steel tubes, sealed with Teflon™ liners and end caps,
labeled, placed in an ice chest at a temperature of less than 4°C, and transported to a California
State-certified laboratory for analysis. Sample identification and chain-of-custody procedures were
followed for the samples to ensure sample integrity and to document sample possession from the time of
collection to the ultimate destination. The sample labels identified the job number, sampler, date and time
of collection, and a sample number unique to each sample. The soil samples collected from beneath the
two gasoline USTs were analyzed at BC Laboratories, Inc. (BC Labs) for TPH as gasoline and TPH as
diesel using Environmental Protection Agency (EPA) Method 8015M; and BTEX, MTBE, TBA, DIPE,
ETBE, TAME, ethylene dibromide (EDB), 1,2-DCA ethanol, and naphthalene using EPA Method 8260C
and the soil samples collected from beneath the diesel UST was also analyzed for TPH as diesel using
EPA Method 8015M. TPH as gasoline, BTEX, MTBE, TBA, DIPE, ETBE, TAME, EDB, 1,2-DCA, ethanol,
and naphthalene were not detected in the samples collected from two and six feet beneath the inverts at
each end of the two gasoline USTs, and TPH as diesel, BTEX, MTBE, TBA, DIPE, ETBE, TAME, EDB,
1,2-DCA, ethanol, and naphthalene were not detected in the samples collected from two and six feet
beneath the center of the diesel UST (see Table 1 - Summary of Soil Sample Analytical Results and
Attachment 6 for the Laboratory Report).
The State Water Resources Control Board’s (SWRCB’s) Low Threat UST Case Closure Policy (Policy) for
commercial and industrial use properties specifies maximum benzene concentrations of 8.2 and 12 mg/kg
for the intervals from surface to 5 fbg and 5 to 10 fbg, respectively; maximum ethylbenzene
concentrations of 89 and 134 mg/kg for the intervals from surface to 5 fbg and 5 to 10 fbg, respectively;
and maximum naphthalene concentrations of 35 and 35 mg/kg for the intervals from surface to 5 fbg and
5 to 10 fbg, respectively. Benzene, ethylbenzene, and naphthalene were not detected in the soil
samples. Therefore, the concentrations of benzene, ethylbenzene, and naphthalene are less than the
limits specified in the Policy.

CONCLUSIONS AND RECOMMENDATIONS
Based upon the laboratory results of the soil samples collected during the tank removal, the
concentrations of benzene, ethylbenzene, and naphthalene are less than the limits specified in the
SWRCB’s Policy. Therefore, MRM recommends that the BFDPSD issue an NFA determination in
association with the removal of the two 10,000-gallon USTs and one 5,000-gallon diesel UST.
This report has been prepared for the exclusive use of Mr. Fong Chua, representing EZ Foodmart, Inc.,
as it pertains to the soil sampling conducted during the removal of the USTs at the EZ Mart Mobil located
at 2142 Taft Highway, Bakersfield, Kern County, California. The services performed by MRM were
conducted in a manner consistent with the level of care and skill ordinarily exercised by members of its
profession currently practicing under similar conditions in the State of California. No other warranty is
