SUBJECT: NEPOTISM RULING -TIFFANY AYALA
CANDIDATE FOR FACILITY WORKER - #01457
Tiffany Ayala has successfully competed in the examination process for the position of Facility Worker
and placed on the eligibility list for same. Her brother, Maximino Hernandez Jr., is currently employed
as a Detective in the Bakersfield Police Department. Due to the possibility of Tiffany being considered
for appointment to the Facility Worker position, the issue of nepotism must be addressed.
The following information has been compiled for your review and determination whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the responsibilities for Facility Worker is as follows: This is an entry-level, multi -divisional
classification. Under direct supervision, performs routine and semi -skilled manual work of limited
difficulty in the maintenance and improvement of: municipal parks and streetscapes including grounds
and City buildings, solid waste, recycling or related areas. Performs a wide variety of manual work
related to general maintenance activities. Employees in this class are not required to drive commercial
vehicles. Performs other work as required.
A summary of the responsibilities for Detective is as follows: Under general supervision performs work of
considerable difficulty involving specialized police work in the investigation of criminal offenses and
related police problems on full-time assignment, including investigative police duty in plain clothes that
requires considerable discretion and experience in the application of specialized knowledge to the
investigation and detection of crime; and performs other work as required.
EMPLOYMENT OVERLAP
If Tiffany Ayala is appointed to a Facility Worker in any division / department, there would be no
potential for creating an adverse impact on supervision, safety, security or morale, or involve a
significant potential for conflict of interest. Performance appraisals would not be reviewed or
conducted by either employee for the other, neither employee would be directly supervised by the
other and they would not report to each other within the chain of command as they would be
assigned to different departments.
RECOMMENDATION
The Human Resources Department recommends approval of the nepotism waiver. If this request is
approved, however, nepotism considerations may adversely affect future appointment, transfers or
promotional opportunities.

technically complex electrical/instrumentation design, installation, repair, and
maintenance. This class is distinguished from the Electrical Technician II in that the latter
is the journey -level class assigned to field duties.
MINIMUM QUALIFICATIONS:
Knowledge of:
• Basic principles of project management including staffing, materials planning
and equipment needs;
• Fundamental principles of electrical distribution, transmission systems and design
operation.
• Codes, ordinances and regulations pertaining to the work;
• Personal computing equipment including Word processing, database,
spreadsheet and industry related software;

• Drafting terminology, methods, practices and techniques;
• Effective communication methods to lead and direct staff;
• Methods, tools, material and test equipment used in the development,
construction and maintenance or electrical systems; and
• Principles of medium and low voltage electrical construction and design
methods and material.
Ability to:
• Demonstrate a strong knowledge of electrical systems;
• Guide and instruct others; exercise independent judgment and initiative within
established guidelines;
• Install, maintain and repair a wide variety of electrical devices;
• Assign, assess and lead the work of a crew;
• Establish and maintain effective working relationships;
• Make accurate arithmetic calculations, reconcile and analyze results;
• Communicate effectively, both verbally and in writing;
• Read, interpret and effectively relay data related to codes, ordinances and
regulations;
• Create electrical and instrumentation design using Computer Aided Design
(CAD) or like platforms;
• Planning, organizing, assigning, directing, reviewing and evaluating the work of
others;
• Analyzing and making recommendations for improved methods and
procedures;
• Developing and revising schedules and procedures to meet changing conditions
and to ensure safe, effective, and efficient operation of plant facilities and
equipment; and
• Estimate materials and equipment necessary to complete assigned jobs.
Training and Experience:
• High school diploma or GED equivalent; AND
• Six (6) years of journey -level experience in electrical installation, maintenance or
repair work of public or commercial facilities; OR
• Equivalent combination of training and experience, which provides the
capabilities to perform the described duties.
Licenses, Certificates and Special Requirements:
• Possession of a valid Class "C" California driver's license
• Must be able to pass a color vision test.
Physical Conditions or Special Working Conditions:
• Must possess sufficient strength and stamina to lift and remove objects weighing
up to 90 pounds, depending on the job assignment.
CLASS TITLE: SENIOR ELECTRICAL TECHNICIAN 14150
• Must be willing to work indoors or outdoors in all weather conditions and to work
in confined areas and from heights and with exposure to unpleasant and
potentially hazardous conditions.
• May be required to work nights, weekends and holidays.
