Public Participation and Accessibility
April 26, 2021 Bakersfield Youth Commission Meetings
On March 18, 2020, Governor Gavin Newsom issued Executive Order N-
29-20, which includes a waiver of Brown Act provisions requiring physical
presence of the Council or the public in light of the COVI D-19 pandemic.
Based on guidance from the California Governor's Office and Department
of Public Health, as well as the County Health Officer, in order to minimize
the potential spread of the COVI D-19 virus, the City of Bakersfield hereby
provides notice that as a result of the declared federal, state, and local
health emergencies, and in light of the Governor's order, the following
adjustments have been made:
1. The meeting scheduled for April 26, 2021 at 4:00 p.m. will have
limited public access.
2. Consistent with the Executive Order, Youth Commission members
may elect to attend the meeting telephonically and to participate in the
meeting to the same extent as if they were physically present.
3. The public may participate in each meeting and address the Youth
Commission as follows:
• If you wish to comment on a specific agenda item, submit your
comment via email to the City Clerk
at City_Clerk@bakersfieldcity.us no later than 1:00 p.m. prior to
the Youth Commission meeting. Please clearly indicate which
agenda item number your comment pertains to.
• If you wish to make a general public comment not related to a specific
agenda item, submit your comment via email to the City Clerk
at City_Clerk@bakersfieldcity.us no later than 1:00 p.m. prior to
the date of the Youth Commission meeting.
• Alternatively, you may comment by calling (661) 326-3100 and
leaving a voicemail of no more than 3 minutes no later than 1:00 p.m.
prior to the Youth Commission meeting. Your message must clearly
indicate whether your comment relates to a particular agenda item, or
is a general public comment. If your comment meets the foregoing
criteria, it will be transcribed as accurately as possible.
All comments received during the meeting may not be read, but
will be included as part of the permanent public record of the
meeting.

STAFF RECOMMENDATION:
Staff recommends the Youth Commission vote to approve permanently moving the monthly
meeting location from Council Chambers at City Hall South, 1501 Truxtun Avenue to City Hall
North, 1600 Truxtun Avenue, 1 st Conference Room A beginning with the May 2021 meeting.
BACKGROUND:
Beginning Friday, March 19, 2021, the Council Chambers at City Hall South, 1501 Truxtun
Avenue will undergo renovations through May 2021. Therefore, the April and May Youth
Commission meetings will be scheduled in City Hall North, Conference Room A.
Additionally, other than the Citizen's Oversight Committee, it has been established as a City best
practice that all City commissions and committees use Conference Room A as the primary
designated location for all regular and special meetings, unless an alternate location is
designated on a meeting -by -meeting basis.

1. Discuss how vaping affects teens ability to play sports
2. Get the Youth Commission mission statement
3. Smoking cessation hotline information
Roles:
Myth Busting (Gina and Emily):
• Vapes and Juul devices contain nicotine
• Vapes are more addictive than cigarettes because of the nicotine salts (1 vape = 20
cigarettes)
• Even though they don't contain nicotine, vape juices are still bad for your health
Illnesses (Elizabeth and Sanja):
• People that vape are 5 -times more likely to experience symptoms of COVID-19
• Vaping intensifies the effects of:
o Pneumonia
o Valley Fever
o Tuberculosis
o Increases cancer risk
o Increases the effects of asthma
Educational Attainment (Isaac and Aditya):
• Causes agitation
• Slows brain development; brain is not fully developed until age 25
• Two-thirds of teachers say vaping affects their class
• Decreases students' ability to focus
• Affects memory
• 80 percent of middle and high school students are exposed to e -cigarette advertisments
• Due to the multiple negative impacts, vaping can increase the difficulties of attending
college and pursuing career goals
