A RESOLUTION ADOPTING RECRUITMENT
AND RETENTION INCENTIVES FOR THE
BAKERSFIELD POLICE DEPARTEMNT
WHEREAS, the Charter of the City of Bakersfield, Section 12, authorizes the City
Council to provide for salaries and related benefits for officers and employees of the
City; and
WHEREAS, the Public Safety & Vital Services (PSVS) measure has provided the
need to support the community with hiring additional Police Officers; and
WHEREAS, the competition for attracting, hiring and retaining Police Officers
and Police Dispatchers is at a unprecedented level of difficulty; and
WHEREAS, many competing agencies have implemented bonus or incentive
programs to entice recruitment and retention efforts.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City -of Bakersfield
as follows:
1. Resolution No. —180-19 is hereby superseded by this Resolution.
2. The above recitals are true and correct and incorporated herein by reference.
3. Beginning May 3, 2021, a Recruitment Incentive will be provided to Police
Officers - Lateral or Academy Graduates of the Bakersfield Police Department in the
amount not to exceed $4,500 per appointee.
4. Beginning July 1, 2021, a Recruitment and Retention Incentive will be provided to
Police Trainees of the Bakersfield Police Department Police Academy in the amount not
to exceed $4,500 per trainee.
5. Beginning July 1, 2021, a Recruitment Incentive will be provided to Police
Dispatchers 1/II hired into the Bakersfield Police Department Police Academy in the
amount not to exceed $1,500 per trainee.
6. Beginning July 1, 2021, an Employee Referral program will be established where
eligible Bakersfield Police Department employees may receive a one-time payment, in
the amount not to exceed $500.00 for

7. The incentives will be applicable to incumbents, at the discretion of the Chief of
Police, or his designee, and be made known at commencement of each recruitment
process by Human Resources.
8. If granted, individual incentives will be made payable, as approved by the Chief
of Police, within the first year of employment following appointment to a permanent
positon. Referrals will be paid at the end of the calendar year for referred candidates
who successfully completed the Bakersfield Police Department Police Academy.
9. Separation of employment for any reason during the established timeframes
makes the incentive null and void.
10. Police Trainees hired in January 2021, and who remain employed, the full
$4,500.00 will be made available, as described above.
11. Provisions described above are only applicable for those hired January 2021 and
after, as confirmed by The Chief of Police.
