AMENDMENT NO. 8 TO RESOLUTION NO. 179-19
APPROVING MEMORANDUM OF UNDERSTANDING
FOR EMPLOYEES OF THE BLUE AND WHITE COLLAR
UNITS AND ADOPTING SALARY SCHEDULE AND
RELATED BENEFITS FOR SENIOR ELECTRICAL
TECHNICIAN
WHEREAS, Resolution No. 179-19 sets salaries and related benefits for
employees of the Blue and White Collar Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 179-19 is hereby amended as follows:
1. Resolution No. 179-19 is hereby amended by adding the following
class title to the White Collar Unit:

CLASS TITLE: SENIOR ELECTRICAL TECHNICIAN
CLASS SUMMARY:
Under limited supervision, performs a variety of technical and highly complex electrical
duties in the planning and drafting of designs for the construction, maintenance and
alterations of electrical systems and equipment for various City facilities. Provides
oversight, guidance and direction for the design, review and implementation of
electrical system improvement projects. Organizes, prioritizes and monitors field
assignments, and provides direction to staff pertaining to the installation, maintenance
and repair of electrical systems and performs other duties as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties:
• Leads a crew in project implementation, electrical design and instrumentation
design, directing all aspects of the operation in the absence of a supervisor;
• Assesses workplace hazards and ensures safety compliance;
• Reviews electrical project specifications with engineers, consultants and project
stakeholders;
• Trains new regular and temporary employees;
• Coordinates electrical projects with contractors and consultants;
• Drafts, designs and creates project layouts and wiring details;
• Conducts quality control inspections based on compliance standards;
• Develops operating procedures and trains staff on new equipment; and
• Plans and confirms all resources for electrical system construction, maintenance
repair and replacement services.
DISTINGUISHING CHARACTERISTICS:
This class is a senior -level class. Incumbents are the lead class responsible for planning,
scheduling, assigning, coordinating and directing employees, and perform the more
technically complex electrical/instrumentation design, installation, repair, and
maintenance. This class is distinguished from the Electrical Technician II in that the latter
is the journey -level class assigned to field duties.
MINIMUM QUALIFICATIONS:
Knowledge of:
• Basic principles of project management including staffing, materials planning
and equipment needs;
• Fundamental principles of electrical distribution, transmission systems and design
operation.
• Codes, ordinances and regulations pertaining to the work;
• Personal computing equipment including Word processing, database,
spreadsheet and industry related software;

• Drafting terminology, methods, practices and techniques;
• Effective communication methods to lead and direct staff;
• Methods, tools, material and test equipment used in the development,
construction and maintenance or electrical systems; and
• Principles of medium and low voltage electrical construction and design
methods and material.
Ability to:
• Demonstrate a strong knowledge of electrical systems;
• Guide and instruct others; exercise independent judgment and initiative within
established guidelines;
• Install, maintain and repair a wide variety of electrical devices;
• Assign, assess and lead the work of a crew;
• Establish and maintain effective working relationships;
• Make accurate arithmetic calculations, reconcile and analyze results;
• Communicate effectively, both verbally and in writing;
• Read, interpret and effectively relay data related to codes, ordinances and
regulations;
• Create electrical and instrumentation design using Computer Aided Design
(CAD) or like platforms;
• Planning, organizing, assigning, directing, reviewing and evaluating the work of
others;
• Analyzing and making recommendations for improved methods and
procedures;
• Developing and revising schedules and procedures to meet changing conditions
and to ensure safe, effective, and efficient operation of plant facilities and
equipment; and
• Estimate materials and equipment necessary to complete assigned jobs.
Training and Experience:
• High school diploma or GED equivalent; AND
• Six (6) years of journey -level experience in electrical installation, maintenance or
repair work of public or commercial facilities; OR
• Equivalent combination of training and experience, which provides the
capabilities to perform the described duties.
Licenses, Certificates and Special Requirements:
• Possession of a valid Class "C" California driver's license
• Must be able to pass a color vision test.
Physical Conditions or Special Working Conditions:
• Must possess sufficient strength and stamina to lift and remove objects weighing
up to 90 pounds, depending on the job assignment.

• Must be willing to work indoors or outdoors in all weather conditions and to work
in confined areas and from heights and with exposure to unpleasant and
potentially hazardous conditions.
• May be required to work nights, weekends and holidays.
