HomeMy WebLinkAboutRES NO 074-2021RESOLUTION NO. 074-2 0 2 1 A RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2021-22 FUNDED BY THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 (SB 1) AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO SUBMIT SAID PROJECT LIST TO THE CALIFORNIA TRANSPORTATION COMMISSION WHEREAS, Senate Bill 1 (SB 1) the Road Repair and Accountability Act of 2017 (Chapter 5, Statues of 2017) was passed by the California Legislature and signed into law by the Governor in April 2017 to address the significant multi- modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of Bakersfield are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1 which must include a description and the location of each proposed project, a proposed schedule for the project's completion and the estimated useful life of the improvement; and WHEREAS, The City will receive an estimated $7.6 million in RMRA funding in Fiscal Year 2021-22 from SB 1 which will allow the City of Bakersfield to,advance City Council Goal no. 6 - "Enhance Infrastructure" and to rehabilitate, repair, and resurface roads to improve driving experience, safety and have less wear and tear on vehicles; and WHEREAS, This is the fifth year in which the City is receiving SB 1 funding which enables the City to continue essential road maintenance and rehabilitation projects that would not otherwise have been possible without SB 1; and WHEREAS, the 2021 study completed by NCE found the City's streets and roads have an overall pavement condition index (PCI) of 65 and this revenue will help to increase the overall quality of our local road system and over the next decade will bring the streets and roads to a target PCI of 80; and G:\GROUPDAMDMINRPT\2021\5-19\Resa-SBI 21.22 Fnal.Docz Page 1 of 4 Pages WHEREAS, The City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the City's priorities for transportation investment; and WHEREAS, Exhibit A lists the SB 1 projects proposed; and WHERAS, SB 1 funds enable the City to invest in our local streets and roads infrastructure with 'a focus on basic maintenance and safety, complete streets infrastructure and use of cutting-edge technology, materials and practice, which will have significant positive impact by continuing to enhance the road resurfacing program; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The City Council finds and declares that the foregoing recitals are true and correct and are hereby incorporated fully as a material part of this Resolution and based upon such matters, the City Council makes the additional findings set forth herein below. 2. The City Council adopts the list as projects necessary to meet the goal of increasing City's PCI from 65 to over 80 to meet stated goals of SB 1 funding. 3. Annual contracts, including material suppliers, trucking and asphalt grinding (Ward 3) contractors will perform a portion of the work. City Streets crews will perform paving operations.
