ROLL CALL Present: Mayor Goh, Vice -Mayor Weir, Councilmembers Arias, Gonzales, Smith, Freeman, Gray, Parlier Absent: None. SPECIAL NOTICE Public Participation and Accessibility May 19, 2021 Bakersfield City Council Meetings On March 18, 2020, Governor Gavin Newsom issued Executive Order N-29-20, which includes a waiver of Brown Act provisions requiring physical presence of the Council or the public in light of the COVID-19 pandemic. Based on guidance from the California Governor's Office and Department of Public Health, as well as the County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order, the following adjustments have been made: . 1. The meeting scheduled for May 19, 2021, at 3:30 p.m. will have limited public access. 2. The meeting scheduled for May 19, 2021, at 5:15 p.m. will have limited public access. 3. Consistent with the Executive Order, Councilmembers may elect to attend the meeting telephonically and to participate in the meeting to the same extent as if they were physically present. 4. PLEDGE OF ALLEGIANCE by Chinazo Okey-Dike and Lindsey Hardin, HR Co - Directors of the Stockdale High School Virtual Enterprise team. Mayor Goh presented the Mayor's medal to Ms. Okey-Dike and Ms. Hardin in recognition of receiving first place in the Virtual Enterprises' national Human Resources Competition. 4. PRESENTATIONS a. Proclamation to Nick Fidler, Director of the City of Bakersfield Public Works Department, declaring National Public Works Week in Bakersfield during the week of May 16, 2021. Public Works Director Fidler accepted the proclamation and made staff comments. 5. PUBLIC STATEMENTS a. The following individuals spoke in opposition to allowing e -bikes on equestrian trails: Deborah Mazone; Mickey Rivers; Larry Mumford; Marci Cunningham; Rich O'Neil; Marion Vargas; and Teri Morley. b. Reverend Angelo Frazier spoke regarding an article he wrote in the Bakersfield Californian on the lack of decorum at recent City Council meetings. C. Curtis Bingham, Sr. expressed appreciation to the City Council and law enforcement. d. Michael Harless spoke in support of the continuation of night services from Golden Empire Transit; and stated the bus stop at Brundage Lane and Union Avenue is in need of repair. Dennis Dean emailed comments in opposition to e -bikes on equestrian trails. g. Matthew Hunt emailed comments in opposition to the restoration of the train station in Old Town Kern. h. Brandon Williams emailed comments in support of bikesharing in Bakersfield and in opposition to the proposed geofence. i. Monica Jara Guerra left voicemail comments in opposition to AB 1316. 6. Approval of minutes of the May 5, 2021 and May 10, 2021, Regular City Council Meetings. Payments: b. Receive and file department payments from April 23, 2021 to May 6, 2021 in the amount of $11,743,103.00, Self -Insurance payments from April 23, 2021 to May 6, 2021, in the amount of $388,728.14, totaling $12,131,831.14. Ordinances: Resolutions: C. Resolution approving the Fiscal Year 2021-22 Capital Project List to be funded by Senate Bill 1, the Road Repair and Accountability Act of 2017. AGR 2021-111 City Clerk Drimakis announced a staff memorandum was received regarding item 8.h., transmitting exhibits A, B, and C, which were inadvertently left out at the time the administrative report was submitted. Motion by Vice -Mayor Weir to adopt Consent Calendar items 8.a. through 8.z. Motion passed with Councilmember Parlier absent. (Staff recommends that Council receive and file the presentation and report.) Public Works Director Fidler made staff comments. Margot Yapp, NCE Engineering & Environmental Services, made comments and provided a PowerPoint presentation. Councilmember Freeman requested staff provide the numbers needed to be included in the budget to bring us up to 70% within the next three -years. Motion by Vice -Mayor Weir to receive and rile the presentation. Motion passed with Councilmember Parlier absent.' b. Presentation of Street Light Study prepared by JMPE. (Staff recommends that the Council receive and rile the presentation.) A staff memorandum was received regarding item 13.b. transmitting written correspondence from Johanna Coronado. COUNCIL AND MAYOR STATEMENTS Councilmember Gonzales expressed appreciation to staff for their efforts with the bike share program. _ Mayor Goh stated this is EMS week and expressed appreciation to all those who are involved with Emergency Medical Services.
