Home My WebLink AboutRES NO 083-2021RESOLUTION NO. 083-2021 A RESOLUTION DETERMINING THAT A FIXED TURNING TARGET STAND CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE AND PURCHASE DIRECTLY FROM THE MANUFACTURER, ACTION TARGET, INC. WHEREAS, the Bakersfield Police Department (BPD) currently utilizes static targets for use of force training. Officers must receive ongoing training in rapid tactical decision making through skills isolation, situational awareness training, vision -based training and scenario -based training; and WHEREAS, the BPD is dedicated to training its officers to the above -noted standards, but are limited by the current target systems. Static targets work well for skills isolation and situational awareness training, but are not useful to enhance decision making skills with respect to use of force. Paper shoot/no shoot targets are limited in discretion training, as these targets are static and do not require compressed -time for decision making or change position and posture once observed which is the reality that officers are faced with; and WHEREAS, Action Target, Inc.'s Fixed Turning Target Stand (FTTS) is the only 360° electric turning target on the market today which has been proven in over 12 years of installations for law enforcement agencies in the U.S. as well as U.S. federal law enforcement agencies such as the FBI. The master control system is unique in that the industrial -grade programmable logic controller cannot be loaded with 3rd party software nor does it need an outside internet connection. Action Target, Inc.'s FTTS is also the only 360° turning target on the market with a built-in clutch system to prevent damage to the turning mechanism if the turning clamp should be shot or the target forcefully turned, as referenced in Exhibit A; and WHEREAS, the Bakersfield Police Department Range Staff believe Action Target, Inc.'s turning target system, moving target system, and reactive target system are suitable to enhance officers' decision-making skills with respect to use of force situations that can be reasonably expected to be encountered. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above recitals are true and correct and incorporated herein by reference. 2. As such, I'm uniquely qualified to issue a sole source recommendation for products that meet certain performance and feature criteria. This is -a sole source justification for the Action Target Fixed Turning Target Stand (FTTS) for the Bakersfield Police Department in California. Action Target's FTTS is the only 360° electric turning target on the market today which has been proven in over 12 years of installations for LE agencies in the U. S. as well as U.S. Federal LawEnforcement Agencies such as the FBI and Federal Law Enforcement Training Centers (FLETC). The, secure Mancom Touch Screen Master Control System is unique in that it is based on Industrial Grade PLs designed for factory automation, NOT consumer grade windows or other operating system_ Agencies that desire security love this system as it cannot be loaded with 3rd parry software nor does it need an outside internet connection. This design feature prevents range staff from taking the master control unit home or loading personal software on it, it can only be used to run the turning targets on the shooting range.: The optional Wireless Tablet Remote allows range staff to roam anywhere on the range while offering full control over the targets and their programming. The optional LED Target Lights built into the target boxes allows for illuminated targets in all conditions as well as several emergency strobe patterns for more realistic training.
