HomeMy WebLinkAbout06/04/2021CC OFFICE OF THE CITY MANAGER June 4, 2021 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  The Kentucky Street Urban Greening Project is complete and an official ribbon-cutting ceremony was held Friday morning (June 4). Mayor Karen Goh, Councilmember Andrae Gonzales (Ward 2), Cindy Parra from Bike Bakersfield, and acting Public Works Director Stu Patteson along with City staff and other stakeholders helped celebrate the completion of this important project. The nearly $1 million project has created opportunities for green travel for East Bakersfield, making walking and biking safer along the highly-trafficked road. A new crosswalk was installed at the intersection of Williams and Kentucky Streets, as well as a Class II bike path and a Class IV cycle track. New solar- powered street lights were installed along Kentucky Street along with more than 800 drought-tolerant trees and shrubs planted in the area. Even the irrigation system runs on solar power! A special thank you to all involved in getting this project completed, including our Public Works and Recreation General Information June 4, 2021 Page 2 & Parks Departments, as well as Brianna Carrier from the City Manager’s Office.  The City’s 150-bed Brundage Lane Navigation Center (BLNC) continues to be an important resource in our efforts to end the current homelessness crisis. Before the BLNC opened its doors a little over six months ago in October 2020, the City developed new and strong partnerships with County agencies and local non-profits to provide treatment and critical wrap around services on the 70,000 square foot campus. Since then more than 600 individuals have been served and 42 individuals have been placed in permanent and affordable housing as it becomes available. You can read the May 2021 monthly report from shelter operator Mercy House.  The City of Bakersfield’s Solid Waste Division will host two pop-up large trash item drop-off events on Saturday, June 5 at Kaiser Permanente Sports Village (9001 Ashe Road) and at 4200 Panorama Drive. City residents are welcome to bring trash items that don’t fit in their tan trash or blue recycling bins to those locations between 8 a.m. and noon. These events are made possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure and are part of Bakersfield’s new Clean City Initiative, which aims to reduce illegal dumping and debris seen around the City, improving quality of life for our residents and visitors.  The Recreation & Parks Department continues to make progress on its park access improvements project at Patriots Park. The project is funded by the Public Safety & Vital Services (PSVS) Measure and includes renovating parking lots at five City- maintained parks and service roads with American Disability Act improvements (below). The parking lots are closed during the completion of those improvements. The entire project is expected to be completed by early July. Also planned for improvements are Grissom Park, Wilson Park, Dr. Martin Luther King, Jr. Park, and Siemon Park. The City appreciates the public’s understanding while this project is completed.  The popular summer Movies in the Park series returns this week! The Recreation & Parks Department will host free movies at various parks throughout the City each Friday night through July, starting with “Shrek” on June 4 at The Park at River Walk. The movies General Information June 4, 2021 Page 3 begin at dusk and families are welcome to bring picnic gear, lawn chairs and snacks.  Visit Bakersfield’s Evangelina Medina was one of three panelists on a statewide Tourism and Economic Development webinar on Wednesday, June 2 (right). For many California communities, tourism is critical to their economic development activities and our city’s efforts were among those spotlighted. The other panelists were John Lambeth, President & CEO of Civitas; and Mary Hamzoian, Business & Economic Development Manager for the City of Burbank. The webinar was presented by CALED, the California Association for Local Economic Development. About 75 people from throughout the state registered for this webinar.  The Beale Band Concerts will return to City parks later this month, with two concerts planned at the Beale Park Amphitheater on back-to-back Sundays. The first concert is set for 8 p.m. on Sunday, June 20, followed by another concert a week later on June 27. The public is welcome to attend free of charge, and they can bring their own lawn chairs or blankets to sit on. City Manager’s Office 1600 Truxtun Avenue, Bakersfield, CA 93301 661-326-3751 FAX: 661-324-1850 KENTUCKY STREET URBAN GREENING PROJECT FACT SHEET  Project start date: Monday, Nov. 17, 2020.  Completion date: Tuesday, May 4, 2021.  Final Project cost: $890,339 o The City of Bakersfield was awarded a $835,504 grant from the California Natural Resources Agency (CNRA) for the purpose of reducing greenhouse gas emissions by providing the greening of public lands and developing motorized trails that provide safe routes for travel between residences, workplaces, commercial centers, and schools.  Contractor: CEN-CAL Construction.  Improvements implemented: o New marked and signed crosswalk at the intersection of Williams and Kentucky Streets. o 33,970 square feet of new and improved sidewalk with four (4) ADA-compliant access ramps. o Planted 120 drought-tolerant trees, more than 700 shrubs, as well as the use of mulch from the City’s green waste facility and bioswales for drainage. o Installation of 28 solar powered street lights along Kentucky Street from Beale Avenue to the east, just beyond the Kern County border. Hageman Rd. & Verdugo Ln. (Horse Rail/Post Replacement) • The RRT painted horse rails and posts to match the existing and replaced 23 horse rails. 2. Mt. Vista Dr. & Panama Ln. (Irrigation Re-location) • The RRT completed backflow device and irrigation controller relocation project. The backflow device security cage and irrigation controller pedestal were installed and all valve wires were re-connected and tested for proper operation. 3. San Miguel Grove (Bike Path Boulders) • The RRT installed several rocks along bike path to prevent unauthorized vehicles from accessing the bike path. 4. Planz Park (Bollard Post Installation) • The RRT installed two additional bollard posts at the north west drive way entrance due to vehicles driving onto the turf area. 5. Jastro Park (New Trash Enclosure Cover) • The RRT completed the new trash enclosure cover project. Miscellaneous 1. San Miguel Grove (Mobile Security Camera) • 5/23/21 – The RRT set-up the mobile security camera unit at San Miguel Grove to monitor the entrance and parking lot areas. • The mobile camera unit will be setup each morning when the park opens and removed prior to the end of the shift and taken back to the Corp. Yard. 2. Grissom Park (Parking Lot Rehabilitation) • 5/26/2021 - 5/28/2021- The RRT monitored and secured the newly poured concrete sidewalk areas at the south side driveway approaches, as part of the parking lot rehabilitation project. 3. 1600 Truxtun Ave. (Furniture Assembly) • The RRT re-located and assembled new office furniture on the third floor, located at City Hall North. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2. McMurtrey Aquatics Center (Wrought Iron Fence Modification) • The RRT will schedule wrought iron fence modification on west side concession area to prevent illegal entry. 3. Beale Park (New Trash Enclosure) • The RRT will schedule fabrication and installation of a security cover for the new trash enclosure. 4. Saunders Park (New Service Road Security Gate) • The RRT began fabricating a new security pipe gate at the northwest entrance to the park to prevent unauthorized vehicle access. • Work began on 5/27/2021 thru 5/28/2021 and will continue on the week of 6/3/2021. 5.
