Public Participation and Accessibility
June 11, 2021 Keep Bakersfield Beautiful Committee Regular Meeting
On March 18, 2020, Governor Newsom issued Executive Order N-29-20, which includes a waiver of Brown Act provisions
requiring physical presence of the Keep Bakersfield Beautiful Committee (KBBC) members or the public in light of the
COVID-19 pandemic.
Based on guidance from the California Governor's Office and Department of Public Health, as well as the Kern County
Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides
notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order,
the following adjustments have been made:
1. The regular meeting scheduled for June 11, 2021 at 12:00 p.m. will have limited public access.
2. Consistent with the Executive Order, KBBC members may attend the meeting via Zoom or telephonically to
participate in the meeting to the same extent as if they were physically present.
3. The public may participate in this meeting and address the KBBC as follows:
• If you wish to comment on a specific agenda item, submit your comment via email to the City Clerk
at.City_Clerk@bakersfieldcity.us no later than 12:00 p.m. on Thursday, June 10, 2021. Please clearly
indicate which agenda item number your comment pertains to. Comments are limited to 2 minutes.

B. Carla Perez, Lead Volunteer, Seeds of Inspiration Community Garden
May is Mental Health Awareness Month. The garden and the National Alliance for Mental Illness are co -
hosting a gathering on Saturday, May 22, 2021 from 9 a.m. to 2 p.m. at the garden. Various community
informational booths will be present. Carla invited KBB to have a booth. Carla is seeking a porta potty
through Varner Brothers; however, she's interested if the City has porta potty rentals.
Task. Jessica Felix to reach out to Recreation & Parks and/or Streets regarding Carla's request for a porta potty and
washing station for the event.
Task: Paul and Monica to determine if KBB will have a booth.

1. Combined the KBBC's 20th Affiliation Anniversary and the 19th Annual Great American Cleanup
into one planning committee. Paul will Chair. Jenifer, Ray, and John will be a part of the
Subcommittee. The rest are assigned to respective subcommittees.

1. Anastasia Lester (Ward 1) - Ward 1 worked with Clinica Sierra Vista and cleaned up Planz Park
and MLK Park. Over 50 volunteers between the two groups.
2. Monica Cater (Ward 2) - Discussing potential Beautification project with Councilmember
Gonzalez for Chester Ave. On Monday, April 10, 2021, Monica and Zachariah held a walkthrough
survey on Chester Ave. from Truxtun Ave. to 23rd St. Monica and Zachariah will bring
information back to the subcommittee to start planning a 5 -year plan for potential projects
along that corridor.
3. Ward 3 — No update
4. Jessica Felix for Brooks Douglass (Ward 4) — Ward 4 cleaned up the Park at River Walk area.
Collected 6 bags of trash along the bike trail.
5. Ward 5 — No update
6. Ward 6 — No update
7. Theresa Olson (Ward 7) - On Mary 13, 2021, the Keller Williams Realty Red Day Project had
about 17 volunteers clean up Wilson Park, and around the school down to H Street. Afterwards
there was a taco truck at the office to feed the volunteers who helped.
8. John Enriquez (Mayoral Appointee) - A clean up was held a couple weeks ago on the Kern River
behind Sam Lynn Ballpark from Chester Ave to Golden State Hwy. Lots of volunteers helped that
day and even homeless individuals volunteered to help. 200 to 300 bags of trash were collected.
The following day a cleanup was held with the River and Way Church on Truxtun Ave. There
were 20 volunteers and 25 bags of trash cleaned up from Truxtun Ave., 17th St., 18th St., 19th St.
and Chester Ave.
V. New Business
A. Give Big Kern Update — Paul Yanez, Jessica Felix
1. KBBC Vote to Earmark Funds Raised: $855 raised by 14 donors.
Motion to earmark $500 for a utility box mural in the City and $355 for solar powered flood
lights for the Greenfield Walking Group Garden and Seeds of Inspiration Community Garden:

B. Special Projects and Programs Funding Update —Jessica Felix
1. Jessica provided a balance update that included 150 new reachers for KBB cleanups. Ray asked if
the $1,700 earmarked for Promos/Ads could be used for the 20th Anniversary and GAC. Jessica
replied yes.
C. Update on KBB Volunteer Protocol During the Covid-19 Pandemic —Jessica Felix, Staff — Deferred
D. Approval of Keep America Beautiful Community Appearance Index — Chairperson
1. KBBC typically conducts the index in June and must report results to Keep America Beautiful by
early August. The index takes at least 2 hours to complete. The index is compiled by Ward when
KBBC members go through their respective ward to rate the level of litter, graffiti, illegal
signage, abandoned/junk vehicles, and outdoor storage issues. There is a video for the matrix
rating system.
Motion to tentatively conduct the entire Keep America Beautiful Community Appearance
Index (rate levels of litter, graffiti, illegal signage, abandoned/junk vehicles, and outdoor
storage conditions) on Saturday, June 26, 2021, or an alternative Saturday in June should one
need an alternate date.: John Enriquez

1. Litter Subcommittee March Report: John Enriquez
a. Caltrans adding funding for 2 additional cleanup crews and Mayor Goh asked Caltrans
for an additional $500,000. Caltrans spending on freeway litter cleanups in Bakersfield
include a contract with the City for approximately $252,000, Kern COG $150,000, a
partnership in Sacramento with Veterans Outreach for $300,000. Next meeting will be
held May 25, 2021.
2. Beautification and Community Improvement Subcommittee May Report: Monica Cater
a. The report will be available for review at the next KBBC Meeting. Old Town Kern —
Getting the projected resumed with the Tree Foundation of Kern for trees on 19th
Street. As of yet, no response regarding the Get Bus trash cans. A new GET Bus contact
may be needed to get the bus stop wastebasket specifications in order for KBB to
donate some to GET Bus.
3. Graffiti Abatement Subcommittee May Report: Monica Cater
a. Utility Box Mural Updates—There is an issue with the utility box at.ChesterAve. and 18th
St. due to an old mural on the utility box and the artist is moving away until October
2021. Options the City is considering is to leave the utility box blank until artist gets back
or get a decal to cover it.
(1) Set Volunteer/In-kind Artist Workflow — In the process of getting artists to sign
the agreements. The artist the originally presented a tiger has not yet submitted
a revision because he confused this mural project with another utility box mural
project involving the City. The artist wants to submit something for review for
the June meeting.

4. Education and Image Subcommittee: Jessica Felix
a. During Earth Month, a local private school did a litter clean up. They are interested in a
school presentation.
5. Waste Reduction and Recycling Subcommittee: Ray Scott — No report.
6. Social Media Committee: Crystal Pinthong — No report.
7. Advisory Board: Cathy Butler
a. Postponed Yard of the Season due to COVID and the drought. Will wait till fall to start
making recommendations again. Thanked John for guiding the Downtown business
members at the Block to Block meeting last month to contact John if they see something
on their block that needs to be cleaned or addressed.

• Viri Gallardo-King: Will be attending the KBBC meeting moving forward as Chrissy Oleson's last day
was May 7, 2021.
• Jessica Felix:
o Happy to have Viri back with KBB, especially since with Viri's background, she'll be able to
help KBBC keep its momentum it has been rebuilding.
o Loved seeing Mayor Goh and Paul out at Earth Month activities. Thanked everyone for all
those efforts.
Mayor Karen Goh:
o Thanked everyone for their participation in KBB.
o She made it to 4 cleanups and the community garden for Earth Month. Thanked John and
Heather for organizing the cleanup with the homeless individuals on the river. She shared
that one of the spokespeople to get people to cleanup, Edward, passed away.
o Mayor talked to homeless individuals about how difficult it is for the homeless to dispose of
their own trash. She made a commitment to KGET to get artistic dumpsters near the river. If
homeless individuals help to paint the receptacles, then they are likely to help keep an eye on
the graffiti.
o CBCC gave away 52,000 meals during the pandemic. Dr. Patel wants to sponsor a park
beautification effort around Truxtun Lake. Some ideas for the park include trees, benches,
trash receptacles, and lighting on the trees.
VII. KBBC and Advisory Board Comments
• Monica Cater:
o Asked who manages and maintains the information of kiosks along Chester Ave. Cathy
replied the City of Bakersfield and a nearby bank.
o Asked Mayor Goh if she's heard about new beautification funding in the state. Mayor Goh
replied: There is a statewide effort underway to increase beautification funding. Governor
Gavin Newsom is disturbed about how the highways look. There is additional funding for
Caltrans for highway cleanups.
Task. Monica requested that Jessica find out who maintains the kiosks.
