HomeMy WebLinkAbout1620 e brundage _envirotech report 6.22.20_10-126Report of Waste Discharge June 2020 Page 7 3.9 HYDROGEOLOGY The Coles facility is located within the Tulare Lake Hydrologic Region, which covers approximately 17,000 square miles and encompasses Kings, Tulare, Fresno, and Kern counties (DWR, 2015). There are no surface waters in the immediate area of the facility. A 2018 groundwater elevation map from the Department of Water Resources (DWR) indicates groundwater elevation is at approximately 200 feet bgs. The groundwater flow direction is towards the northwest. 4.0 ANTI - DEGRADATION ANALYSIS The proposed project is the discharge of non - hazardous water and solids to a poly and concrete - lined surface impoundment for disposal. The liner will prevent degradation of the groundwater beneath the site. Therefore, an anti - degradation analysis for the project is not required to determine potential impacts on groundwater from the use of produced water ponds in the project area. 5.0 INDUSTRIAL STORM WATER PERMIT The State Water Resources Control Board adopted Order 97- 03 -DWQ (NPDES General Permit CAS000001) specifying waste discharge requirements for discharges of stormwater associated with industrial activities, and requiring submittal of a Notice of Intent by all affected industrial dischargers. Many industrial facilities and some domestic wastewater treatment facilities are required to obtain coverage under this permit. The site is sloped towards a catch basin and all fluid is contained onsite. Therefore, an Industrial Storm Water Permit is not necessary for this Site. 6.0 CONCLUSION This Report of Waste Discharge has been prepared on behalf of Coles to support the issuance of WDRs for non hazardous discharges to concrete -line surface impoundment. 7.0 REFERENCES Western Regional Climate Center. 2020.
