RE: Modification of Existing CUPA Permit
Dear sir,
On July 28, 2015 Cole's Environmental / Bakersfield Transfer was awarded a permit
modification from CAL -EPA/ DTSC to allow for treatment of petroleum liquid, sludge and
solids dous waste as well as rail car capacity for storage, treatment and transfer of
:hazardous waste.
Cole's would like to expand its previous permit (15- 10000270) with Bakersfield City CUPA to
include treatment of exempt oil Exploration and Production wastes along with non - hazardous
liquid, sludge and.solids waste. Please see the attached proposed layout showing the (8) 30,000
gallon tanks and containment, Cole's would like to add an additional concrete pad
approximately 250'x254'. This pad would be 10" concrete over 60 mil poly liner and sloped to
contain all rain water and any leaked liquids.
This addition would be used for roll-off bin storage, dewatering, ' ' , solidification and bin
cleaning. The process would include transportable storage tanks, filters, chemical treatment,
belt/disc press and centrifugal systems to bring non - hazardous water to acceptable levels to be
discharged in the City of Bakersfield POTW, per a discharge permit which has been applied for
through Greg Wolf.
All waste arriving at Cole's Environmental will be received or rejected based upon the protocol
stated in the 2015 Full EPA Permit along with all CUPA and City of Bakersfield requirements.
