HomeMy WebLinkAbout1620 e brundage _envirotech report 6.22.20_12-24Cole Environmental CUPA Permit Applicatiton May 23, 2017 APPENDIXA This unit's operation Will consist of Transfer, Storage, Treatment and disposal of Non- Hazardous liquids, solids and sludges. Activities in this unit will include separation, blending and solidification of waste to recovery, recycle and disposal. The transfer of waste will be from truck to truck, container to container, container to truck, container to railcar,, truck to rail car, rail car to truck, railcar to container. Waste will be received in tanks, containers,, cement vaults and a solidification pad. The size of receiving containers in this unit will be from 5 gallon buckets up to 30,000 gallon containers as well as 20-40 and roll-off bins, end dumps, vacuum trucks and 30,000-gallon rail cars or box car, gondolas and bulking railcars. Treatment and solidification will consist of numerous processes, including; dewatering, mixing tanks, heat, sock and cartridge filters, chemical treatment,, activated carbon, coalescer, reverse osmosis, filter press, centrifugal systems, thermal and catalytic oxidizer, water flash unit, absorbent, augers, backhoe or other mechanical device. These activities will take place in a cement vault, mixing pad, roll off bins and dewateriong bins. Non- hazardous water will be batch processed and brought to acceptable level to be discharged in the City of Bakersfield POTW, per discharge permit requirements. This unit will be defined as a 10-inch thick reinforced concrete pad with a 60 millimeter liner. The pad mill have secondary a containment study by Independent Professional Engineer Certificate. (see Appendix D). This unit is located at the North end of property which measures approximately 100,000 square feet, All waste arriving at Coles Environmental will be received or rejected based upon receiving protocol stated in the 2015 Full EPA Permit, for profiling, certified analytical and on site lab, including sample retains and manifesting/bill-of-laden and receiving facilities requirement along with CUPA and City of Bakersfield requirements. (see Appendix E. Volumes of waste managed and received are in Table 8 (see Appendix C). Universal and Medical waste streams are also managed on site waste for bulking and transfer to permitted facilities for recycling,. 'incineration or disposal.
