HomeMy WebLinkAbout1620 e brundage _envirotech report 6.22.20_4-126Report of Waste Discharge June 2020 Page I 1.0 INTRODUCTION This Report of Waste Discharge (RWD) has been prepared on behalf of Coles Environmental Services, Inc (Coles) to support the issuance of Waste Discharge Requirements (WDRs) for discharges to land (non 15) program for discharges exempt from Title 27 of the California Code of Regulations. A completed Form 200 is included in Attachment 1. 1.1 GENERAL INFORMATION Coles, formerly known as Bakersfield Transfer Inc., is an existing full-service hazardous waste company for hazardous and non-hazardous waste disposal and transportation. The facility is permitted to treat non-RCRA liquid, solid, and sludge hazardous wastes. Treatment allows the facility to deregulate non-RCRA hazardous waste to recycled or non-hazardous waste. The facility includes truck-to-truck transfer, and bulk washout of tankers, totes, and drums. An on-site laboratory is used to finger-print materials received and processed. Currently the site has a maximum annual capacity for 79,200,000 gallons for non-RCRA liquid, contaminated petroleum sludge, used oil, antifreeze, exploration/production liquids, non-hazardous liquid and 180,000 tons for oily solids. 660,000 gallons of storage is available on site comprised of sixteen 20,000 gallon tanks, fourty 20 yard roll-off bin storage, and 2,250 — (55) gallon drum pad. The Standard Industrial Classifcation (SIC) code for the facility is 2992 — Lube Oil Recycling. The North American Industry Classification System (NAILS) Code Number is 324191. 1.2 PROPOSED PROJECT Coles is proposing the installation of one concrete-lined surface impoundment with a sloped entrance to be used for roll-off bin storage, dewatering, mixing, solidification, and bin cleaing. The surface impoundment will have a maximum capacity with two feet of freeboard of up to 20,000 gallons (or 2,760 cubic feet) of non-hazardous, exempt exploration and production solids, liquids, and/or sludge from industrilal and miscellaneous sources. The surface impoundment will have a 60 mil poly liner beneath the concrete liner to prevent degradation of the groundwater beneath the site. The suface impoundment will be located south and adjacent to a concrete non- hazardous waste storage area. 13 FACILITY LOCATION The Coles facility is located at 1620 East Brundage Lane in Bakersfield, Kern County. The facility is located in Section 33 of Township 29 South, Range 28 East, Mount Diablo Basin, and Meridian (MDB&M). The Kern County Assessor's Parcel Number (APN) for the property is 019-260-01. The latitude and longitude of the discharge point are approximately 35'21'20"N and 118 °59'5 "w. 1.4 APPLICABLE CURRENT PERMITS The Coles facility has a current Hazardous Waste Facility Permit from the Environmental Protection Agency Department of Toxic Substances Control (EPA DTSC) for the hazardous waste portion of the facility with EPA ID number CAL000282598. A copy of this permit is included in Attachment 2. Coles has a current approved permit for the Certified Unified Program Agency (CUPA) for the City of Bakersfield for eight (8) 20,000 gallon capacity aboveground storage tanks for non-hazardous, exempt, oilfield exploration and production oily wastewater.
