1.5 CALIFORNIA ENVIRONMENTAL QUALITY ACT COMPLIANCE
In 2008 and 2015, the DTSC prepared a Negative Declaration for Hazardous Waste Facility
Permits at the Coles Facility in accordance with the requirements of Public Resources Code
section 21000 et seq. and the CEQA Guidelines, section 15061(b)(3), et seq. of California Code
of Regulations, title 14. The Negative Declaration stated that no mitigation measures were
required. This project is covered under the Negative Declarations from the Hazardous Waste
Facility Permits.
2.0 WASTEWATER FACILITY AND DISCHARGE
2.1 WASTEWATER SOURCES
Wastewater that will be discharged to the surface impoundment will be from off -site non-
hazardous industrial sources and miscellaneous sources. All wastewater sources are
characterized prior to acceptance and discharge. A description of the characterization is
described in section 2.2 below.

in Figure 3. A scaled map showing the details of the surface impoundment is included in Figure
4.
2.2 WASTEWATER CHARACTERIZATION
Prior to any wastewater delivered to the Coles facility, a profile data sheet is submitted by the
Generator. The data sheet includes analytical results for Cam 17 metals, method 8260 volatiles,
pH, flash/ignitability, and reactive sulfides from a California state certified lab. Upon receipt of
each load delivered to the Coles facility, testing is conducted at the onsite lab for flash/ignitability,
pH, Halogens, Cyanide, and Sulfides.
2.3 INDUSTRIAL WASTEWATER COLLECTION AND CONVEYANCE SYSTEM
Wastewater arrives via truck to the Coles facility and is sampled by the onsite lab prior to
discharge. After approval by the lab, wastewater is discharged from hoses connected to the
trucks to the surface impoundment.
2.4 OPERATION AND MAINTENANCE PROCEDURES
The surface impoundment is concrete-lined with a 60-mil poly liner beneath the concrete and has
a sloped entrance. Personnel perform routine facility inspections. Records of inspections, signed
by the appropriate supervisor or inspector, are maintained at the Coles facility office.
2.5 SPILL PREVENTION
The surface impoundment will have two feet of freeboard to prevent overflow. While the
impoundment is in use, liquids that flow into the impoundment will be manually controlled by
valves. Visual monitoring is conducted during unloading into the surface impoundment.
2.6 FLOOD AND FROST PROTECTION MEASURES
The Coles facility is not located in a floodway area and is located in Zone X, "Areas determined
to be outside the 0.2% annual chance floodplain." A FEMA floodplain map is included in Figure
5.
