A RESOLUTION OF THE BAKERSFIELD CITY
COUNCIL DETERMININING - THAT THE
PURCHASE OF THE SERVICE TO CONVERT
4MM DIGITAL AUDIO TAPES (DAT) FOR THE
BAKERSFIELD POLICE COMMUNICATIONS
CENTER CANNOT BE OBTAINED THROUGH
THE USUAL BIDDING PROCEDURES, AND
AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING AND PURCHASE THE
SERVICE FROM PROFESSIONAL AUDIO
LABORATORIES NOT TO EXCEED $70,000.
WHEREAS, the City of Bakersfield is in need of converting seventy (70) 4mm
DAT tapes that are currently in storage containing audio recordings that have
been degrading over time; and
WHEREAS, the City of Bakersfield no longer has access to Dictaphone
analog and digital logger recorders to extract or analyze the contents of these
tapes; and
WHEREAS, the CITY needs to preserve and provide access to these
recordings by .having them converted to a digital format, which will require
particular services and equipment restricted by the availability and requirements
of Dictaphone Guardian digital machines ; and
WHEREAS, the Technology Services Director recommends the Council find
said service of converting the 4mm DAT tapes can only be reasonably obtained
from Professional Audio Laboratories because of restricted availability of such
work, supplies, equipment or materials imposed by the requirements and
restrictions of Dictaphone Guardian digital machines, and recommends that the
Council dispense with the bidding, in accordance with subsection D(2) of Section
3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The above recitals are true and correct and are incorporated herein
by reference.
2. The Council finds that the purchase of this service to convert 4mm
DAT tapes can only be reasonably obtained from one vendor, Professional Audio
Laboratories, because of the restricted availability of purchasing such services

and equipment due to the requirements and restrictions imposed by Dictaphone
Guardian digital machines.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 (D) (2) of the Bakersfield Municipal Code.
4. The expenditure of funds for said work and equipment shall not
exceed Seventy Thousand Dollars ($70,000.00)
HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on
JUN 16 2021 by the following vote:
