A RESOLUTION DETERMINING THAT AVAYA IP
TELEPHONES CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFOR AND PURCHASE AVAYA
IP TELPHONES FROM TELCO DEPOT, NOT TO
EXCEED $70,000.
WHEREAS, The Technology Services Division has budgeted funding for the
replacement of Fire IWATSU phones at all 14 Fire Stations; and
WHEREAS, Bids were solicited for the purchase of Avaya IP Digital
Telephones and no bids were received; and
WHEREAS, Municipal code section 3.20.060 D(3) states in the instance of no
bids received, by adoption of a resolution, equipment or materials may be
purchased on the open market; and
WHEREAS, staff has located suitable telephones at Telco Depot to meet the
City's needs.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The above recitals are true and correct and incorporated herein by
reference.
2. The City Council hereby finds that, based on the foregoing and the
estimates provided for purchasing Avaya IP Digital Telephones from Telco Depot,
the telephones needed to complete the replacement may be purchased more
economically on the open market.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060(D) (3) of the Bakersfield Municipal Code.
4. The expenditure of funds for purchase of Avaya IP Digital Telephones
shall not exceed Seventy Thousand Dollars ($70,000).

HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting thereof
