OFFICE OF THE CITY MANAGER
July 2, 2021 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information
City Offices will be closed Monday, July 5, in observance of the Independence Day holiday. Curbside trash and recycling services will be delayed one day.
Independence Day Holiday
The City is proud to bring back its annual Independence Day Celebration, including
a free to attend fireworks show at the Park at River Walk on Sunday, July 4. Sponsored
by the Robert Grimm Family Foundation, the fireworks show will start at 9:15 p.m. and
will be live streamed on 23ABC’s website, TurnTo23.com, or by downloading their app
for Roku, Apple TV or Fire TV if you prefer to watch from home.
The use of illegal fireworks always rises as we get closer to the Independence Day holiday, and the Bakersfield Fire Department expects this year to be no different. In
addition to patrols by Arson investigators and officers from the Bakersfield Police Department, the Fire Department has added new ways for the public to report the
use of illegal fireworks.
The public can report illegal fireworks to the Bakersfield Fire Department through midnight, Wednesday, July 6 using any of these methods:
• Through the Bakersfield Mobile app (FREE on Android and iOS devices)
• Online through our special web portal
• Via email at firework@bakersfieldfire.us
• Or by calling our illegal fireworks hotline at 661-868-6070 (8 p.m. to midnight on
July 3 & 4 only)
General Information July 2, 2021 Page 2
Only fireworks that carry the “safe and sane” designation from the California State Fire Marshal are permitted to be used in the City. Illegal fireworks include anything
that flies in the air or explodes. Anyone found using an illegal firework faces a fine of $1,000 per incident.
During the holiday weekend last year, the Bakersfield Fire Department responded to
2,533 fireworks-related calls and issued $86,000 in fines. Notable Items
The Brundage Lane Navigation Center’s
kitchen program has started! Since opening in
October 2020, pre-packaged meals were
being delivered in order to keep guests safe
from potential COVD-19 exposure. Now, the
kitchen has been completed by the Public
Works Department’s General Services team
and is in full use! Starting on Thursday, July 1,
the kitchen started serving three meals a day
(right and below), and in the future will serve
as a classroom for a culinary training program
run by BLNC operators, Mercy House.
The City’s Solid Waste
Division will host two pop-up large trash item drop-off events next weekend.
They will be held on Saturday, July 10 from 8
a.m. to noon in the parking lots of Planz Park
(1601 Planz Road) and Riverlakes Ranch
Community Center (3825 Riverlakes Drive).
So far, these events – funded by the Public Safety & Vital Services (PSVS) Measure as
part of Bakersfield’s Clean City Initiative – have been very popular with the community, collecting nearly 183 tons of trash since launching in January.
Public Works Department staff recently completed a lighting project at two of the
bridges over the Kern River Parkway Trail. City
Electricians installed bright LED fixtures (right)
at the Stockdale Highway and the Allen Road
bridges to light the path under these bridges
at night. These lights will improve the security
at these locations and hopefully the comfort

of pedestrians and cyclists using the trail at night (right).
As a reminder, due to the summer
heat, there will be no low-cost pet vaccination clinics held in July and
August. The Bakersfield Animal Control Field Services team will
resume the clinics in September.
Registration for the Recreation &
Parks Department’s summer camps
is now open! Residents can sign their
8- to 11-year-old children up for
camp at either Martin Luther King, Jr. Community Center (Camp King) or Silver Creek
Community Center (Camp Silver Creek). The camps run July 12 through July 30 and
spots are limited for both camps.
City crews are currently working on the third park access improvement project,
starting a parking lot rehabilitation project at Wilson Park this week (below). The entire
project, which started in May, includes planned improvements at Dr. Martin Luther
King, Jr. Park and Siemon Park, as well as the recently completed work at Patriots and
Grissom Parks.
Funded by the Public Safety & Vital Services (PSVS) Measure (Measure N), this project
includes renovating parking lots and service roads with American Disability Act improvements. The parking lots will therefore be closed at various stages during the
completion of those improvements and the entire project is expected to be finished this month.
The City appreciates the public’s understanding while these improvements are
completed. Upon completion, these projects will enhance user experience and access to these parks.

The Human Resources Department public lobby and service counter are getting a new look. Work is underway to enhance the first floor space in City Hall North to create
a welcoming environment for prospective employees and to better serve our existing team members. This is one of several initiatives being undertaken as part of the City’s
overall recruitment and retention strategy. Improvements include a new monitor (below left) that provides important recruitment, benefit and employment
information, as well as employee recognition. Other updates include branding elements to create a welcoming environment (below right). The work is not interfering
with our steady recruitment activity and is expected to be completed very soon.
