July 9, 2021 Keep Bakersfield Beautiful Committee Regular Meeting
On March 4, 2020 Governor Newsom declared a State of Emergency in California due to The teat of
COVID-19. We understand that many of the Governor's Executive Orders related to COVID—B hd%z been
rescinded or are due to expire soon; however, many orders remain in effect, including the suspension of
some components of the Brown Act related to public meetings like this one.
Based on guidance from the California Governor's Office and Department of Public Health, as well as the
Kern County Health Officer, the City of Bakersfield hereby provides notice that the following
adjustments have been made:
1. Consistent with the Executive Order, KBBC members may attend the meeting via Zoom
or telephonically to participate in the meeting to the same extent as if they were
physically present.
2. The public may participate in this meeting and address the KBBC as follows:
• If you wish to comment on a specific agenda item, submit your comment via
email to the City Clerk at City_Clerk@bakersfieldcity.us no later than 12:00
p.m. on Thursday, July 8, 2021. Please clearly indicate which agenda item
number your comment pertains to. Comments are limited to 2 minutes.
• If you wish to make a general public comment not related to a specific
agenda item, submit your comment via email to the City Clerk at
City_Clerk@bakersfieIdcity.us no later than 12:00 p.m. on Thursday, July 9,

Public Participation and Accessibility
June 11, 2021 Keep Bakersfield Beautiful Committee Regular Meeting
On March 18, 2020, Governor Newsom issued Executive Order N-29-20, which includes a waiver of Brown Act provisions
requiring physical presence of the Keep Bakersfield Beautiful Committee (KBBC) members or the public in light of the
COVID-19 pandemic.
Based on guidance from the California Governor's Office and Department of Public Health, as well as the Kern County
Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides
notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order,
the following adjustments have been made:
1. The regular meeting scheduled for June 11, 2021 at 12:00 p.m. will have limited public access.
2. Consistent with the Executive Order, KBBC members may attend the meeting via Zoom or telephonically to

A. Select 1 of 2 Tentative Park Reservations for the KBB 20th Anniversary Event: Saturday, October 9, 2021
or Saturday, October 16, 2021. — Paul Yanez
Motion to approve October 16, 2021 at Yokuts Park for cleanup: Matthew Martin

Motion unanimously approved
1. Planning Committee met earlier in the week (Jenifer VanAlstein, Ray Scott, John Enriquez, Paul
Yanez, and City staff) to discuss ideas of a 20' anniversary dinner and promotional video
instead of a cleanup.
2. Ideas and concerns from KBBC
• Promotional video: Discussed if it would be produced by staff or outsourced.
Mayor and staff recommend in-house, because KBB would not need to fundraise for
the video and City Technology Services staff is capable to produce a quality video
with the current timeline. KBBC members estimate $5,000 —$8,000 for video. The
video could be used ongoing as a sponsorship and volunteer recruitment tool.
• October 2021 Dinner: Would honor KBB volunteers and contributors. It would be a
smaller event than GAC. The dinner could be strategized for a Thursday or Saturday.
KBBC members, Mayor, and staff expressed concerns about the tight timeline for
• October 2021 Luncheon: Several KBBC members, Mayor, and staff expressed a
preference for a luncheon that could also be an awards ceremony and/or
educational outreach workshop.
• Fox Theater might have the marquee available to recognize KBB's anniversary.
• Mayor asked what is the goal/outcome for this event and keep in mind the donors.
Donors donate to causes.
• Logistics Concerns: KBBC members, Mayor, and staff feel that 3 months or so is not
enough time to fundraise and execute an event like this for the first time, especially
coming out of pandemic restrictions, and many potential sponsors already budgeted
for this time period.

1. Jessica provided a balance update.
a. GET Bus provided specifics to enable KBB to purchase waste baskets for GET Bus stops in
Old Town Kern.
b. Received $5,000 sponsorship from Pacific Gas and Electric Company. How to earmark it
will be on an upcoming agenda.
B. Keep America Beautiful Community Appearance Index Tentatively Scheduled for Saturday, June 26, 2021
— Paul Yanez and Jessica Felix
1. Approved to do KAB Community Appearance Index on Saturday, June 26, 2021 with pandemic safety
protocols in mind. Jessica Felix emailed the information (survey routes, scoresheets, and guidelines)
for the Community Appearance Index to each KBBC member. Jessica will be available by
appointment if a KBBC member needs additional training.

• Jessica Felix: Eger to see what will happen with the reopening of the State.
• Brianna Carrier: City budget will be adding a Clean City Initiative Team specifically to the bike path and
potentially another Clean City Initiative Team or a Rapid Response Team.
VII. KBBC and Advisory Board Comments
• Cathy Butler: Mural request for electrical box at 19th St and M St. from a downtown businessperson: Jessica
Felix reminded Monica Cater of this repeat request recently. Mayor Karen Goh also spoke to the

• Sophia Felix: Will get with Brooks Douglas regarding an education schedule and will contact Bakersfield City
School District if they are allowing people to do presentations.

OLD BUSINESS:
Yard of the Season -
Resume this Fall - promote KBB website section on this in residential magazines
Illegal signs - Have not seen as many signs as use to around town.
DBA Block to Block -Brought back after Covid-19. Currently dealing with
Security with Short and long term goals. Then ready for beautification projects.
Old Town Kern - 3 Homes across from Luigi's - Hope to work with Tony
Martinez and the Rebuild Kern group to move forward with project.
Team: Association of Realtors, ADR Services, Tree Foundation and Luigi's!
