UNDERGROUND STORAGE TANKS
This specification and requirment is intended to provide guidance for underground storage removal activites. Note, this document is
provided as a general guideline and so not intended to be all - inclusive. Please refer to the appropriate laws and regulations for additional
information. Failure to obtain permit or abide by these guidelines may result in enforcement action.
Obtaining a Permit
A Permit to install or modify a UST must be obtained for this department prior to start of work. Failure to obtain a permit may result in
the issuance of an enformcent order. In order to obtain a pen-nit for the installation or modification of a UST system the following
information must be submitted to The Bakersfield Fire Department, Prevention Services section, located at 2101 H Street, Bakersfield,
CA 93301.
1. Bakersfield Fire Department - Billing and Permit Statement -Form FD2021
2. Payment of the appropriate fees
3. Three (3) complete sets of project plans to include: tank(s) size, current and past contents, location of tank(s) and piping, utilities,
structures, property lines and streets
4. Copy of CSLB License
5. Copy of workers comp insurance
6. Copy of State Hazardous Substance Removal Certificate
7. Copy of current City of Bakersfeld Business License
8. Copy of documentation of qua lification(s) - Manufacturer certifications, ICC certifications
9. Statement indicating whether tanks will be transported as hazardous or non - hazardous waste
THE UST REMOVAL PERMIT IS VALID FOR SIX(6) MONTHS
UST Removal as Hazardous or Non - Hazardous Waste
1. Hazardous Waste- Tanks to be removed and transported as hazardous waste must be dry iced at a ratio of not less then 201bs per
1,000 gallons of tank capacity. The uniform hazardous waste manifest must be used for all tanks an /or piping disposed as
hazardous waste.
2. Non - Hazardous Waste -Tanks and piping to be removed and transported non - hazardous waste must be triple- rinsed and certified by
a industrial hygienist. Tanks may not be lifted from the excavation until a copy of the certification for each tank and associated
piping has been presented to the Bakersfield Fire Department Inspector.
Underground Storage Tank Removal Procedures
Upon issuance of the permit, notify this department 48 hours prior to the start of project. An inspector of this department may visit, or
remain on the site verify compliance with these guidelines. A properly calibrated and serviced Combustable Gas Indicator must be
provided for determining LEL and /or oxygen concentrations.
The Site must be secured to prevent pedestrian and vehicular access and "NO SMOKING" signs shall be posted.
Laboratory Testing of Samples Tanked
All soil and water samples tanken as part of the tank removal project must be analyzed for hazardous material(s) and certain ingredients
present in the tank over the life of the tank by a labatory that is State Certified for all of the EPA approved test methods used.
