A RESOLUTION AUTHORIZING CITY STAFF TO MANAGE
THE CITY'S AVAILABLE WATER RESOURCES TO MEET CITY
DEMANDS IN 2021.
WHEREAS, each year the City reviews the hydrologic conditions such as snow depth
and snow accumulation in the Kern River watershed located in the southern Sierra Nevada;
and
WHEREAS, these hydrologic conditions include forecasts provided from California
Department of Water Resources (DWR) which correspond to snow melt and water runoff.in
the Kern River for the spring and summer months; and
WHEREAS, the City's primary water supply is from the Kern River; and
WHEREAS, the Kern River water forecast for 2021 from DWR is only 17% of normal which is
the 2nd driest year on record; and
WHEREAS, after determining current hydrologic conditions, City staff reviewed its water
supplies and demands for 2021 and provided a Water Management 2021 report to the City of
Bakersfield's Water Board on June 21, 2021; and
WHEREAS, this 2021 Water Management Report included water general management
decisions to meet City's water demands; and
WHEREAS, due to limited surface water supplies and the City having a need for all of its
available water, staff determined that water sales to local agricultural water districts per
existing agreements which include the 1961 Rosedale -Rio Bravo Water Storage District, North
Kern Water Storage District under the Extension Term of Agreement 76-89, and other similar
contracts would not occur; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:
The above recitals are true and correct and incorporated herein by reference.
2. The Council hereby authorizes City staff to manage its available water resources
to meet City demands in the manner presented to the Water Board.
