The goal of the Code Enforcement Section is to be able to adequately address all complaints in
a timely fashion while also being more proactive on blighted areas throughout the City. The
proposed staffing allows Code Enforcement to deliver "something better' to all residents of the
City. The adoption of the 2021-2022 budget allowed the Development Services Department to
expand staffing levels further. in Code Enforcement in order to support expansion of program
needs within the community.
Phase 1 of Measure N, in Fiscal Year 19-20, restored and expanded services to the residents of
Bakersfield, in accordance with the following Measure N Spending Priorities:
Goal #5: Keeping public areas safe and clean.
Goal #9: Reducing homelessness, through partnerships with service providers to increase
outreach, sheltering and construction of affordable housing.
Goal #10: Addressing the fiscal stability of the City of Bakersfield.
Goal #11: Creating jobs through economic development, business retention/ attraction and
workforce development
Goal #12: Enhancing amenities throughout the community to improve the quality of life and
attract visitors.
Goal #13: Enhancing neighborhoods through additional code enforcement and improved park
maintenance.
A Rapid Response Team (RRT) within the Code Enforcement Section of the Building Division
was initiated to support these activities. Since that time, approximately twenty-six (26) specialized
staff positions have been added, or restored, within the Development Services Department. The
FY 21-22 request included a management position to directly oversee the growing Code
Enforcement operations. The draft specification, Code Enforcement Manager, defines the
essential duties and minimum qualifications for the position.

The Bakersfield Municipal Code provides that if the duties and responsibilities of an
employee within a class are sufficiently like. the duties and responsibilities of a
position of another class, the position may be reclassified to an appropriate position
(Section 2.72.070 — Reclassification) . Such actions are subject to certification of the
appropriate civil service board.
With adoption of the 2021-2022 budget, Economic Community Development (ECD)
was appointed as a department within the City's organization structure. While
previously an operating division of the Development Services Department, an
increase to community program needs justified the department designation, as
well as continuous review of the staffing model to support core programs.
Human Resources is recommending the reclassification of one (1) Associate
Planner I position to the classification of Associate Planner II. The current
incumbent, Nichol Ruiz, is employed with the ECD Department and supports the.
efforts in the Homeless Services Unit. Upon research and review of the employee
job duties, it has been determined that Ms. Ruiz has been performing the duties
within the job scope of a higher classification. Activities and duties being performed
include, but are not limited to:
Independently completes extensive and complex projects of the ESG
Program: Emergency Shelter, Homeless Outreach and Rapid Rehousing.
Manages sub -recipients and helps to develop projects that are in line with.
regulations and City priorities.
• Possesses specialized program knowledge including; IDIS online system for
reporting and the SAGE Emergency Solutions Grant online reporting system.
Prepares reports including ESG CAPER through the SAGE System which
included data collection from all grant recipients, data management and
uploading into the SAGE system, technical assistance to homeless serving
organizations and interpretation of data to complete the ESG CAPER.
• Interprets and applies laws and regulations of the Emergency Solutions
Grant, the McKinney Vento Act, Homeless Housing Assistance Program and
ESG CARES Act. Answers community inquiries. on project eligibilities and
consistencies with City Plans. _
• Develops trusted relationships with homeless service providers, providing
guidance on project and budget development, reporting, and guidance on
City, State and Federal regulations.
• Performs detailed financial analysis of project reimbursement requests for
regulation compliance.
• Serves as liaison to the Brundage Lane Navigation Center.

Therefore, based on the above, I recommend Ms. Ruiz be reclassified from
Associate Planner I position to Associate Planner II, because of the independence
and increasing complexity of assignments. Ms. Ruiz has fully demonstrated the skills
required of the proposed position and performs essential job duties.
Budget allocations for the Associate Planner II position were included in the FY
2021-22 budget and no additional allocations are required based on the
reclassification request.
