HomeMy WebLinkAboutRES NO 148-2021 RESOLUTION NO. 148 - 2021 RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD DISPENSING WITH BIDDING PROCEDURES DUE TO EMERGENCY GRANULAR ACTIVATED CARBON CHANGE OUT FOR TCP MITIGATION FOR THE CITY OF BAKERSFIELD DOMESTIC WATER SYSTEM. WHEREAS, the City of Bakersfield owns a domestic water system on the west side of Bakersfield); and WHEREAS, the system utilizes newly constructed well head treatment consisting of a total of fifty-five (55) granular activated carbon (GAC) vessel pairs at multiple well sites; and WHEREAS, this treatment is required for the removal of the groundwater contaminant 1,2,3-Trichloropropone ("TCP"). From time to time, the GAC media becomes ineffective and is required to be removed and replaced with virgin GAC; and WHEREAS, currently the City is advertising a Request for Qualifications and Proposal ("RFQ&P") to GAC suppliers to provide these services on a long term basis; and WHEREAS, presently there are five sites that are in need of an immediate changeouts; and WHEREAS, under emergency authorization from the City Manager's Office, the Water Resources department selected Aqueous Vets to provide these services. These services are anticipated to be complete by end of August, 2021; and WHEREAS, all future changeouts will be executed under an agreement with one or more GAC suppliers selected from the previously mentioned RFQ&P process. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and are incorporated herein by reference. p��AKr9i1' OF13;NAL 2. Based on the facts included in the above recitals, engineering consulting support, design/build contracting, vendor supplies, construction installation performed by various contractors, and necessary ancillary services are of urgent necessity for the preservation of life, health or property, thereby allowing the dispensing of bidding requirements as set forth in Section 136 of the City Charter and Section 3.20.060 of the Bakersfield Municipal Code. 3.
