ROLL CALL Present: Mayor Goh, Councilmembers Arias, Gonzales, Gray, Parlier (participated by telephone) Absent: Weir, Smith, Freeman 2. INVOCATION by Recreation and Parks Director Anthony. 3. PLEDGE OF ALLEGIANCE by Councilmember Gray. 4. PRESENTATIONS None. 5. PUBLIC STATEMENTS a. Tom Lingo made comments regarding the need for additional affordable housing in Central and Southeast Bakersfield. b. Curtis Bingham, Sr. expressed appreciation to the City Council and law enforcement. C. Emprezz Nontzikelelo spoke regarding the need for safe and clean community and affordable housing. Councilmember Gonzales requested staff follow up with Ms. NonWkelelo regarding her comments and street improvements that are planned for the area from California Avenue to East Truxtun Avenue, and Union Avenue to Brown Street. d. Ocie Crawford, The True Love Tribe, invited the Council to an awards banquet honoring law enforcement on September 181h. e. Morci Cunningham and Marion Vargas spoke in support of prohibiting e-bikes on equestrian trails; and both submitted written material. 3918 Bakersfield, California, August 4, 2021- Page 2 5. Eddy Laine made comments regarding cleanup efforts at San ■ Miguel Grove and along the Kern River Parkway and stated ri additional cleanup is needed; and submitted photographs. Mayor Goh requested additional clarification be issued regarding the capabilities of the Clean City Teams that respond to the Kern River Parkway. g. Emma de la Rosa, Leadership Counsel for Justice and Accountability, made comments regarding the affordable housing trust fund program. h. Peter Friedman emailed comments in support of repealing Measure N. 1. Emily Clark emailed comments in support of placing a behavioral health clinician in the BPD Communications Center. 6. Adoption of ordinance amending Bakersfield Municipal Code Section 1.12.010 by adding Annexation No. 702 consisting of 49.23 gross acres located on the southwest corner of East Panama Lane and Cottonwood Road intersection. Adoption of an ordinance amending Bakersfield Municipal Code Section 17.06.020 by changing the official zoning map from R-2 (Limited Multiple-Family Dwelling) and R-3 (Multiple-Family Dwelling) to R-4 (High Density Multiple-Family Dwelling) on 0.64 acres located at 2323 Chester Lane. Adoption of an ordinance amending Bakersfield Municipal Code Section 17.06.020 by changing the official zoning map from R-1 (One Family Dwelling) to M-1 (Light Manufacturing) on 3.5 acres located on Santa Fe Way approximately 0.25 miles south of Renfro Road. Adoption of an ordinance amending Bakersfield Municipal Code Section 17.06.020 by changing the official zoning map from C-O (Professional and Administrative Office) to C-1 (Neighborhood Commercial) on 0.15 acres located at 1108 H Street. (FR 7/14/2021) ORD 5060 Resolutions: h. Resolution confirming approval by the City Manager designee of the Chief Code Enforcement Officer's report regarding assessments of certain properties in the City for which structures have been secured against entry or for the abatement of certain weeds, debris and waste matter and authorizing collection of the assessments by the Kern County Tax Collector. RES 133-2021 i. Resolution determining that parts and services required for the air diffusers located at Wastewater Treatment Plant No. 3 cannot be reasonably obtained through the usual bidding procedures and authorizing the Finance Director to dispense with bidding therefor, not to exceed $255,000. Resolution determining that thirteen John Deere@ mowers can most efficiently be obtained through cooperative procurement bidding procedures from John Deere@ Company and authorizing the Finance Director to dispense with bidding thereof, not to exceed $196,000. RES 136-2021 I. Resolution dispensing with bidding for emergency bypass pumping and authorizing repair of two sewer lift stations. 1 . Resolution dispensing with bidding for the McCutchen Lift Station repairs, not to exceed $170,000. RES 137-2021 2. Resolution dispensing with bidding for the Bank Street Lift Station repairs, not to exceed $220,000. RES 138-2021 M. Memorandum of Understanding (MOU) between the City of Bakersfield Police Department and the County of Kern Behavioral Health and Recovery Services ($135,000) to place a Behavioral Health Clinician in the BPD Comm Center. AGR 2021-182 ag. Approve design/build agreement with PlayCore Wisconsin, Inc. DBA GameTime (not to exceed amount of$6,235,182), for the design/build of playground equipment, outdoor fitness equipment, site accessories, surfacing and other related products and services. AGR 2021-183 City Clerk Drimakis announced a staff memorandum was received regarding item 8.s., transmitting the Bakersfield City School District board agenda item printout showing the agreement was approved and advising the signed agreement was not available at the time of the publication of the agenda. Motion by Counclimember Gonzales to adopt Consent Calendar items 8.a. through 8.og. Motion passed with Vice-Mayor Weir, Councilmember Smith, and Councilmember Freeman absent. 9. Public Hearing to consider a resolution ordering the summary vacation of road right-of-way along the old alignment of Kern Canyon Road, which has been superseded by a new alignment. RES 143-2021 C. Public hearing to consider a resolution ordering the vacation of the most southern five feet of a ten-foot public utility easement located within Lot 68 of Tract 6452, Phase 3, along Garden View Lane. NEW BUSINESS None. 3925 Bakersfield, California, August 4, 2021- Page 9 14, COUNCIL AND MAYOR STATEMENTS Councilmember Gray expressed gratitude for the "In God We Trust" sign displayed in the Council Chambers. Councilmember Gray spoke regarding the ribbon cutting event held for affordable housing units at 119 L Street. City Manager Clegg made staff comments regarding the City's efforts on affordable housing projects. Councilmember Arias thanked staff for street repairs performed in the Carnation tract. Councilmember Gonzales made comments regarding the approval of the agreement to place a Behavioral Health Clinician in the BPD Communications Center; stated projects like this and affordable housing have been made possible by Measure N funds; and expressed appreciation to the community for their support. Mayor Goh made comments and expressed sympathy for the loss of Kern County Sheriff's Deputy Phillip Campos; a memorial service is scheduled for Friday, August 6, 2021, at 11:00 a.m., at the Mechanics Bank Arena. 15.
