4. APPROVAL OF MINUTES
A motion was made by Mr. Anderson and seconded by Mr. Lucas to approve the
minutes for the Regular Meeting of June 2, 2021
5. NEW BUSINESS
a. NOTIFICATION OF PSYCHOLOGICAL APPEAL(S) - Ashley Zambrano advised the
commissioners that pursuant to Police Civil Service Rule 9.03, candidates may
appeal the results of their psychological examination by filing a written request
for review. The Bakersfield Police Department has received two psychological
examination appeals for the academy that is scheduled to start July 12, 2021.
Pursuant to Police Civil Service Rule 9.04, the City Attorney's Office has sent a
letter to each appellant advising them of the appeal process with a copy of the
relevant rules. Ms. Zambrano advised the commissioners the appellants have
30 days from the date the letter was mailed to select a POST approved
psychologist to conduct another psychological evaluation: the results of that
evaluation will then be forwarded to the City's appointed psychologist for
review and recommendation. Ms. Zambrano said she would update the
commissioners at the next meeting if there are additional appeals.

b. JOB SPECIFICATION REVISION(S)-Shayla Woods-Collinssubmitted proposed job
specification revisions for Police Trainee #41430 and Police Officer #41250,
along with the current job specifications which were last revised in 1989. Ms.
Woods -Collins advised that the revisions include updates to verbiage for
clarification of minimum qualifications in accordance with POST guidelines.
I. POLICE TRAINEE #41430- Mr. Lucas made a motion toapprove the proposed
revisions to the Police Trainee #41430job specification, with additional edits
as noted orally to include minor grammatical and capitalization edits, and
the addition of verbiage of the end of the 4m bullet point of the Training and
Experience section of the Minimum Qualifications to read "in compliance
with Government Code Section 1031"; the motion was seconded by Mr.
Anderson and carried unanimously.
POLICE OFFICER #41250 - Mr. Lucas made a motion to approve the
proposed revisions to the Police Officer #41250 job specification, with
additional edits as noted orally to include minor grammatical and
capitalization edits, the addition of verbiage in the 4th bullet point of the
Training and Experience section of the Minimum Qualifications to read "in
compliance with Government Code Section 1031 ", and the addition of a
bullet point under the Ability To section to read "Ability to present credible
testimony under oath in civil and criminal courts." The motion was seconded
by Mr. Anderson and carried unanimously.
C. EXTENSION OF ELIGIBLE LIST - POLICE LIEUTENANT # 01345 - Sandra Duncan
submitted the current Police Lieutenant Eligibility List #01345 and requested it be
extended until March 3, 2022. Mr. Anderson made a motion to extend Police
Lieutenant Eligibility List #01345 through March 3, 2022; it was seconded by Mr.
Lucas. The motion was carried unanimously.
d. REINSTATEMENT REQUEST FOR POLICE TRAINEE - CRYSTAL HOFFMANN - Sandra
Duncan submitted a reinstatement request from Crystal Hoffman, as well as a
memorandum from Human Resources outlining the reinstatement request. Ms.
Hoffman would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Duncan advised that Ms. Hoffman resigned in good
standing from the Police Trainee position June 19, 2021. Police Chief Greg Terry
has been contacted regarding this request and he recommends Ms. Hoffman
be placed on the reinstatement list for Police Trainee, which will remain valid for
one year. Mr. Lucas made a motion to approve the reinstatement of Crystal
Hoffman; the motion was seconded by Mr. Anderson and carried unanimously.
e. CERTIFICATION OF ANIMAL CONTROL OFFICER, EXAMINATION #01486 - Tracy
Sunkes submitted Animal Control Officer Eligibility List, Examination #01486 to the
Commission for review and certification of five candidates. The list was made
available on screen for Mr. Anderson who was attending via Zoom. Mr.
Anderson made a motion to certify Animal Control Officer Eligible List #01486;
the motion was seconded by Mr. Lucas and carried unanimously.
I. NEPOTISM WAIVER REQUEST(S) FOR ANIMAL CONTROL OFFICER CANDIDATE(S) -
Tracy Sunkes advised that as a result of the Animal Control Officer Eligible List,
she is submitting two Nepotism Waiver Requests to the Commission for review
and approval for Animal Control Officer candidates Melissa Ramirez and Logan
Sporer. Ms. Sunkes advised the Nepotism Waiver Requests were reviewed by

Assistant Chief Mike Hale and he recommends approval. Mr. Lucas made a
motion to approve the Nepotism Waivers for Animal Control Officer Candidates
Melissa Ramirez and Logan Sparer; the motion was seconded by Mr. Anderson
and carried unanimously.
6. COMMISSIONER COMMENTS
Mr. Anderson thanked Human Resources and the City Attorney for their flexibility in
working out a solution for job specification edits.
7. ADJOURNMENT
There being no further business, the meeting was adjourned at 9:16 a.m.
