RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF
BAKERSFIELD'S APPLICATION FOR THE HOMELESS HOUSING,
ASSISTANCE AND PREVENTION PROGRAM ROUND THREE AND
AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE
THE NECESSARY DOCUMENTS WITH THE STATE OF CALIFORNIA,
HOMELESS COORDINATING AND FINANCING COUNCIL, TO
RECEIVE FUNDING.
WHEREAS, the State of California, Homeless Coordinating and Financing Council
(HCFC) will issue an Agreement to Apply for its Homeless Housing, Assistance and
Prevention Program Round 3 (HHAP- 3) on or before September 15, 2021; and
WHEREAS, the City Council of the City of Bakersfield desires to submit a project
application for HHAP- 3 to support regional coordination and expand or develop local
capacity to address City's immediate homelessness challenges, and will submit a HHAP-
3 Agreement to Apply as released on or before September 15, 2021; and
WHEREAS, HCFC is authorized to provide an estimated grant amount of
$3,990,136.37 under HHAP- 3 for assistance to local governments (as described in Health
and Safety Code section 50218 related to the HHAP Program).
NOW, THEREFORE, The City Council of the City of Bakersfield Resolves as follows:
1. The above recitals are true and correct and are incorporated herein by reference.
2. The City Staff is hereby authorized and directed to apply for and submit to HCFC
the 2021 HHAP- 3 application in the amount of approximately $3,990,136.37.
3. In connection with the HHAP- 3 grant, if the application is approved by HCFC, the
City Manager is authorized to enter into, execute, and deliver a State of California
Agreement (Standard Agreement) for the amount of $3,990,136.37, and any and
all other documents required or deemed necessary or appropriate to evidence
and secure the HHAP- 3 grant, the City's obligations related thereto, and all
amendments thereto (collectively, the "HHAP- 3 Grant Documents").
4. The City shall be subject to the terms and conditions as specified in the Standard
Agreement, the Homeless Housing, Assistance and Prevention Program
Guidelines, and any applicable HHAP- 3 guidelines published by HCFC. Funds are
to be used for allowable expenditures as specifically identified in the Standard
Agreement. The application in full is incorporated as part of the Standard
Agreement. Any and all activities funded, information provided, and timelines
represented in the application will be enforceable through the executed
Standard Agreement. The City Council hereby agrees to use the funds for eligible

uses in the manner presented in the application as approved by HCFC and iI
accordance with the HHAP- 3 Agreement to Apply, HHAP- 3 NOFA, HHAP-
Program Guidelines, and Homeless Housing, Assistance and Prevention Program.
5. The City Manager is authorized to execute the City of Bakersfield HHAP- 3
Agreement to Apply, HHAP- 3 application, the HHAP- 3 Grant Documents, and
any amendments thereto, on behalf of the City as required by the Council for
receipt of the HHAP- 3 Grant.
