CANDIDATE FOR FACILITY WORKER - R01533
Barbara Muniz has successfully competed In the examination process for the position of Facility
Worker and placed on the eligible list for the some. Her husband, Juan Muniz, is currently employed
as a Service Maintenance Worker in the Parks Division of the Recreation and Parks Department. Due
to the possibility of Barbara being considered for `e Facility Worker position, the'.ssue of nepotism
must be addressed.
The following information has been compiled for your review and determination of whether nepotism
creates an adverse impact on supervision, safety, security or morale.
SUMMARY OF DUTIES
A summary of the responsibilities for Facility Worker is as follows: This is an entry-level, multi -divisional
classification for use in Recreation & Parks, and Public Works or other related departments. Under
direct supervision, performs routine and semi -skilled manual work of limited difficulty in the

Streets:
• Supervises and plans routine/special maintenance and cleaning of City streets

Water:
• Supervises field and dispatch activities relating to river operations, and/or the
City owned domestic water services, City owned/operated canal capacities
and consumer water deliveries;
• Supervises weed control to insure proper chemical application; inspects, reports
and schedules maintenance of all City owned/operated Kern River canals, weirs,
headgates, water delivery gates and stormwater drainage basins;

DISTINGUISHING CHARACTERISTICS:
The incumbent is responsible for assisting the Division Head in varied administrative and
programmatic areas. This class is distinguished from the Division Head in that the latter
has full management responsibility for division operations. This class is distinguished from
Supervisor I in that the latter is an entry-level supervisory position that does not require
college education or lead/supervisory experience. Supervisor I is a "supervisor -in -
training" position not required to perform the more complex report writing, analytical,
administrative or budgetary tasks. The focus of the Supervisor I is that of a "working
supervisor" who oversees field operations. The Supervisor II position is intended to
function both as an 'operations" and "administrative" supervisor requiring previous
lead/supervisory experience, college education, administrative, analytical, computer
and report writing skills, or an equivalent combination of training and experience which
provides the capabilities to perform the described job duties.

The Municipal Code provides that if the duties and responsibilities of an employee
within a class are sufficiently like the duties and responsibilities of a position of
another class, the position may be reclassified to an appropriate position (Section
2.72.070 - Reclassification). Such actions are subject to certification of the
appropriate civil service board.
Human Resources is recommending the reclassification of one (1) Maintenance
Craftworker I position to the classification of Maintenance Craftworker II. The
current incumbent, William Tillman, is employed with the Water Resources
Department. Upon evaluation and review of the employee's job duties, it has
been determined that the employee has been performing the duties within The job
scope of the higher classification:
"This is a multi -divisional classification for use in the Fire, Public Works, Recreation &
Parks or other departments. Under general supervision, leads, oversees and
performs skilled journey -level work on multiple projects in construction, remodeling,
maintenance and repair of City facilities, properties and equipment; makes
recommendations regarding staff, materials and supplies needed for projects by
assessing requirements and calculating costs; and performs other work as
required.."
The Maintenance Craftworker I and 11 are distinguished by:
"This is a lead, skilled journey level in the trades series. This class is distinguished from
a supervisor or manager in that the Maintenance Craftworker II is a lead worker
while the supervisor or manager has full supervisory authority. This class is
distinguished from Maintenance Craftworker I in that the Maintenance Craftworker
11 schedules and leads multiple projects while the Maintenance Craftworker I may
lead a single crew. Maintenance Craftworker 11's are lead workers for Maintenance
Craftworker I's."
Therefore, based on the above, I recommend this employee be reclassified from
Maintenance Craftworker I position to Maintenance Craftworker II because of the
advanced skill set and project lead role. Mr. Tillman has fully demonstrated the skills
required of the position and performs essential job duties.
Budget allocations for the Maintenance Craftworker II position were included in the
FY 2021-22 budget and no additional allocations are required based on the
reclassification request.
