Ms. Martinez and Pryscyla Russell accepted the proclamation and
made comments.
b. Proclamation to KC the Bull and Kern County Fair Chief Executive
Officer, Mike Olcott, declaring September 22 -October 3, 2021 as
Kern County Fair Days.
Mr. Olcott accepted the proclamation and made comments.

a. Rich O'Neil (submitted written material) and Marci Cunningham
spoke in opposition to e -bikes on equestrian and pedestrian trails.

C. Ed Gaede, Chairman of the Kern County World War II Veteran's
Memorial, spoke in support of item 8.g., and expressed
appreciation to the Mayor and City Council.
d. Nadine Escalante spoke regarding the stipulated judgement
between the California Department of Justice and the Bakersfield
Police Department.
e. Johanna Coronado expressed concern with the redistricting
process and submitted written material.
f. Michael Turnipseed, Kern County Taxpayers Association, made
comments regarding a recent TCC community meeting and
shared a video from the City of Pittsburgh.
g. Cheryl Lehn, Nisei Farmers League, emailed comments regarding
immigration reform.

a. Public Hearing to consider the vacation of all that portion within
Parcels "B" and "C' of the Irrevocable Offer of Street Dedication
recorded in Book 5922, Page 479, Official Records, recorded
October 1, 1986, located partially within 3333 Fairfax Road and the
vacant portion of 7000 College Avenue.
(Staff recommends adoption of the resolution.)

City Manager Clegg staff comments and provided PowerPoint
presentation.

b. Quarterly Homeless Update Part 1: Presentation by Executive
Director of the Bakersfield Kern Regional Homeless Collaborative.
(Staff recommends the Council receive and file the presentation.)
Anna Loven and Deborah Johnson, Bakersfield Kern Regional
Homeless Collaborative, made comments and provided a
PowerPoint presentation.
Councilmember freeman requested information about the total
number of Individuals experiencing homelessness broken up by
subgroups.
Councilmember Gonzales requested staff continue to research
alternative solutions to target the specific subgroups that continue
to be problematic to provide services.
Motion by Vice -Mayor Weir to receive and Me the presentation.

C. Quarterly Homeless Update Part 2: Presentation by Executive
Director of Mercy House on the progress at the Brundage Lane
Navigation Center.
(Staff recommends the Council receive and file presentation.)
Theo Dues and Victor Palacio made comments and provided a
PowerPoint presentation.
Motion by Vice -Mayor Weir to receive and the the presentation.
Motion passed.
d. Quarterly Homeless Update Part 3: Presentation by the City
Attorney's Office and the City Manager's Office on a comparative
analysis of the City of Los Angeles' ordinance regarding homeless
encampments and the City of Bakersfield's current municipal code
language.
(Staff recommends the Council receive and file the presentation.)
Deputy City Attorney Rudnick and Assistant to the City Manager
Valdez made staff comments and provided a PowerPoint
presentation.
Councilmember Parker requested staff continue to review
analytical data on individuals experiencing homelessness.
Councilmember Gray requested staff provide information on the
space needs and capacities at the Brundage Lane Navigation
Center, as well the total number of individuals being turned away
on an ongoing basis.
Motion by Vice -Mayor Weir to receive and rile the presentation.

13. NEW BUSINESS
a. League of California Cities Annual Conference appointment of
voting delegate(s) and City position on conference resolutions.
(City staff recommends the City Council appoint a voting delegate and alternate
delegate(s) and adopt City staffs recommended positions on the League
proposed resolutions.)

Motion by Councilmember Gray to nominate Mayor Goh as the
voting delegate, and Councilmember Arias as the alternate
delegate. Motion passed.
Motion by Vice -Mayor Weir to approve the staff recommendations
on the resolutions proposed by the League of California Cities.
Motion passed.
14. COUNCIL AND MAYOR STATEMENTS
Councilmember Gray requested staff provide additional information on HR
1602, Farm Workers Modernization Act of 2021, provided by Nisei Farmer
League for Council determination of the September I P City Council
meeting.
15. ADJOURNMENT
Mayor Goh adjourned the meeting at 8:16 p.m.
