MAGARGEE, PG, CHG CONSULTING HYDROGEOLOGIST 6730 Canaletto Avenue Bakersfield, CA 93306 (661) 205-7000 mrmagargee@gmail.com August 31, 2021 Mr. Malcolm Moore Bakersfield Fire Department Prevention Services Division 2101 H Street, Floor 2 Bakersfield, California 93301 TANK CLOSURE SOIL SAMPLING REPORT FOR THE KERN HIGH SCHOOL DISTRICT TRANSPORTATION DEPARTMENT 3701 EAST BELLE TERRACE, BAKERSFIELD, CALIFORNIA (BFDPSD FACILITY NO. 15-021-003244 AND PERMIT TO ABANDON 21-10000359) Dear Mr. Moore: The Kern High School District (KHSD) Transportation Department contracted with Falcon Services & Construction, LLC (Falcon) to abandon a 1,000-gallon underground waste oil storage tank (UST) in place due to the proximity of the UST to the service building at the site. The site is identified as Bakersfield Fire Department Prevention Services Division (BFDPSD) Facility No. 15-021-003244 and the tank abandonment was performed under the BFDPSD Permit to Abandon (PTA) 21-10000359 (see Attachment 1 for the BFDPSD PTA 21-10000359). Mark R. Magargee, PG, CHg (MRM) was contracted by Falcon to conduct soil sampling and preparation of this Tank Closure Soil Sampling Report. SITE DESCRIPTION The site is located at 3701 East Belle Terrace, Bakersfield, Kern County, California (see Figure 1 - Site Location Map). The site is located within the southwest quarter of Section 3, Township 30 South (T30S), Range 28 East (R28E), Mount Diablo Base and Meridian (MDBM). The site elevation is approximately 355 feet above mean sea level (MSL). The topography at the site slopes gently to the south. The site is located on the south side of Belle Terrace, approximately 2,000 feet to the east of Mount Vernon Avenue and a quarter mile to the south of State Route 58 (see Figure 2 - Site Vicinity Aerial). The site is identified as Kern County Assessor’s Parcel Number (APN) 173-200-07-00-0 (see Figure 3 – Assessor’s Parcel Map). The site is the vehicle service facility for the KHSD Transportation Department. The facilities include the service building, fueling facilities, and the subject 1,000-gallon waste oil UST, which as abandoned in place due to the proximity of the UST to the service building at the site (see Figure 4 - Plot Plan). KHSD Transportation 3701 East Belle Terrace Bakersfield, California August 31, 2021 - Page 2 TANK CLOSURE SOIL SAMPLING On August 17, 2021, the 1,000-gallon waste oil UST was abandoned in place. MRM was contracted to provide a California Professional Geologist (PG) to collect soil samples at the direction of Mr. Malcolm Moore with the BFDPSD from locations adjacent to the western side of the UST. Soil samples TK-1-2 and TK-1-6 were collected from two and six feet beneath the depth of the invert of the waste oil UST (see Figure 4 for the sample locations and Attachment 2 for a Photographic Log). All sampling equipment was washed with a non-phosphate cleanser, pre-rinsed with tap water, and finally rinsed with deionized water prior to sampling. The soil samples were collected from the backhoe bucket and were stored in 1 1/2-inch-diameter stainless steel tubes, sealed with Teflon™ liners and end caps, labeled, placed in an ice chest at a temperature of less than 4°C, and transported to a California State-certified laboratory for analysis. Sample identification and chain-of-custody procedures were followed for the samples to ensure sample integrity and to document sample possession from the time of collection to the ultimate destination. The sample labels identified the job number, sampler, date and time of collection, and a sample number unique to each sample. The soil samples were analyzed at BC Laboratories, Inc. (BC Labs) for Total Petroleum Hydrocarbons (TPH) as oil using US Environmental Protection Agency (EPA) Method 8015M; a full list of volatile organic compounds (VOCs) using EPA Method 8260C, and the California Code of Regulations Title 22 metals using EPA Method 6010B. TPH as oil and the full list of VOCs were not detected above either the minimum reporting level (MRL) or the method detection limit (MDL) in the soil samples. Five of the 17 CCR Title 22 metals were not detected above either the MRL or MDL. Arsenic, barium, chromium, cobalt, copper, lead, nickel, vanadium, and zinc were detected at maximum concentrations of 9.1, 69, 19, 5.4, 7.1, 4.6, 9.6, 23, and 33 mg/kg, respectively, and beryllium, cadmium, mercury, and molybdenum had estimated J Flag values of 0.37J, 0.30J, 0.019J, and 0.099J mg/kg, respectively, which are estimated values that are less than the MRL but in excess of the MDL. All of the metals detected were less than 1/10 of their respective CCR Title 22 Total Threshold Limit Concentrations (TTLCs) and consistent with the concentrations of these metals in the near surface soils in the Bakersfield area (see Table 1 - Summary of Soil Sample Analytical Results and Attachment 3 for the Laboratory Report). KHSD Transportation 3701 East Belle Terrace Bakersfield, California August 31, 2021 - Page 3 CONCLUSIONS AND RECOMMENDATIONS Based upon the laboratory results of the soil samples, TPH as oil and the full list of VOCs were not detected and the CCR Title 22 metals which were detected, were detected at concentrations less than 1/10 of their respective CCR Title 22 TTLCs and consistent with the concentrations of these metals in the near surface soils in the Bakersfield area. Therefore, MRM recommends that the BFDPSD issue a No Further Action (NFA) determination in association with the in place abandonment of the 1,000-gallon waste oil UST at the site. This report has been prepared for the exclusive use of Falcon Service & Construction, LLC as it pertains to the soil sampling conducted in association with the in place abandonment of the 1,000-gallon waste oil UST at the KHSD Transportation Department, which is located at 3701 East Belle Terrace, Bakersfield, Kern County, California.
