Randy Raymond contracted with Kern County Construction, Inc. (KCC) to abandon a 1,000-gallon
underground storage tank (UST) at the site. The tank removal was performed under Bakersfield Fire
Department Prevention Services Division (BFDPSD) Permit to Abandon (PTA) 21-10000346
(see Attachment 1 for the BFDPSD PTA 21-10000346). Mark R. Magargee, PG, CHg (MRM) was
contracted by KCC to prepare this Tank Closure Soil Sampling Report.
SITE DESCRIPTION
The site is located at 1001 Niles Street, Bakersfield, Kern County, California (see Figure 1 - Site Location
Map). The site is located within Section 28, Township 29 South (T29S), Range 28 East (R28E), Mount
Diablo Base and Meridian (MDBM) The site elevation is approximately 470 feet above mean sea level
(MSL). The topography at the site slopes gently to the southwest. The site is located on the south side of
Niles Street and east side of Owens Street, approximately 1,000 feet to the south of State Route 178, and
a mile to the east of downtown Bakersfield (see Figure 2 - Site Vicinity Aerial). The site is identified as
Kern County Assessor’s Parcel Number (APN) 015-220-01-00-5 (see Figure 3 – Assessor’s Parcel Map).
The site is currently a vacant lot that was the location of an inactive 1,000-gallon underground storage
tank (UST) (see Figure 4 - Plot Plan).
TANK CLOSURE SOIL SAMPLING
On August 18, 2021, the 1,000-gallon UST was removed from the site. Prior to removal of the UST, the
UST was triple rinsed by Adams Services, Inc. (Adams) and 75 gallons of rinsate was transported by
Adams under hazardous waste manifest to World Oil Recycling in Compton, California (see Attachment 2

for the Hazardous Waste Manifest). Subsequently the BFDPSD authorized removal and loading of the
UST on a trailer for transport by Adams to the S A Recycling in Bakersfield, California (see Attachment 3
for the Tank Disposition Forms). Upon removal of the UST, KCC provided a technician to collect soil
samples at the direction of Mr. Malcolm Moore with the BFDPSD from locations beneath the western and
eastern ends of the UST. Soil samples TK-1-2 and TK-1-6 were collected from two and six feet beneath
the invert at the western end of the UST and soil samples TK-1E-2 and TK-1E-6 were collected from two
and six feet beneath the invert at the eastern end of the UST (see Figure 4 for the sample locations and
Attachment 4 for a Photographic Log documenting the tank removal and soil sampling). The soil samples
were transported under chain-of-Custody document to Zalco Laboratories, Inc. (Zalco) where the four
samples were analyzed for Total Petroleum Hydrocarbons (TPH) as gasoline, diesel, and motor oil using
US Environmental Protection Agency (EPA) Method 8015M; a full list of volatile organic compounds
(VOCs) using EPA Method 8260C, and the California Code of Regulations Title 22 metals using
EPA Method 6010B.
TPH as oil and the full list of VOCs were not detected above the minimum reporting level (MRL) in the
four soil samples, with the exception of TPH as motor oil, which was detected at a concentration of
58.6 milligrams/kilogram (mg/kg) in soil the sample at two feet beneath the eastern end of the UST
(TK-1E-2) but was not detected in the soil sample collected from six feet beneath the eastern end of the
UST (TK-1E-6). Seven of the 17 CCR Title 22 metals were not detected above the MRL.
Arsenic, barium, beryllium, cadmium, chromium, cobalt, copper, lead, mercury, molybdenum nickel,
vanadium, and zinc were detected at maximum concentrations of 2.4, 110, 15, 18, 20, 0.14, 370, 15, 27,
and 50 mg/kg, respectively. All of the metals detected were less than 1/10 of their respective CCR Title
22 Total Threshold Limit Concentrations (TTLCs) and consistent with the concentrations of these metals
in the near surface soils in the Bakersfield area (see Table 1 - Summary of Soil Sample Analytical Results
and Attachment 5 for the Laboratory Report).
The State Water Resources Control Board’s (SWRCB’s) Low Threat UST Case Closure Policy (Policy) for
commercial and industrial use properties specifies maximum benzene concentrations of 8.2 and 12 mg/kg
for the intervals from surface to 5 feet below grade (fbg) and 5 to 10 fbg, respectively; maximum
ethylbenzene concentrations of 89 and 134 mg/kg for the intervals from surface to 5 fbg and 5 to 10 fbg,
respectively: and maximum naphthalene concentrations of 35 and 35 mg/kg for the intervals from surface
to 5 fbg and 5 to 10 fbg, respectively. Benzene, ethylbenzene, and naphthalene were not detected in the
soil samples. Therefore, the concentrations of benzene, ethylbenzene, and naphthalene are less than
the limits specified in the Policy.

CONCLUSIONS AND RECOMMENDATIONS
Based upon the laboratory results of the soil samples, TPH as gasoline, diesel, and motor oil and the full
list of VOCs were not detected with the exception of a single detection of TPH as motor oil at two feet
beneath the eastern end of the UST, but was not detected in the soil sample collected from six feet
beneath the eastern end of the UST, the concentrations of benzene, ethylbenzene, and naphthalene are
less than the limits specified in the SWRCB’s Policy, and the CCR Title 22 metals which were detected,
were detected at concentrations less than 1/10 of their respective CCR Title 22 TTLCs and consistent
with the concentrations of these metals in the near surface soils in the Bakersfield area.
Therefore, MRM recommends that the BFDPSD issue a No Further Action (NFA) determination in
association with the in place removal of the 1,000-gallon UST at the site.
This report has been prepared for the exclusive use of Randy Raymond as it pertains to the soil sampling
conducted in association with the removal of the 1,000-gallon UST at APN 015-220-01-00-5 which is
located at 1001 Niles Street, Bakersfield, Kern County, California. The services performed by MRM
were conducted in a manner consistent with the level of care and skill ordinarily exercised by members of
its profession currently practicing under similar conditions in the State of California. No other warranty is
